DETROIT — A clash between Detroit police and protesters was caught on camera Sunday night.Video shared on Twitter shows a group of protesters marching near Waterman and Vernor Highway in Detroit. The peaceful demonstrators surrounded a police cruiser, which pulls forward and into a group of protesters.Some protesters jumped onto the hood of the vehicle as it pulled forward.Leo Alvarado, who was at a nearby gas station, witnessed the altercation."Just so happened to be getting out with my wife when we heard a bunch of screaming and turned around, and cops were plowing through the crowd or started to drive through the crowd," Alvarado said. "Craziness. I've never seen anything like that in my life. Hopefully never again have to see anything like that."Alvarado said a medic treated cuts and wounds that were on demonstrators' arms. DANANG, Vietnam (AP) — For the first time since the Vietnam War, a U.S. Navy aircraft carrier is paying a visit to a Vietnamese port, seeking to bolster both countries' efforts to stem expansionism by China in the South China Sea.Monday's visit by the USS Carl Vinson brings more than 5,000 crewmembers to the central coastal city of Danang, the largest such U.S. military presence in Vietnam since the Southeast Asian nation was unified under Communist leadership after the war ended in 1975.The Vinson strike group deployed from San Diego in January.The Carl Vinson, accompanied by a cruiser and a destroyer, is visiting as China increases its military buildup in the Paracel islands and seven artificial islands in the Spratlys in maritime territory also claimed by Vietnam. China claims most of the South China Sea and has challenged traditional U.S. naval supremacy in the western Pacific."The visit of aircraft carrier USS Carl Vinson to Vietnam signifies an increased level of trust between the two former enemies, a strengthened defense relationship between them, and reflects America's continued naval engagement with the region," said Le Hong Hiep, a research fellow at the Singapore-based ISEAS-Yusof Ishak Institute.The ship's mission includes technical exchanges, sports matches and visits to an orphanage and a center for victims of Agent Orange, a toxic defoliant sprayed by U.S. forces to deny cover for Communist fighters during the war. It marks a fine-tuning, rather than a turning point, in relations. The U.S. Navy has staged activities in Vietnam for its Pacific Partnership humanitarian and civic missions in nine of the past 12 years.U.S. Ambassador Daniel Kritenbrink praised the carrier's visit."I think the visit by USS Carl Vinson demonstrates our commitment to the U.S- Vietnam partnership. (KGTV) - SANDAG will start a million project in September, hoping to stabilize Del Mar cliffs that support railroad tracks.Geologist Dr. Pat Abbott says this winter and spring have been rough for bluffs, "in the past few months with a lot of rainfall, we've seen cliff collapses galore in Del Mar."SANDAG says they're going to install pillars and repair drainage structures, "put in steel beams, tie backs, bits of concrete walls, to start to stabilize some of the beach cliffs," Abbott added.The nine-month long project stretches from Seagrove Park to Carmel Valley Road."I think it's a wonderful idea, it's better to do it now, get it behind us, before something happens and a train goes off the side of the cliff," neighbor Lynn Kunkle said.Abbott calls it a Band-Aid, "there's no easy way to get out of this...You have tall sea cliff standing here, ocean waves beating at the bottom, rains soaking into the ground you have trains going by better than 50 a day."Each of those factors eroding the cliff side. Down on the beach lies an example of the fight between amn and mother nature. A concrete drain's side sticks out past the eroded cliff by about two feet. Abbott said the same will happen with this project.A seawall has another negative effect, keeping sand from replenishing the beach below. The Coastal Commission made a compromise with SANDAG when they approved the project. SANDAG will build more beach access for pedestrians.Abbott says we need to think long-term, "let's just do a Band-Aid now like the one proposed here, pass it on to the next generation as if it will be simpler for them to solve than it is for us."SANDAG is planning for the long-term, saying they are still looking into options to move the railroad. Demonstrators in Sacramento marched for hours Friday through California's capital and called for justice in the contentious police shooting death of Stephon Clark, an unarmed black man.During a second day of protests, activists marched about a mile from the city's Tower Bridge to the steps of state Capitol building.They chanted "Black lives matter" and called out Clark's name.
