A preschool teacher was arrested on Wednesday after deputies say admitted to biting a 2-year-old student on the face.Heather Marcotte, 28, has been arrested on a charge of felony cruelty to a juvenile in Louisiana.The mother of a 2-year-old student called the St. Tammany Parish Sheriff’s Office saying that when she picked her son up from school, she noticed the bite mark on his cheek.The mother said an administrator at the school informed her that her son’s teacher reported that she left the mark on the child "when her mouth accidentally hit his face" and that the teacher had been terminated following the incident, according to the Sheriff's office.Marcotte admitted to deputies that she bit the child after she became frustrated and agitated with his behavior. A warrant was obtained for her arrested and she was taken into custody.Northlake Christian says it takes kids as young as six weeks old and is a “special place where your child will be loved and nurtured,” according to the Associated Press.In a statement to the Associated Press, Head of School Monty Fontenot says: “We’ve handled it internally and there’s no further comment.”Mary Stringini is a digital reporter for ABC Action News. A United States Customs and Border Protection officer is accused of falsely claiming to be a US citizen when he applied for the job, the Department of Justice said. According to DOJ officials, Marco Antonio De La Garza Jr., 37, of Hereford, Ariz. was charged with three counts of passport fraud and false statements on his federal law enforcement background application. The DOJ is claiming that De La Garza knowingly used a fraudulently obtained Texas birth certificate to apply for a United States passport. De La Garza is also accused of using the same birth certificate to claim US citizenship during his background check.It is unknown how US officials were unable to figure out that De La Garza's paperwork was fraudulent.  The charges stemmed from an investigation conducted by  the Department of State-Diplomatic Security Service and the Department of Homeland Security-Office of Inspector General. The DOJ claims that De La Garza was actually born in Mexico. The Associated Press confirmed that he was hired by border patrol in 2012.   1116

A pair of children, ages 1 and 3, were shot inside of a car Thursday evening outside the University Of Mississippi Medical Center in Jackson, the Jackson Police Chief told the Clarion-Ledger reported. The shooting briefly prompted fears of an active shooter on the university's campus, causing a heavy police response. The Clarion-Ledger reported that one child was shot in the leg, and the other in the torso. Their conditions have not been publicly released. Following the shooting, a female driver transported the children to the hospital. The suspect was still on the loose as of Thursday evening.  655

A report from the Tucson Police Department is revealing new details about the death of Carlos Adrian Ingram-Lopez while in TPD custody in April.The police department began its investigation into the incident hours after it happened on April 21. Nearly two months later, on June 19, the department finished its report and handed it off to TPD Chief Chris Magnus. After a news conference about the incident Wednesday, TPD released the full report to members of the news media.TIMELINE: What happened after Carlos Ingram-Lopez died while in TPD custodyThe report recommends termination for officers Samuel Routledge, Ryan Starbuck, and Jonathan Jackson, who had resigned the day before the investigation was completed.The discipline report focuses on how officers are supposed to treat someone in a state of “excited delirium," how it greatly increased the risk of dangerous physical distress and how the three officers failed to meet their standards and training.The report draws a number of conclusions about the officers involved in the incident. It says:The initial report of Ingram-Lopez's behavior should have prepared the officers to deal with excited delirium before they even saw him.Ingram-Lopez's behavior at the scene made excited delirium very clear.The report documents dates of when the officers had training on excited delirium at the academy and in other training sessions after that.Excited delirium and the likelihood of drug intake make overheating and rapid heartbeat something officers should anticipate.The fact that he was calling for water confirms they should have been more aware of his physical distress.The officers were trained on, and should have been alert to, signs of breathing trouble, like wheezing, and simply saying “I can’t breathe." Ingram-Lopez did both.The officers had been trained on the “recovery position” designed to reduce physical distress on a restrained suspect.One of the officers who arrived later said within 15 seconds, “Shouldn’t he be in the recovery position?” That officer is not being disciplined.The officers put a “spit sock” over Ingram-Lopez's face because of his choking and clearing his throat made them fear he would spit and spread COVID-19. The spit sock was available to officers even before the COVID outbreak.While officers did not use prohibited methods like neck holds, they noted Ingram-Lopez was a large man and one of the officers kneeled on his back for a sustained period.Officer Jonathan Jackson was Lead Police Officer -- slightly more senior than the other officers who first arrived at the scene. He was expected to take command and organize the other officers. The report says he failed to command adequately and organize the police response.Other officers either reacted appropriately or were with the grandmother, where they were not well aware of what was happening with Ingram-Lopez.Overall, the report concluded the officers ignored their training and were unaware or indifferent to Ingram-Lopez's situation and physical distress.Click here to read TPD's full report.KGUN's Craig Smith first reported this story. 3106

A recent study appears to show a person’s blood type might indicate whether they will develop severe respiratory failure if they contract COVID-19.The study sequenced genomes of 1,600 COVID-19 patients in Spain and Italy who had been hospitalized with severe respiratory failure and compared the results to DNA sequences of 2,205 healthy subjects.Results appear to show that people with type A blood had a higher chance of developing severe respiratory failure as compared to people with O blood type. The study claims there may be a “protective effect” for blood group O. However this study has not been peer-reviewed yet and the exact kind or extent of “protective effect” is not known.In early June, the site 23andme.com released results from information gathered from 750,000 participants who identified they had COVID-19. The genealogy company said their research suggests a similar effect in people with O blood type. “Individuals with O blood type are between 9-18% percent less likely than individuals with other blood types to have tested positive for COVID-19, according to the data,” a company statement said.They said while there was a significant difference in those with O blood type, there “appeared to be little differences in susceptibility among the other blood types.”However, some are questioning this idea that people with type O blood are protected. Laura Cooling is the director of immunohematology at the University of Michigan. She noted that the idea that having type O blood is protective doesn’t match with current COVID-19 infection rates.Type O blood is usually more prevalent among African Americans, according to the American Red Cross, yet new information from the CDC and states indicate African Americans have experienced disproportionately high COVID-19 infection rates. Cooling says there are many factors to consider.“It’s what your blood type is, relative to the other person who exposed you, relative to all the other genetic and acquired health conditions you have,” she told Chemical and Engineering News on the matter. 2069
