HONG KONG, Dec. 4 (Xinhua) -- Hong Kong Chief Executive Donald Tsang said on Saturday the government will not slack off in its fight against drugs, despite a 20 percent drop in the number of drug abusers aged below 21 in the first half of this year.Speaking at the 2010 Fight Crime Conference, Tsang said both the government and the community attach great importance to drug problems.Although the government's efforts in beating drugs have started to deliver results, it will not slack off and will continue to allocate money to anti-drug programs, he said.Praising law-enforcement officers' professionalism in maintaining law and order in Hong Kong, Tsang said the city's crime rate continued to stay at a low level.According to Chief Secretary Henry Tang, Hong Kong's crime situation for the year's first 10 months remained stable, with overall crime dropping 3.2 percent.

MANILA, Dec. 4 (Xinhua) -- A cargo ship with 24 Chinese crew aboard sank off the waters of the Philippines' Batanes province on Friday afternoon, the Philippine National Police (PNP) said Saturday.Quoting a report from the Batanes provincial police office, PNP spokesman Chief Supt. Agrimero Cruz said Saturday the Panama cargo vessel MV Hong Wei met the incident about 120 nautical miles (222 kilometers) off Itbayat island around 3:22 p.m. Friday.Cruz could not immediately say what caused the vessel to sink or the vessel's destination.A passing vessel, MV Shun Tong, and a ship from China's Taiwan region's coast guard rescued 12 crew and two passengers, respectively, said Cruz, adding that at least three ships from Taiwan region's coast guard are currently at the scene to conduct search and rescue operations for the 10 still missing crew members.A rescue vessel from the Chinese mainland is expected to arrive at the site anytime Saturday to join the search and rescue operations, said Cruz.Wang Ben, police attache of the Embassy of the People's Republic of China in the Philippines, told Xinhua that the embassy has confirmed the incident with China's Ministry of Transport. BEIJING, Dec. 27 (Xinhua) -- Chinese officials and Communist Party cadres have been warned against financial violations and extravagance in the name of New Year celebrations.The Communist Party of China (CPC) Central Commission for Discipline Inspection and the Ministry of Supervision have issued a circular, asking officials and cadres to be self-disciplined and practice frugality during the holiday season.Party officials must not accept gifts in any form, said the circular, which offers a list of prohibited items and services that "could influence the fairness of official duty," such as attending banquets, and expenses-paid travels and entertainment.The holiday season of 2011 starts from New Year's day and continues into the Spring Festival, or the Chinese New Year, which falls on February 3.The Chinese tradition of presenting gifts to family members and friends during the Lunar New Year has been extended to sending gifts to officials, which poses a challenge to the country's anti-corruption efforts.The circular also warned officials to avoid extravagance, and prohibited them from spending sprees using public money for personal gains.Instead, the limited public money and resources should be spent on developing the economy and improving people's livelihoods, it said.Further, the circular told discipline inspection authorities at all levels to seriously crack down on any violations of the law and disciplines.
