California's ASES program is funded through a 2002 voter-approved initiative and current funding is 0 million for programming throughout the state. SAN DIEGO (KGTV) — For the second time in as many weeks, several train cars derailed near the downtown San Diego area.The BNSF Railway Company says 19 cars derailed at about 9:40 p.m. Friday while traveling at slow speeds. The train cars were carrying automobiles.The backup continued into Saturday morning. SAN DIEGO (KGTV) -- Hundreds gathered outside Fire Station 21 in Pacific Beach Tuesday evening to remember a San Diego Fire-Rescue Department firefighter killed in a motorcycle crash over the weekend.Ryan Ferrara, 39, was riding on the back of the motorcycle as a passenger when it crashed into a parked vehicle. It happened July 18 at the 13000 block of Piping Rock Lane in the Lakeside area.The driver of the motorcycle was hospitalized; he has not yet been identified. Authorities say neither the driver nor Ferrara were wearing helmets.RELATED: San Diego firefighter killed in Lakeside-area motorcycle crashThe crash is still under investigation, but the San Diego County Medical Examiner's Office says alcohol or drugs may have been factors in the crash.Many who knew Ferrara were visibly distraught during Tuesday's remembrance ceremony. At sunset, the crowds moved to the boardwalk and sands. Many firefighters were there to show the family their support.Capt. Rich Marcello, who worked with Ferrara, says it's a Fire Station 21 tradition to go down to the beach and watch the sunset after every shift when possible."Every evening, we come out and watch the sunset and gather round each other and kind of hang out with each other, which is why we're here with the family today," he said.Before he was a firefighter, Ferrara was a lifeguard. SAN DIEGO (KGTV) - Following a heated battle over new regulations for short-term vacation rentals Wednesday, the San Diego City Council approved new regulations in a 6-2 vote.The new rules will go into effect July 2019.The rules, which were based on a plan by Mayor Kevin Faulconer, adopt the city’s first license-based system to manage the rentals, charge cost-recoverable fees to administer licenses and enforce code violations, establish a “Good Neighbor” policy to preserve neighborhood quality of life, hire additional staff to respond to complaints about nuisance properties, and implement a per-night fee that would generate funding for affordable housing projects.RELATED: San Diego City Council approves new rules on short-term rentalsAlthough the plan initially called for homeowners to be allowed two licenses for a primary and secondary home, the council later amended the provision before the plan passed its first vote in July.Faulconer’s proposal was changed to allow a host to be issued a license for a primary residence and a dwelling on the same land as the primary residence.Faulconer also had a provision in his plan allowing no limitations on the number of licenses available to hosts within Mission Beach when it was introduced in June. SAN DIEGO (KGTV) — Erica Norman spent months saving thousands for a cruise down the Mexican Riviera on the massive Norwegian Bliss. Norman and about 4,000 others boarded that ship this week and were whisked away from the Port of Los Angeles. They were excited for a trip down to Cabo and Mazatlan - but instead, they wound up in San Francisco."I paid ,000 for this cruise and it's just a tour going in a circle in California," said Norman, who lives in Orange County. "I'm not happy about that."Norman said that about two hours into the cruise, the passengers got an announcement that the ship would divert to San Francisco, San Diego, and make one stop in Ensenada before heading back to Los Angeles. The ship made the call to avoid Hurricane Willa down south. "Guests were notified of the change as soon as our operations team was able to confirm the modified itinerary."But Norman said many of the guests felt blindsided. "I think they knew ahead of time, and then once they got us out in the water then they decided to change the itinerary because no one could get off at that time," Norman said. The Bliss reached San Diego Wednesday morning. At 1,094 feet long and a capacity of 4,004 passengers, it's the largest to ever dock in San Diego, a city that usually gets older ships on less traveled routes. "I'd rather be safe than sorry to even get in the area of Willa," said Lillie West, a passenger who said she was glad the ship diverted.West had never been to San Diego and said she had 0 to spend locally.
