The smoke dispersed throughout much of the western portion of San Diego County overnight and has also traveled offshore. While much of this smoke remains above ground level, there is smoke affecting the inland valleys west of Alpine as of Sunday morning. The smoke may have more widespread impacts later this morning and this afternoon in the coastal areas and inland valleys. SAN DIEGO (KGTV) - The U.S. Navy’s surgeon General is back home in San Diego talking about military healthcare reform.10News caught up with Vice Admiral Forrest Faison at after he spoke at the San Diego Military Advisory Council Breakfast in Point Loma.“We are changing how we do healthcare in the Navy to be one of the providers of choice,” he said. “Despite all the changes going on in military medicine right now, what will not change ever is our commitment to those we are privileged to serve.”Faison said there’s no greater responsibility than providing medical forces that are ready, prepared and present to save the lives of the nation’s armed forces.He said Naval Medical Center San Diego plays a big role when it comes to providing that training.Congress recently directed the Defense Health Agency (DHA) to take over the Military Health System (MHS). Meaning, all military medical centers across the national will soon be managed by DHA.Faison says this will be a smooth and transparent transition, and military families won’t be getting a big surprise.The Naval Hospital in Jacksonville transitioned from MHS to DHA last October, hospitals on the east coast are going through it now, and the west coast, including San Diego, is next.Faison said when it comes to military families having to switch healthcare providers so often, or wait a long time for appointments and referrals, the DHA is actively working to minimize changes and alleviate wait times.“The defense health agency is responsible for managing the Tricare network to ensure there are sufficient providers to be able to meet the needs and monitor access and wait times, so we rely very heavily on them to do that,” said Faison. “I know they’re working very closely with the Tricare contractors to be able to do that in all the different locations where we have service members and their families and we ask them to be stationed to do our nation’s business.”The transition in San Diego is expected to happen no later than October 2020. 2016

SAN DIEGO (KGTV) - The San Diego man who claimed he punched a San Diego Police officer in self-defense was convicted on four counts Friday.Frederick Jefferson was arrested February 3 at Chicano Park in Barrio Logan. At the time, police were trying to disperse a crowd which had gathered as two groups debated the historical significance of the park. Barricades were in place, and dozens of officers were standing by to keep order.During a jailhouse interview with 10News, Jefferson said a San Diego Police officer asked him to get out the street. However, Jefferson said he didn’t want to walk with the protestors.RELATED: San Diego man claims he punched officer in self defenseJefferson said he tried talking to the officer but admitted he did not get out of the street.“When they got out of the car, I continued walking,” he said. “I told them I said, ‘I’m just going to keep walking on’ and as I kept walking on they came up behind me.”RELATED: Video: Demonstration between groups at Chicano Park becomes violentJefferson said an officer grabbed his shirt and swung a billy club.“I was afraid that if this dude got back a hold of me he was going to go town on me with the billy club," Jefferson said.San Diego Police Lt. Scott Wahl said Jefferson started fighting first.Jefferson admitted to 10News that he hit the officer twice in the face.“I swung and hit him to put distance between us and then he swung again and I swung again because I could not let this dude grab me.”Police said Jefferson broke bones in the officer’s face.“It was a very serious injury. It could have been much worse,” said Lt. SAN DIEGO (KGTV) — Thousands of people gathered in Balboa Park to support those living with Alzheimer’s disease.The annual “Walk for Alz” is one of the biggest Alzheimer’s awareness events in San Diego. Ken Darling has been participating in the event for the last 10 years.“My mom has passed but, I keep coming back to say thank you to an organization that helps other people going through this disease," Darling said.The Walk for Alz is put on by Alzheimer’s San Diego. The organization offers free resources to caregivers and family members of people in need.“It’s a family disease,” says Eugenia Welch, President of Alzheimer’s San Diego. “It effects so much more than just the person who is diagnosed because the whole family has to adjust their way of life to make sure that person is safe.”About 84,000 people in San Diego County are currently living with Alzheimer’s or another Dementia. That number is up from the 65,000 reported cases last year. Alzheimer’s San Diego says the goal for the event is to raise at least 0,000. All the money goes to resources in San Diego County.  1112

SAN DIEGO (KGTV) -- Three cars were damaged during a pursuit through Cortez Hill Monday afternoon. According to police, the chase began around 3:50 p.m. at the intersection of Ninth Avenue and Beech Street. The reason for the chase was unclear. The chase ended a short distance away on the 1300 block of Park Boulevard. During the chase, the suspect struck three other vehicles, two of which were parked. Two suspects were arrested and police say no serious injuries were reported following the crash. 510
