(KGTV) --There is another effort to tackle our housing problems in California in the form of Proposition 21.Prop. 21, also known as the Rental Affordability Act, would allow local governments to have more authority over rent control on residential properties over 15 years old.It would exempt individuals who own two homes or less from new rent-control policies.Kimberly Ellis has been renting her current Santee apartment for three years. With rent—plus bills and food—she said everything “is just so expensive.”With her husband facing medical issues and her rent increasing every year, she said rent control is needed. “I live on a budget. It’s hard when the rent goes up,” Ellis said.A television ad for Yes on 21 is sponsored by the AIDS Healthcare Foundation. The organization has committed major funding to the cause.Pt. Loma Nazarene University’s Chief Economist Lynn Reaser said the advertisement “doesn’t even tell us what Proposition 21 even does.”She clarified it for voters.“It allows local governments to set their own rent control measures that would be different from what the state now has, which basically caps rent increases at 5 percent plus rate of inflation,” Reaser said. She said the ad got two facts right—homelessness is increasing and unemployment is high.According to the California Employment Development Department, unemployment is more than 13 percent. While it is lower than the record from the start of this pandemic, it is still above the mark set in 2010 during the great recession.The AIDS Healthcare Foundation launched a similar rent control ballot measure a couple years ago, which failed.According to the Legislative Analyst’s Office, it is likely state and local entities will lose money if Prop. 21 passes. The report said it could be in the “high tens of millions of dollars per year over time.”“Depending on actions by local communities, revenue losses could be less or more,” the ballot analysis said. 1953

(KGTV) - San Diego Police and Crime Stoppers requested the public’s help Thursday to find a man suspected of robbing an adult store in the Midway area. The man walked into the Adult Depot about 7:30 p.m. on Feb. 21 and pulled out a handgun, police said. He pointed the gun at the clerk’s head and demanded cash, then took money from the register. Police said the man fired one shot at the computer monitor above the cash register before running away. Investigators said the man was last seen walking north on Pacific Highway. The man is described as Hispanic and 5’4” to 5’6” tall. He was wearing a dark hooded sweatshirt, black bandana, black gloves, gray pants, and black and white tennis shoes. A 60,000-square-foot museum that will include a first-of-its-kind tribute to the 1980 U.S. Olympic team is scheduled to open July 30 in Colorado Springs after a three-year construction project. The U.S. Olympic & Paralympic Museum will feature 12 galleries that include exhibits on athlete training, the Summer and Winter Games, and the USOPC Hall of Fame. The 1980 Olympics, which were held in Moscow, were boycotted by the American Olympic team in protest due to the Soviet Union invading Afghanistan, according to ABC News.“The stories of our Olympians and Paralympians are the stories of this nation’s history,” Museum Chief Executive Officer Christopher Liedel said in a news release. “Every American can see themselves in the members of Team USA and will be inspired by their dedication, perseverance, and respect for the Olympic and Paralympic values. The museum has the unique privilege of telling these stories, and we are ready and excited to share them with the world.”The museum, which will be open seven days a week, is putting safety precautions in place that will include a timed-ticketing program designed to limit the number of people in an exhibit at one time.Tickets go on sale to the public on Wednesday. 1236

  

(WXYZ) — Nearly 100,000 children tested positive for COVID-19 in the last two weeks of July, according to a new report from the American Academy of Pediatrics and the Children’s Hospital Association.According to the report, 97,078 kids tested positive for coronavirus between July 16 and July 30, which is nearly 1/3 of the total confirmed cases of children in the U.S. since the beginning of the pandemic.The report found that around 338,000 children tested positive for coronavirus since the pandemic began. Over the last two weeks of July, the number of positive tests increased 40%.According to the report, the academy looked at state numbers that were considered children. The age ranges vary by state, and in Michigan, it includes anyone 19 and younger, but the state recently started reporting age groups 0-9 and 10-19.
