CINCINNATI (WCPO) -- Police officers who investigated an apartment building in Cincinnati, Ohio Sunday left "deeply disturbed" by what they saw there: Duct tape, shoelaces and socks that had been used to bind and gag a pair of 4-year-old twin boys in an abusive form of discipline, according to Det. Janette Vaughn."(The officers) just felt so emotionally disturbed by what they saw," Fraternal Order of Police president Sgt. Dan Hils said Monday. "It's so unique and remarkable that it took very veteran, very seasoned, inner-city police officers to say, 'Wow, this is unbelievable.'"The boys' father, 26-year-old James Howell and his 30-year-old girlfriend, Jamie Carver, both stand charged with multiple counts of child endangering and kidnapping. A third adult, 30-year-old Rowdy Warren, was charged with obstructing official business after police discovered he had also been present in the apartment where the abuse took place.The boys were moved to a foster family while their guardians stand trial, Vaughn said."It just makes you wonder what frame of mind they were in," Phil Harris, who works near the scene, said. "Are they on drugs? I just don't understand people that could harm children."According to Hils, officers began collecting donations within the department for the boys.Kidnapping and child endangering are both felony offenses. If convicted of all counts, Carver and Howell could each face a minimum of seven years’ imprisonment. 1473

COACHELLA, Calif. (KGTV) -- Another puppy was discovered in a dumpster at Coachella just weeks after a woman was arrested for reportedly leaving seven puppies in a trash can. According to the Animal Hope and Wellness Foundation, the puppy was found badly beaten and burned in a dumpster on the 49000 block of Harrison Street around 1 p.m. on May 5. Someone digging through the trash heard the puppy crying and took her to a nearby jewelry store, where she was rushed to an animal hospital. RELATED: Woman arrested after puppies dumped in trash can at Coachella“It appears as if she was burned with a caustic substance, or a metal object like an iron,” the foundation said. The weeks-old puppy also had a portion of her tail cut off and can’t walk due to being beaten. The puppy, whose name is Hope, is currently in intensive care and being monitored 24 hours a day. The foundation is offering a ,000 reward for information leading to an arrest of the person responsible. The incident comes after a woman identified as Deborah Sue Culwell, 54, was arrested for reportedly dumping seven puppies in a dumpster at Coachella. The puppies were only about three weeks old. A good Samaritan was able to rescue the puppies, saving their lives. 1246

Complaints are growing nationwide about workplace safety issues related to coronavirus. She says for states or cities that already had a mask mandate it was easier to enforce at work already, but for states that don't have this mandate, it was harder until now.“At least you can now turn to CDC guidance and OSHA guidance as an employer and say look even if you disagree with us for a political reason or personal expression reason, we're following the guidance from agencies that are meant to look out for your health and safety,” said Lawless.Still, there are concerns OSHA isn't going far enough in other areas. One big criticism among employee protective organizations, workers organizations and unions is that OSHA’s guidance on COVID-19 isn't a regulation and doesn't really have any teeth.Virginia and Oregon are two states looking to fill in the gap with their own worker protections.If you see issues in your workplace, the employment lawyer recommends being reasonable in your approach and not getting too emotional in your reaction. Colorado's First Gentleman, Marlon Reis, is now in the hospital due to worsening COVID-19 symptoms.Both Reis and Gov. Jared Polis tested positive for COVID-19 last Saturday. At the time, Polis said both of them had only mild symptoms.Over the weekend, Reis started to experience a slightly worsening cough and shortness of breath eight days after being diagnosed with COVID-19, according to the press release from the governor's office.As a precaution, Gov. Polis drove Reis to the hospital in his personal vehicle to be reviewed and treated. Polis says he is not experiencing any additional symptoms at this time.Reis posted on Facebook about the hospital trip, and said it was precautionary and used the message to encourage mask wearing.“Friends,Today, on day eight of my bout with Coronavirus, I experienced a worsening cough and shortness of breath. My doctor suggested that as a precaution I go to the hospital, so a few hours ago Jared drove me to the hospital where I was admitted and am now being closely monitored.“In addition to your kind thoughts and prayers for me and everyone else afflicted by this horrible virus, please be extra careful to avoid getting it. Wearing a mask properly reduces your risk by half! COLERAIN TOWNSHIP, Ohio -- "Tonight, it feels like our tears will never stop and the lump in our throats is (too) big to breathe through," Todd Allen wrote Thursday evening.His son, 2-year-old Brody, became the center of a community-wide September Christmas celebration in their small community just outside of Cincinnati after the Allen family revealed the toddler likely would not survive until Dec. 25. According to Allen, doctors now predict he may not survive until Halloween."There is no easy way to say this but Brody's body is failing him," Allen wrote in the Team Brody Facebook group. "We have been told that Brody may have only days left with us. Our hearts are absolutely broken."Brody was born with a rare brain cancer, the symptoms of which did not emerge until he had developed four serious tumors. After 98 days of treatment, there were five, and doctors at Cincinnati Children's Hospital said they could no longer help. At that time, they predicted he would live no longer than Oct. 5.The family took Brody home and redecorated their house for Christmas, hoping to at least make his last months happy and comfortable. Todd Allen took time off from his job as an over-the-road trucker. When neighbors learned about the out-of-season celebration, they decorated their own homes, sent cards to the family and even held a Christmas parade Sept. 23.Memories of that kindness have helped the family cope with Thursday's news, Allen wrote. As they have in the past, they plan to "trust that God has a plan," keep Brody comfortable and remain grateful for the support of everyone who joins them on their journey."Brody is here," Allen wrote. "He's resting comfortably with Lucy his puppy sleeping on his lap. He is still here and with your help we can live in this moment." 1805
