SAN DIEGO (KGTV) -- A new report is looking into why there is a shortage of homes for sale around the country. According to the report by NerdWallet, in October of 2017, the US had a 3.9-month supply of existing homes for resale, meaning at that pace, it would have taken 3.9 months to sell all the homes on the market. According to NerdWallet, a supply under six months places home buyers at a disadvantage. The report identifies six reasons why the housing supply is so low. 1. Boomers aren’t movingOver three-fourths of baby boomers own their own homes, according to the report, meaning millennials don’t have enough homes available to buy. Landlords won’t sellNerdWallet says millions of single-family homes were converted to rentals after the foreclosure crisis. In 2017, renters made up 36 percent of households. A greater demand for homes coupled with less supply means values rise while rents are rising faster than home prices. 3. Low mortgage rates The report points out that interest rates on outstanding mortgages averaged about 3.8 percent over the last three years. As mortgage rates rise, fewer people are interested in selling and getting into new mortgages. 4. Entry-level homes ignored by buildersIn the first nine months of 2017, nearly 500,000 newly-built homes were sold of which 55 percent sold for 0,000 or more. Regulations add costThe report points out the homebuilders say environmental protection, infrastructure fees and rules that specify lot sizes all add tens of thousands of dollars to the cost of building every single home. Owners want a restricted supplyFinally, the report found that local zoning and land-use regulations are enacted by officials elected by the people. The report says those officials are only responding to constituents who want a limit on the number of homes that can be built in a neighborhood. Elected officials can also set a minimum square footage for homes, further limiting supply. “There are regulations that are more about the neighbors’ sensibilities than they are about the safety of the people living in the houses,” says Miriam Axel-Lute, associate director of the National Housing Institute. “It’s neighbors who want their property values to go up, in most cases, who are insistent upon some excess safety design standards or minimum lot sizes or other things,” Lute says. “They either want their property values to go up or they don’t want, quote, ‘the wrong sort of people’ in their neighborhoods. SAN DIEGO (KGTV) - A new California law aims to help thousands of low-income Californians gain access to fresh and healthy food.Seniors in California who receive Supplemental Security Income (SSI) benefits will also be able to apply for CalFresh food benefits, formerly known as food stamps.SSI recipients are either over age 65, disabled, or blind. Up until recently, they couldn't apply for CalFresh benefits because they receive money for food in their check; however, it's just a month. "One of the challenges seniors face is the high cost of living, we can hardly make it with what we get," said Gwendolyn Joseph, a San Diegan who lives on a fixed income.Joseph just turned 76 and can finally apply for CalFresh benefits, despite receiving SSI benefits. The average CalFresh recipient receives 0 per month to purchase food."We are striving so hard in California to restore these kinds of safety net programs to our most vulnerable Californians, look around this room, these are people who've worked their entire lives, they deserve it, they've earned it, and they need our support now," said Senator Toni Atkins, who represents California Senate District 39.Feeding San Diego, in partnership with Serving Seniors, 211 San Diego, and the County of San Diego Health and Human Services, is working to spread the word and encourage SSI recipients to apply for CalFresh benefits. "The nutritional gap that we're seeing in San Diego in terms of people having calories to eat, but not having healthy and nutritious foods to eat, is a real serious and growing problem, and it impacts seniors disproportionately," said Vince Hall, CEO of Feeding San Diego. SAN DIEGO (KGTV) – A program at the East Mesa Reentry facility is helping inmates transition out of jail and back into the workforce.This program is offering inmates certificates in trades which include welding, construction, heating, ventilation, and air conditioning, and more. The participants study and earn these certificates for free. The reentry program is helping over 700 men head back into the workforce in a positive way.“It’s something that they can give back to the community later on in life, where at one point they took away, but now they feel like they actually achieved something,” said Detron Williams. Williams is a few months away from earning a trade certificate in construction.The reentry program not only focuses on education but also helps inmates understand their emotions and build confidence. “They’ve built the confidence now, and they have learned the different techniques so that when they are out in the community they can either start a new life or they can go back to the work that they previously had,” Matt Russo said.For Williams and the other inmates he has talked to, this program also provides a sense of accomplishment.“Now they are building structures that later on in the future they can drive by and say I built that, I helped that,” Williams said. 1301

SAN DIEGO (KGTV) -- A Kearny Mesa couple says a local hawk is preying on neighborhood cats, and hope their story prompts pet owners to be cautious. Over Memorial Day weekend Caralee and Joe Jaeckels took their cats outside to enjoy the garden. Not long after, they said a hawk swooped down. "At first we thought it was kind of cool," they said. "It's this bird flying around. But we discovered pretty quickly that it was not a cool thing."The bird began attacking the couple's cat Ludwick. Thankfully, the 16-pound cat was able to escape with only a scratch on his face. His owners say this probably meant he was too heavy for the hawk to carry him away. 677
