The county of San Diego is preparing to ask the state for nearly million to repave stretches of hundreds of roads it maintains.The Board of Supervisors could vote Wednesday to seek revenue from the recent gas-tax hike to repair the roads. The roads are in all ends of the county, from Bonita to Alpine to Vista. Jerry Brown signed the billion gas tax hike into law last year. Californians already pay a series of gas taxes ranking among the highest in the nation. The tax hike raised the per-gallon tax by 12 cents last November, with future increases planned. The bill, SB1, also added a 0 fee to the annual registration for electric vehicles, starting with model year 2020."People can't afford it. I'm retired but if you're working and have to commute, I don't think people realize how much of a dent that's going to make," said Vicky Bamburger, a Bonita resident who is supporting an effort to repeal the tax that appears to be headed to this November's ballot.But those who support the increase say fixing the roads will save California drivers from expensive car repairs due to problems like potholes, and save taxpayers from larger repairs later."A small improvement now - if you have a road that needs to be covered - that's going to be so much more cost effective, cost saving in the long run," said Catherine Hill, of the League of California Cities.Local governments have until May 1 to submit their gas-tax revenue road repair requests to the state. Still, county agencies have already received millions of dollars in new revenue for road repairs, which includes major improvements to Interstate 5 in North County.  1892

The clock is ticking for restaurants across the country that are starving for cash and desperate for another round of aid from the federal government, as an estimated 16,000 restaurants have already closed since the COVID-19 outbreak began.For Kari Kuelzer, who owns Grendel's restaurant in Cambridge, Massachusetts, the burden of keeping her small business open in particularly heavy. This dive bar located just blocks away from Harvard University was first opened by her parents in 1971 and has been a fixture for both students, locals and tourists who visit the area.But without another round of federal aid, Kuelzer is uncertain what the future of Grendel's looks like."The dominoes are going to fall. Without some kind of support, some kind of stimulus, all facets of the economy are going to struggle and it’s needless," she said while standing in the kitchen of Grendel's.Like restaurant owners around the country, this 50-year-old business owner has tried to get creative, from outdoor screened-in pods for dining to a new line of to-go cocktails and trail mix. Kuelzer knows, though, mixed drinks aren’t going to keep her afloat forever."We need more forgivable loans," she said.Politicians in Washington are at a stalemate over another round of funding, something especially troubling to Kuelzer, who saw an immediate impact from those first round of stimulus checks."The moment people started getting their unemployment stimulus checks, we saw an uptick in business,” she recalled. “The minute it went away, we saw it fall down.”Sean Kennedy with the National Restaurant Association says Congress needs to step in to help the nation's restaurants that employ nearly 15.6 million people across the country."The restaurant industry is in a unique challenge. We were the first to shut down and we’ll be the last to recover,” Kennedy said. “What’s clear is we need a more long-term, far-reaching approach from the federal government or restaurants are going to survive.”Historically, restaurants have the lowest amount of cash on hand compared to any industry in the country. Most restaurants only have enough cash to get by for 16 days, and nationwide, more than 100,000 restaurants have had to shut down for a second time."We’ve lost more jobs and more revenue than any of industry. That needs to be an alarm bell," Kennedy said.As for restaurant owners like Kuelzer, she'll keep trying to reinvent a recipe for survival, knowing her family's legacy is on the line."We really will need to have some assurances; we’ll get some government assistance," she said. 2576

The budget-priced Motel 6 chain is well known for the enduring tagline: "We'll leave the light on for you."But some Phoenix immigration attorneys said employees of the motel chain also have been shining a light on undocumented guests, providing guest information directly to US Immigration and Customs Enforcement agents.Motel 6, in response to a report this week in the Phoenix New Times, said employees will no longer work with immigration agents.The weekly newspaper reported that federal immigration agents arrested at least 20 people at two Motel 6 locations in the Phoenix area between February and August. Motel employees told the New Times they regularly delivered guest lists to ICE."This was implemented at the local level without the knowledge of senior management," the hospitality company tweeted Wednesday night. "When we became aware of it last week, it was discontinued."A Motel 6 statement on Thursday confirmed "certain local Motel 6 properties in the Phoenix area were voluntarily providing daily guest lists to Immigration and Customs Enforcement.""To help ensure that this does not occur again, we will be issuing a directive to every one of our more than 1,400 locations nationwide, making clear that they are prohibited from voluntarily providing daily guest lists to ICE."The company was reviewing practices to "help ensure that our broader engagement with law enforcement is done in a manner that is respectful of our guests' rights," the statement said."Protecting the privacy and security of our guests are core values of our company," the statement said."Motel 6 apologizes for this incident and will continue to work to earn the trust and patronage of our millions of loyal guests."Phoenix immigration attorney Ray Ybarra Maldonado said one of his clients, Alfonso Gutierrez Tovar, was taken into custody by ICE agents at a Motel 6 in May. Gutierrez had returned to the United States illegally from Mexico after a previous deportation. He was deported again last month."One of the obvious questions to me was, 'You didn't commit a new crime, so how did ICE know you were at this Motel 6?" Ybarra said.Ybarra said ICE agents knocked on the motel room door one day after Gutierrez had checked in. They asked for him by name, handcuffed him and put him in the back of a car."Then he saw them knock on four other doors and get people as well," the attorney said. "At that point it's kind of like, OK something fishy is going on here."Another attorney, Robert McWhirter, said a client named Jose Eduardo Renteria Galaviz, an undocumented immigrant from Mexico, was picked up at a Phoenix Motel 6 and is awaiting deportation. He, too, had been previously deported."I won't stay at a Motel 6 again," McWhirter said. "Here's the thing -- you don't have a right of privacy on your signature on a register ... Motel 6 is in the business of renting hotel rooms. They (shouldn't) care about immigration status."Yasmeen Pitts O'Keefe, a spokeswoman for ICE's Phoenix division, declined to reveal specifics about enforcement leads. She said those sources include other law enforcement agencies, relevant databases, crime victims, and leads from the public via agency tip lines."It's worth noting that hotels and motels, including those in the Phoenix area, have frequently been exploited by criminal organizations engaged in highly dangerous illegal enterprises, including human trafficking and human smuggling," she said in a statement.Phoenix Police spokesman Sgt. Jonathan Howard said the department sometimes gets hotel and motel guest lists through "informal contacts."Civil liberties groups criticized the Motel 6 practice.The American Civil Liberties Union of Arizona tweeted: "Will new policy reflect this "discontinued" practice, @motel6? We look forward to reading it."Cecillia Wang, deputy legal director of National ACLU, said on Twitter, "@motel6: They'll leave the light on -- for ICE and police. The first day of October might seem like an odd time to talk about summer camp, but one business has found a way to keep its operation running overtime during the COVID-19 pandemic.Camp Sea Gull is located on a remote part of the North Carolina shore. Typically, it accommodates thousands of campers a year. But once COVID-19 hit, that changed and put the camp in a precarious position along with so many other businesses.“It was really difficult,” said camp director Allison Simmons.Simmons said the camp was able to open this summer but only with a fraction of its normal participants. So, to try to attract more people, she had the idea of opening the bunks to families who wanted a change of scenery as they work or learn from home.“To me, this is giving a lot of our parents and students some hope in breaking up the monotony of whenever their school started,” said Simmons.The reservations allow families to stay at Camp Sea Gull for up to seven days, and Simmons, along with other administrators, came up with five different activity programs for families.The camp installed high-speed WiFi throughout its buildings so parents and their kids could access it during working hours, while it worked to offer activities afterward.A normal day might include opportunities to fish, sail, canoe, and play games from 3 p.m. to sundown.“[Before coming to camp] my kids were all sitting in their rooms by themselves for 6 or 8 hours a day in front of a screen, and that’s just not normal for kids,” said Stan Coerr.Coerr says he has been coming to Camp Sea Gull for 40 years--first as a camper, then as a counselor, and now as a dad who wants to plan a getaway with his three sons ages 20, 16, and 14.“I told my boys [the pandemic] won’t be the worst thing you go through but it will probably be the weirdest,” said Coerr. “And as much as I can get them out and doing things as a family, which is kind of rare these days, I will definitely take that opportunity.”Coerr says the four of them stay in the same bunk and have each claimed a portion of it for their work. Since being at camp for a few days now he says he has noticed his sons are more attentive to their schoolwork and bicker less.It has also allowed Simmons’ business to flourish. She says camp can now stay open past August, when it would end during a normal season.She says 75 percent of the people who have signed up are new clients as well. 2412
