SAN DIEGO (KGTV) -- The man who was convicted of driving drunk when he hit a Lyft car, killing the driver, was sentenced in court Thursday.Steven Quintero was sentenced to 16 years in prison following an emotional day in court in which three young women in the car at the time of the crash and the victim’s sister all gave statements. “The worst part of my story is that I remember every detail of the crash," said Kelly Hoffman with a shaky voice. "I am haunted by the memory of the violent, powerful impact and the sound of the bending metal and shattering glass," she added.A jury convicted Quintero of DUI causing injury, hit-and-run and driving on a suspended license in the crash that killed Henry Reyes along State Route 94 just east of downtown San Diego.RELATED: Driver who hit and killed Lyft driver in 2016 faces retrialThe crash happened on October 1, 2016. Reyes pulled over on the side of the road when one of the passengers inside the Lyft, Sarah Smith, got sick.When Reyes pulled over, he got out to help Smith out of the car and get her water. While walking around the front of the car to get back in, the Lyft was struck from behind, killing Reyes.Smith, Hoffman and Jessica Techel all suffered major injuries in the crash. “When I see photos of the car I am reminded that I’m lucky to be alive, have all my limbs and my mental capacity," Techel told the court.Reyes' sister brought photos of her brother to court. In one of them, he was with his 2-year-old son. Evette Rous testified how important her brother was to her and her family.  He gave her away at her wedding, and was always around with a sarcastic comment for his sister. She said her life is forever changed. “When Steven Quintero made the decision to drink and drive, he not only killed my brother, he killed a part of each of us who lived Henry. He killed dreams, and memories yet to be made," she said.Rous said her mother didn't come to court because she felt there was no justice for Henry Reyes.  The victims all testified they were disappointed when two different juries failed to convict Quintero of murder.  In exchange for not trying Quintero a third time, he agreed to go to prison for 16 years, without the possibility of probation.  Quintero also agreed not to appeal his case.Quintero did not address or even look at his victims as they spoke.  His attorney told them he apologizes for his actions and is filled with remourse.Rous called the apology an insult.The 2016 crash wasn’t the first time Quintero was found to be driving under the influence. SAN DIEGO (KGTV) - The future of warfare is in San Diego for the time being. The 21st Century Combined Arms Advanced Naval Technology Exercise is currently taking place at the Naval Information Warfare Center Pacific (NIWC Pacific). ANTX West 2019 is roughly two weeks long and features the brightest in the military, academia and industry demoing the latest advancements to see if they are ready for the battlefield. “This isn’t a trade show - this is ‘get people together let’s go do things and see how it goes,’” said Rear Admiral Donald Gabrielson, “this is innovation.” Much of technology of the the last several years has focused on human and machine interactions with virtual reality. “We can give feedback to the industry and say this is eligible for rapid prototyping or this needs some science and technology investment,” said Richard Byers, a systems engineer with the Navy. More than 80 developing products and systems are being tested at NIWC Pacific along with San Clemente island. “Being able to apply the technology in an operational a realistic environment is critically important,” said Brigadier General Christian Wortman, USMC.Congress has given the military the power to fast track products that perform well at ANTX for rapid prototyping and their discretion. 1290

SAN DIEGO (KGTV) - The California Appeals Court put a stay on the release of a sexually violent predator known as "Bolder than Most" rapist. Back in June 2019, a San Diego County Superior Court judge ruled in favor of conditional release for a sexually violent predator. Judge David M. Gill made the controversial decision for Alvin Ray Quarles, 56.Mary Taylor is a survivor and says she's hopeful with the appeals court stepping in, "we've been hopeful in the past, but this is actually a court saying wait a minute lets look at this." Up until this week, things were moving forward as the search for a place to release Quarles in San Diego County continued. Monday afternoon, Taylor got a call from the deputy district attorney saying they filed for a writ and it had been approved. A writ is similar to an appeal. The California Appeals Court issued a stay. Now, all progress towards finding Quarles a location has stopped and cannot continue again until the courts resolve the appeal. In the meantime, Quarles will stay at the Coalinga State Hospital getting treatment through a program for sexually violent predators. 1131

SAN DIEGO (KGTV) - The family of a mother and daughter killed by a YouTuber in a wrong-way crash on Interstate 805 filed a lawsuit this week against the teenager’s estate, the City of San Diego, and the County of San Diego. Eighteen-year-old Trevor Heitmann, known as McSkillet, drove his McLaren the wrong way on the freeway in August 2018, killing Aileen Pizarro and her 12-year-old daughter Aryana. The sports car collided with the family’s SUV, which burst into flames. In their lawsuit, Aileen’s father Miguel Pizarro and son Dominic Pizarro cited the County and City for negligence resulting in death. The lawsuit cites an incident the day before the crash, during which the San Diego County Psychiatric Emergency Response Team responded to a call claiming Heitmann was “screaming, paranoid, and delusional”. A psychiatrist, Dr. Mary Rusher, told police she had evaluated Heitmann and he was “a danger to himself and to others and must be immediately detained on a California Welfare & Institutions Code 5150 hold,” the suit stated. Rusher also told a police dispatcher Heitmann had displayed manic symptoms and appeared paranoid, delusional, out of control, and threatened to harm his mother in preceding days, according to the court document. “Police left the home without any evaluation of Trevor’s condition, or notifying PERT, if they were not part of same (PERT),” the lawsuit says. The suit claims the police officers were not exercising their authority to place Heitmann on a 5150 hold in accordance with the law. SAN DIEGO (KGTV) - The Christ United Methodist Church's Safe Harbors Network needs help to prepare for the next wave of migrants approaching the US-Mexico border.The network, started in 2016, provides basic necessities for refugees, such as a bed, shower, food, clothes, medical care and legal aide, until their court date."They don't have anything, they have the clothes they're wearing, they don't have phones, they don't have money, they would be homeless, so we take them in," Volunteer Kathryn LaPointe said.In 2016 the majority of their refugees were Haitian, over the past several months they're mostly women and children from Central America."We're taking in between 20 and 30 a night the past few days, most of them were able to send to their families, but I would like to help more people," LaPointe said.Sunday, LaPointe said they're at capacity and need all the help they can get. "Every person that walks in front of me, I ask for a building," she said laughing, "can you please get me a building."The network is comprised of individuals, congregations and organizations who care for refugees. "[Provide] basic human kindness, and," LaPointe said as she sighed heavily, "I am so grateful to be able to do that to extend that kindness and I would like to extend that kindness to more people." 1347
