Dr. Scott Gottlieb, commissioner of the US Food and Drug Administration, announced Tuesday a "blitz" on retailers?for violations related to sales of Juul and other e-cigarettes to minors.Forty warning letters were sent to brick-and-mortar retailers as a first step toward stopping underage use of e-cigarettes, the FDA said. The government agency also said it sent Juul Labs, the maker of an e-cigarette popular among teens, a request to submit documents related to product marketing and research, including information about "youth initiation and use.""We don't yet fully understand why these products are so popular among youth," Gottlieb wrote in the public statement. "But it's imperative that we figure it out, and fast. These documents may help us get there."Juul spokeswoman Victoria Davis said the company "agrees with the FDA that illegal sales of our product to minors are unacceptable. We already have in place programs to prevent and, if necessary, identify and act upon these violations at retail and online marketplaces, and we will announce additional measures in the coming days."Electronic cigarettes (also called e-cigarettes or e-cigs), vapes, vaporizers and hookah pens are among the terms used to describe electronic nicotine delivery systems. These products use an "e-liquid" that may contain nicotine as well as flavorings and other ingredients. The liquid is heated into an aerosol that the user inhales. Some products resemble conventional cigarettes, but others look like pens or other ordinary items. Juul resembles an everyday flash drive, which may explain its popularity among teens. The FDA has conducted 908,280 inspections of tobacco retailers, issued 70,350 warning letters and initiated about 17,000 civil money penalty cases in its efforts to fight the sale of e-cigarettes and other tobacco products to minors, it said Tuesday. For the current "blitz," the agency said, it also contacted one online retailer, which removed listings for Juul products and then voluntarily implemented policies to prevent future listings.More than 2 million middle and high school students described themselves as current users of e-cigarettes in 2016 (the most recent year studied), according to a government report: about 11% of high school students and 4.3% of middle school students. Overall, e-cigarette use by high school students increased 900% from 2011 to 2015, according to a separate 2016 report from the US surgeon general. In a recent Johns Hopkins Bloomberg School of Public Health survey, 81% of minors who currently vape said their primary reason for doing so is "availability of appealing flavors.""Widespread reports of youth use of JUUL products are of great public health concern," Gottlieb said in the announcement. "Youth may not understand the nicotine or other characteristics of JUUL."On March 20, the FDA issued a warning that it would act to end the use of e-cigarettes among minors.Juul Labs' website tells the story of two founders, smokers and product designers who had become "increasingly dissatisfied with the health and social impacts of cigarettes" but could find no viable alternative and so created their own -- with "adult smokers in mind.""We are working with the FDA, lawmakers, parents and community leaders to combat underage use, and we will continue working with all interested parties to keep our product away from youth," Davis said on behalf of the company. 3473

Dr. Anthony Fauci, the nation's top expert on infectious diseases, gave a live interview with The Washington Post Monday as cases of COVID-19 are spiking across the country at unprecedented levels.Fauci's interview comes just ahead of Thanksgiving — an event that health experts warn could cause further spread of the virus despite warnings from the CDC against gathering in-person.While Fauci said every family needed to assess their own situation and make their own determination, he recommended that Thanksgiving gatherings should be limited to the members of a single household. He added that if Americans do travel to another home for Thanksgiving, he recommended everyone should wear masks while indoors, except when eating or drinking. In the month of November alone, more than 3 million people across the U.S. are confirmed to have contracted COVID-19. The 3 million cases represent about 25% of all cases the country has seen since the pandemic reached the U.S. in February. The spike in cases has prompted a frightening jump in hospitalizations and deaths linked to the virus. A record 83,000 people are currently battling COVID-19 in a hospital, and for the last week, an average of 1,400 people in the U.S. have died of the virus each day.Fauci said that if Americans don't follow common-sense public health measures over the Thanksgiving holiday, that it could exacerbate the current spike in cases. He said that within two or three weeks, the already steep spike in cases could become even steeper."The chances are that you will see a surge superimposed on a surge," Fauci said.Fauci again recommended that Americans adopt uniform mask-wearing, keep social distance, avoid large crowds, gather outdoors as opposed to indoors and continuously wash hands to avoid spreading the virus. There are some encouraging signs that there may be some relief soon. On Monday, AstraZeneca joined Pfizer and Moderna in reporting that initial studies show its vaccine candidate is 90% effective in preventing the virus. All three vaccines may soon be authorized for emergency use in the coming weeks.Fauci said he hopes the encouraging news on vaccines is an "incentive" for Americans to double down on public health measures."Help is on the way," Fauci said.Fauci said Pfizer's and Moderna's vaccines could be out for distribution as soon as mid-December. However, it will be initially rationed for people in vulnerable populations before becoming available to the general public by spring 2021.Finally, Fauci says he has not yet spoken to president-elect Joe Biden. While he did not go into specifics, his comments are consistent with the Trump administration's refusal to work with Biden's transition team. The General Services Administration still has not ascertained Biden as the winner of the 2020 election, meaning the incoming Biden administration does not yet have access to funds and information a transition team would typically have. 2948

EL CAJON, Calif (KGTV) -- A 26-year-old man accused of fatally stabbing a fellow Ramona resident during a fight at a gas station in their East County hometown pleaded not guilty Tuesday to a murder charge and was ordered held on million bail.    Jarrett Austin Wishnick is suspected of mortally wounding Steven Faught, 59, shortly before 6 p.m. Thursday near a set of fuel pumps in front of Stage Stop Liquors at 578 Main St.    Deputies responding to a report of an assault at the business found Faught bleeding profusely from a wound to his neck, sheriff's Lt. Greg Rylaarsdam said.    Paramedics airlifted the victim to a trauma center, where he was pronounced dead. Wishnick -- who remained at the scene of the deadly fight -- was treated for a hand injury before being booked into jail.    It was unclear what prompted the dispute between the men, both of whom had parked their vehicles in front of the gasoline pumps outside the store.    Faught's older brother, Jerry, flew to San Diego from Portland after the incident. He told 10News that his brother had a warm personality.  "Even though he had  very little, he'd give you the clothes off his back."    Wishnick will be back in court Nov. 20 for a bail review and on Jan. 16 for a readiness conference. A Feb. 1 preliminary hearing date was also scheduled.Wishnick faces 26 years to life in prison if convicted of murder and the use of a knife. 1490
