Trump has said he would seek that payment in the form of a refund, either through trade negotiations, remittance payments or other means.Congressional budgeting is done with very specific instructions for how dollar amounts are spent. Any repurposing of funds requires express congressional approval, which Trump is unlikely to get. The source noted that additional authorization from Congress would likely be necessary if this option was pursued.A senior administration official confirmed the President has floated this idea, along with others, as alternative ways to pay for the wall."There's a lot of different options we're trying to contemplate. Certainly that's one," the official said.Another option: increasing fees that a person has to pay when they cross the border from Mexico into the United States."You could always increase them and take the revenue for that for resources," this official said.This official described these as the President's "musings."White House press secretary Sarah Sanders declined to weigh in when asked repeatedly on Tuesday at the daily press briefing about trying to get the military to fund the wall."I can't get into the specifics of that at this point, but I can tell you that the continuation of building the wall is ongoing, and we're going to continue moving forward in that process," Sanders said.However, no new wall is currently being built. Funds have only been appropriated to fix current fencing or build new fencing.A Washington Post report on Tuesday contained details of Trump's desire for the military to fund his wall and appeared to clarify a message Trump posted to his Twitter account over the weekend, where he exclaimed, "Build a WALL through M!"The report said two advisers confirmed the "M" was a reference to the military and that three people familiar with the Trump-Ryan meeting noted little reaction from Ryan to Trump's proposal to have the military fund construction of the wall.Two White House officials told the Post that Trump saw the increased funding for the military as a reason it could afford to foot the bill for the border wall. The omnibus agreement Trump signed into law last week included about .6 billion for border security.Last week, Trump expressed displeasure with the funding agreement and?threatened briefly not to sign it, but ultimately relented and then continued to express his displeasure on Twitter.Since taking office, the Trump administration has tried to demand Congress appropriate money for his promised wall, and the Mexican government has steadfastly refused to pay for it. For instance on Tuesday, Pennsylvania’s Supreme Court dismissed a suit as the Trump campaign claimed that campaign officials did not have “meaningful access” to observe the vote counting in Philadelphia. The state’s Supreme Court said that election officials followed state law.The CISA addressed election-related rumors, such as that dead people are able to vote in the election, a claim that Trump baselessly has repeated. "Every state has voting system safeguards to ensure each ballot cast in the election can be correctly counted. State procedures often include testing and certification of voting systems, required auditable logs, and software checks, such as logic and accuracy tests, to ensure ballots are properly counted before election results are made official. With these security measures, election officials can check to determine that devices are running the certified software and functioning properly," the agency wrote. “We conclude the Board did not act contrary to law in fashioning its regulations governing the positioning of candidate representatives during the precanvassing and canvassing process, as the Election Code does not specify minimum distance parameters for the location of such representatives. Critically, we find the Board’s regulations as applied herein were reasonable in that they allowed candidate representatives to observe the Board conducting its activities as prescribed under the Election Code,” the court ruled.The Associated Press projected on Nov. 7 that Joe Biden would win the presidential election with at least 290 Electoral College votes. The Associated Press has not called Georgia, but Biden holds a 14,000 vote lead there, and the state is expected to finish a hand recount there on Wednesday. 4026

President Donald Trump once again promoted hydroxychloroquine as a COVID-19 treatment despite a number of trials disputing its efficacy.Questions on Trump’s support of the largely unproven drug comes as Trump retweeted a video that called the drug a “cure” for the coronavirus. Twitter, Facebook and YouTube have since pulled the video from their platforms.The video also caused Twitter to suspend the account of Trump’s son Donald Trump Jr.Major public health organizations have disputed the efficacy of the drug. Early results of the drug’s usage in peer reviewed trials have not been promising, according to the FDA. The FDA has banned the use of the drug to treat coronavirus outside of hospital and clinical trial settings. But Trump continues to place hopes in hydroxychloroquine.“I happen to believe in it. I would take it,” Trump said on Tuesday. “As you know, I took it for a 14-day period, and I'm here. Right? I'm here. I happen to think it's -- it works in the early stages.”Recently, the White House began promoting a study by the Henry Ford Health System, which did indicate that the drug reduced mortality. But a number of other studies have not been able to replicate Henry Ford Health System's findings. Most recently, the New England Journal of Medicine published last week a study that indicated that the drug did not improve coronavirus outcomes. But the FDA has said that the drug carries dangerous side effects, and several initial studies indicated that the drug is not an effective treatment for COVID-19. In June, the FDA withdrew an emergency use authorization of the drug. An EUA allowed doctors to use treatments by weighing potential benefits over potential risks.“We made this determination based on recent results from a large, randomized clinical trial in hospitalized patients that found these medicines showed no benefit for decreasing the likelihood of death or speeding recovery,” the FDA said. “This outcome was consistent with other new data, including those showing the suggested dosing for these medicines are unlikely to kill or inhibit the virus that causes COVID-19.”In April, the FDA first put out guidance that warned against the use of hydroxychloroquine or chloroquine for COVID-19 outside of the hospital setting or a clinical trial due to possible side effects. The FDA added that hydroxychloroquine and chloroquine had not been shown to be safe and effective for treating or preventing COVID-19.The FDA said that hydroxychloroquine can cause abnormal heart rhythms, and patients who also have other health issues such as heart and kidney disease are likely to be at increased risk of complications.Hydroxychloroquine, a treatment that is commonly used to treat malaria and lupus, can be provided as a treatment for COVID-19 patients on an experimental basis. 2820
