SAN DIEGO (KGTV) - One driver was arrested after video of a road rage incident in Oceanside made its way into CHP's hands.Two drivers, one in a gray Ford Explorer and the other in a gray BMW convertible, were involved in the February 15 incident on eastbound State Route 78 in Oceanside, according to California Highway Patrol officers.Officers responded to a report of a non-injury, hit-and-run collision just before 4:30 p.m. near the College Blvd. exit. Officers arrived and found the Explorer on its side on the center median while the BMW reportedly fled.RELATED: Road Rage Crisis: Violence on the RiseWhile investigating, officers were made aware of a video recorded by a witness.The video showed the driver of the BMW, identified as 33-year-old Kevin McCall, left his vehicle to berate the driver of the Explorer, identified as 23-year-old Andrew Branch, who was still inside his vehicle, according to CHP.Officers said McCall spit at Branch before returning to his BMW. Branch is then seen driving into the center median and accelerating into the BMW, narrowly missing McCall.Sideswiping the BMW caused the Explorer to overturn onto its side. McCall then drove away, officers said."It was pretty shocking. It was pretty shocking," said CHP Officer Mark Latulippe. The four-night convention begins with a roll call on Monday evening from delegates who take turns stating their pick for the nominee. California Republican National Committeewoman and Delegate to Republican National Convention Harmeet Dhillon said they are expecting a unanimous vote for President Trump and VP Mike Pence.Then, top republicans and citizens will speak through the next few nights. President Trump is expected to speak Thursday evening, but the schedule also shows he will be in the program to some capacity every evening.This would typically be a time when hundreds from California attend, but with coronavirus restrictions, that’s not possible this year. Dhillon said California would typically have 170 delegates, an equal number of alternates and guests, but that number has dwindled to just 6 for 2020. She said everyone in Charlotte has taken multiple coronavirus tests and said she feels safe with the health guidelines being practiced.Dhillon also said that she encouraged people who would not be flying to the RNC to donate the money saved from staying home. SAN DIEGO (KGTV) - Nearly 300 goats are munching away at brush on and around Cuyamaca College.The college contracted with Environmental Land Management and its goats to help with fire mitigation.A preserve surrounds the 165-acre campus. The goats and ELM staff and machinery will clear about 50 acres of brush in six to eight weeks. The goats are estimated to do 65 percent of the clearing work.Julianna Barnes, the President of Cuyamaca College, says the goats are a way to be pro-active during the fire season.“Usually we bring out an all-human crew with heavy machinery,” Barnes said, “but it’s actually 20 percent the cost of bringing in an all-human crew. And it’s more environmentally sound.”The goats will eat 7- to 10-percent of their body weight. Also, goats do not re-seed plant life in their excrement, according to the college.“We have a lot of non-native plants, and they’re highly flammable,” Barnes said, “(The goats) love to eat, and they love these non- native plants.” 994

SAN DIEGO (KGTV) — More San Diego college students will be moving back to campus this weekend, as San Diego State grapples with trying to reduce its cases more than three weeks after its fall semester began.When SDSU started moving students back onto campus at the end of August, COVID-19 testing wasn't mandatory. On Wednesday, the Office of Education released new guidance on how districts and charter schools can do that safely. They put out comprehensive guidance that includes recommendations to alter many aspects of everyday life for parents, students, and teachers. It includes symptom screening, altering classroom layouts to support physical distancing. They also recommend frequently cleaning common areas, wearing face coverings, and restricting visitor access. "Recommendations about not using water fountains because of the multiple touches there, or about spacing desks as far apart as practicable so that you can have distancing," said Watson, Chief of Staff with the Office of Education. On Tuesday, the San Diego Unified District approved their reopening plan. It would allow parents to decide whether or not to send their kids back to campus or continue online learning at home. The Grossmont Union High School District says they're currently conducting input sessions with focus groups. They tell ABC 10News they hope to have a plan in place for board approval by early to mid-July. The Poway Unified School District says they'll have a plan by June 25. Their superintendent released survey results with parents, showing 59% of families want students to return to campus full-time. Meanwhile, 41% say they would prefer a blended or virtual learning option to continue. The Sweetwater Union High School District is hosting a virtual town hall on June 18 where parents can give input on what changes they hope to see. "Have a way of keeping records so that if someone ends up testing positive you can do the contact tracing to be able to go back and figure out with whom they've had contact," said Watson.
