SAN DIEGO (CNS and KGTV) - San Diego's City Council voted 6-3 Tuesday night to place restrictions on sleeping and living in vehicles on city streets and parking lots.The vehicle habitation ordinance goes into effect immediately and restricts people from living in their vehicles anywhere within 500 feet of a school or residence. It also places an overnight ban between from 9 p.m. to 6 a.m. anywhere in the city, with the exception of approved lots. According to a news release from the city, the ordinance aims to address illegal dumping, public urination and drug use on city streets and in parking lots. “We are creating a balance that provides opportunities to those in need while protecting our neighborhoods from behavior that creates unsanitary conditions and hurts quality of life,” Mayor Faulconer said. “If you want to work toward finding a permanent home, we have programs that can help. We will not allow the proliferation of ‘van life’ culture that takes advantage of San Diego’s generosity and destroys community character.”The ordinance will be enforced using criteria including sleeping, bathing, meal preparation, grooming items and containers of human waste. It doesn't travel that well," Engman said Tuesday.Sales are down more than 90 percent and 450 employees were just furloughed amid the lockdown."It's heartbreaking, but what makes it even worse is that we're in the holiday season," Engman said.But instead of simply giving up and hoping for another round of stimulus, Engman is keeping a couple extra workers on at Breakfast Republic's Mission Valley location - preparing what could turn into hundreds of free meals everyday for impacted workers or anyone in need - no questions asked."I mean, we're hemorrhaging money, but I think when the going gets tough, that's when you need to show character," Engman said.Two years ago, Rise and Shine Restaurants created a nonprofit that got a dollar for every sold breakfast burritos, one of the most popular items. That money has, for instance, been used to make thousand-dollar donations to other nonprofits nominated by customers.And during the march lockdown, the nonprofit bought ,000 worth of meals for the public - about 6,400, and it has about that much cash left this time."We have a little chunk of money there that we want to put to good use," Engman said.And while breakfast is in the name - it's not breakfast being served for free. Sales of existing homes in the country broke new records, spurred by ultra-low mortgage rates and after a three-month slump earlier this year during coronavirus pandemic lock downs.Home buyers snapped up a dwindling supply of houses in July, leading to a 24.7 percent increase in the number of homes sold over the previous month.The July 2020 surge in purchases reported Friday by the National Association of Realtors marked the second straight month of accelerating sales. June had reached its own high mark, with a more than 20 percent increase in sales over May.Existing homes are defined as single-family homes, townhomes, condominiums and co-ops.With July’s increase, to a seasonally adjusted annual rate of 5.86 million, purchases are now up 8.7% from a year ago. In July 2019, there were 5.39 million sales.“The housing market is well past the recovery phase and is now booming with higher home sales compared to the pre-pandemic days,” said Lawrence Yun, NAR’s chief economist. “With the sizable shift in remote work, current homeowners are looking for larger homes and this will lead to a secondary level of demand even into 2021.”Total housing inventory at the end of July totaled 1.5 million units, a year ago there were 1.9 million available units.“More homes need to be built,” Yun said in a statement on NAR’s website.Properties are staying on the market for an average of 22 days. SAN DIEGO (AP) — The Trump administration said Thursday that it ended special considerations to generally release pregnant women charged with being in the United States illegally while their cases wind through immigration court.U.S. Immigration and Customs Enforcement said it scrapped a policy that took effect in August 2016 that pregnant women should be released unless they met limited criteria that required them to be held by law, such as serious criminal histories, or if there were "extraordinary circumstances."The new policy, which took effect in December but wasn't announced until Thursday, gives no blanket special consideration to pregnancy, though the agency says each case will be reviewed individually and women in their third trimester will generally be released.The move is the latest effort to scrap immigration policies created in the final two years of Barack Obama's administration. Shortly after Trump took office, rules that generally limited deportations to convicted criminals, public safety threats and recent border crossers were lifted, making anyone in the country illegally vulnerable.
