SAN DIEGO (KGTV) - California Governor Gavin Newsom signed a State of Emergency Proclamation Friday clearing the way for firefighters to jump on projects meant to protect communities.Newsom said we're seeing larger and more dangerous wildfires than ever before and as a state we need to change our approach."Our world is changing, the wets are getting a lot wetter, the hots hotter and the dry, drier," he said.Alpine shared in the devastation last year; the West Fire leveled neighborhoods and left dozens homeless.CalFire Director Michael Mohler said ten crews across the state will be activated under the proclamation to clear brush and conduct controlled burns. They will also work with 110 members of the National Guard.The proclamation focuses on vulnerable communities. CalFire's Priority Fuel Reduction Project List includes two communities in San Diego County, Guatay and Crest. "Some of them have gone through some kind of environmental review," Director of the Sierra Club, Katheryn Phillips said.The U.S. Forest Service plans prescribed burns a year in advance to account for the environmental processes."We already know the areas of concern and we know how the fire is going to react to those areas, so we have a lot of biologists come in, a lot of fire experts come in and determine which areas are good for burning," Public Affairs Officer for Cleveland National Forest Olivia Walker said.Under the proclamation, environmental regulations are suspended, concerning environmentalists."If it's a butterfly mating season and it's an endangered species, it's not going to be the proper time to burn," Walker said."Could an unintended consequence be a mudslide?" Phillips added.Mohler said there's nothing to worry about, saying the proclamation solely streamlines the paperwork. SAN DIEGO (KGTV) — California officials said Friday that a technical glitch caused data on hundreds of thousands of COVID-19 tests to go unreported.Despite the inaccurate data, officials say they are still seeing a trend showing a decrease in case rates. Hospitalization and death data, however, is collected differently and unaffected by the glitch.According to the state, the data system they use failed and that led to inaccurate case numbers and case positivity rates. That failure prevented counties from having some of the data they need to monitor and respond to the virus in local communities, like contact tracing.The state says that about two weeks ago, a server outage created a delay in lab records coming into the reporting system. At the same time, they realized they weren't getting data from one of the largest commercial reporting labs for about five days.California Department of Health and Human Services Secretary Dr. Mark Ghaly says the issues have been fixed."We expect that over the next 24 to 48 hours that the backlog that's between 250,000 to 300,000 cases will be resolved, giving us a better sense of the number of tests that were delayed," Ghaly told reporters on Friday. "We are reporting this data to the counties based on the date the specimen was collected so we can attribute it to the appropriate date."The state says the system was not built for the volume of data it's receiving. It's putting new systems in place and has created a backup system to double-check the data and reports.California's County Monitoring Watch List was paused last week so that the glitch does not play a role in decision making about county statuses.Gov. SAN DIEGO (KGTV) -- COVID-19 related hospitalizations continue to sure across California.Without any intervention, Gov. Gavin Newsom said current projections show hospitalizations could increase two to three times the current amount in just one month.“We’ve seen a significant increase, 89 percent increase over the 14-day period of people who have been hospitalized that have tested positive for COVID-19,” Newsom said during a press briefing Monday.Hospitalizations are rising in San Diego County, with local hospitals seeing more COVID-19 cases than they ever have.“We’re seeing about three times the number that we saw just a couple of months ago,” said Dr. Omar Khawaja, the Chief Medical Officer for Palomar Health. “About 25 percent of the positive patients are ending up in the ICU; that’s less than we saw during the first spike.”Khawaja said he expects more hospitalizations in the coming weeks as COVID-19 cases related to Thanksgiving gatherings start to show up.In Escondido, Palomar Medical Center has had room to handle more COVID-19 patients from other hospitals for several months now. A federal medical station is set up inside the hospital with 202 beds that haven’t been used yet.Khawaja said they’re now ready to take on patients from other hospitals across the county that become overwhelmed, but the set-up is not meant for ICU patients.“It could be beds that we would be offload some of the less sick patients from other systems into there so they can handle the sicker patients; we don’t have a solid plan for it yet,” he said. “I don’t think it’ll be activated in the next week; it may be three or four weeks out, so we’re planning for that now.”Khawaja said the details are actively being discussed with other medical officers across the county.“The county and hospital systems are all working very well together, collaborating, communicating on at least a weekly basis. We are actively discussing right now, what would it look like, how would we open it, and what type of patients would go into there,” he said. “Are we worried? Absolutely. Is the spike coming very quickly? Yes, but we do have some capacity and redundancy available now, and we are planning to have even more."Creating more capacity could include scaling back on the number of elective surgeries scheduled, but this time Khawaja said it would look much different than what we saw months ago.“What we’ve done is essentially looked at surgeries and classified them in terms of how long can this be put off to be safe, we all saw that JUST shutting everything down just let to really, just poor patient care, and we don’t want to do that again.” 2646

SAN DIEGO (KGTV) - Crowds gathering at Veterans Park in Ocean Beach may face fines if they don't follow the county's public health orders.Tuesday morning, city crews put up orange mesh fencing around the park, but a few hours later, witnesses took pictures of two men cutting the fence down.Residents and business owners have been complaining for weeks about large groups gathering on Wednesday evenings gathered to watch the drum circle and hang out in the park.Mark Winkie is the president of the Ocean Beach Town Council. He didn't agree with shutting down the park, but he didn't condone tearing down the fence, either."Disappointing what happened here this morning, but it's important for people to know, as a town council, we really would like education to come first, to notify people about what they need to do when gathering here on such large quantities on a Wednesday," said Winkie.The public health orders banning gatherings of more than ten have been in place for months, but Winkie said it's possible not everyone is aware."Particularly for the drum circle, no city or county official has been out really interfacing with them, SDPD definitely came out, and I applaud their actions," said Winkie.Last week, police broke up the crowd, but did not issue citations.Councilmember Dr. Jennifer Campbell said it's time for enforcement."Everyday more San Diegans are dying, so we have to get tough and I'm telling you if this situation that happened last Wednesday night, happens this Wednesday night, there's gonna be a lot of clamp down, so they have got to stop it," Dr. Campbell said shouting.Violators could be fined up to ,000."By God, that is now the law and, therefore, the county sheriff should be out here arresting people who aren't wearing masks, who aren't distancing, and who are coming together," said Dr. Campbell.It's unclear if the city will put up a more permanent barrier or if anything will be in place by Wednesday evening. 1962
