CHULA VISTA, Calif. (KGTV)- A Hilltop High School alumnus who graduated in 1972 is more grateful for one of her teachers on the anniversary of D-Day. Kathy Cappos Hardy had Mr. Tom Rice as a United States Government teacher her senior year of high school. She tells 10News, “the way he enlivened it and related it to our lives made it truly something important to me”. Cappos Hardy has vivid memories of Rice and even says she pursued her career in education because of his impact he had on her. It wasn’t until about 20 years ago when Cappos Hardy realized her US Government teacher was also one of the thousands of troops who stormed the beaches of Normandy, France during World War II. 97-year-old Tom Rice is from Coronado. He was a paratrooper with the 101st Airborne Division who landed in Normandy on June 6, 1944. On D-Day, Cappos Hardy wrote an editorial thanking her teacher for his service in and out of the classroom. Now, she’s not only hoping he sees it, but that she also gets a chance to tell him thank you when he returns from Normandy. “I hope he knows that there are a lot of us that admire him not only as a teacher but what he did prior to that.” Cappos Hardy tells 10News. 1203

CINCINNATI -- A police officer working an off-duty detail at a grocery store used a stun gun on an 11-year-old girl Monday evening.The officer was working a detail at the Kennard Avenue Kroger when his attention was brought to the girl and two others who were involved in shoplifting, Lt. Steve Saunders said. The officer gave the girl several commands to stop, and then deployed the stun gun.Medics at the scene checked on the girl, and later so did staff at Cincinnati Children's Hospital Medical Center, Saunders said. He said that as far as he knows, the girl doesn't have any health issues as a result of the Taser deployment.Saunders said that a stun gun can be used on anyone between the ages of 7 to 70, according to Cincinnati Police Department procedure.CPD procedures on use of force state, "The TASER may be deployed on a suspect actively resisting arrest when there is probable cause to arrest the suspect, or to defend one’s self or another from active aggression."The procedure also notes that officers should consider the severity of the crime, the level of suspicion with respect to the fleeing suspect, the risk of danger to others and the potential risk of secondary injury to the suspect due to their surroundings before using a stun gun."An individual simply fleeing from an officer, absent additional justification, does not warrant the use of the TASER," CPD procedure states.The girl had a backpack full of items, Saunders said. She was charged with theft and obstruction, and then released to her parents. The other two suspects got away.A Kroger spokesperson said they "are cooperating with the police who are investigating the matter." 1670

CHULA VISTA, Calif. (KGTV) - In August, Dean Riggott watched as his wife Karen fell off a Bird Scooter, her head crashing into the pavement. "It's been the most traumatic experience in my entire life," said Dean.Doctors initially told Dean that his wife likely wouldn't survive; she fractured her skull in 10 different places and was in a coma. "They were asking me to quite honestly start to get stuff in order, they didn't feel she would make it out of the first few days," remembers Dean.But each day, Karen continued to beat the odds. By day 32 she was out of the coma and began to show movement in her hands and feet. Weeks later, she was in rehab beginning to walk. "I didn't really know exactly what happened and I was in pain, I still am in pain, but I'm capable of moving, and my memory is good!" said Karen.After 69 days in the hospital and rehab, Karen was finally able to go home on Friday. "I'm the happiest man on this planet. I tell her every day thank you for being my wife, every day. I'm the most fortunate man in the world, I get to keep loving her," said Dean. Karen says each of her milestones gives her more hope and strength.She'll continue her recovery in rehab. 1195

(KGTV) - The Sweetwater Union High School District Board unanimously passed a revised and balanced budget for the 2018-2019 school year.It comes after they discovered a million accounting mistake. The budget did not take into account staff raises.The budget changes are a combination of spending freezes, furloughs, as well as money received from education grants and funds.The revised budget freezes several positions currently open.It also puts district officials on furlough days. “Based on your level of management we’re asking for different days there. So it’s a scale based on your positions. Our superintendent, for example, is gonna be doing ten furlough days this year,” Manny Rubio, a district spokesman, said.The district also worked with the unions, so teachers will give up two so-called ‘training days,’ which are paid, non-classroom days.The budget also touches on other cost-saving measures, including energy conservation strategies, consolidating summer school sites and cutting back on faculty travel expenses.The budget will head to the San Diego County Office of Education, which has until Nov. 8 to approve it. 1188

  

CHULA VISTA, Calif. (KGTV) -- The perfect storm. A lack of oversight, massive spending and an even larger deficit. Those are all the ways the Sweetwater Union High School District is being put on blast by a new analysis by the Fiscal Crisis and Management Assistance Team. In a review of the district’s budget woes, the team's CEO Michael Fine presented Sweetwater’s school board with details on how the district ended up in its dire financial situation.Fine said the district has mismanaged its money for many years, even suggesting that specific accounting errors were “intentional” and part of a “cover up.”The report also found that the district didn’t comply with public disclosure requirements. So what does the future look like? According to the analysis, the district is projected to keep spending at a deficit at least through 2021. RELATED: Sweetwater Union High School District faces potential fraud investigationAccording to the report, a financial projection shows an expected .4 million deficit in the 2019-2020 school year and a .6 million deficit in 2020-2021. The board has yet to approve a plan to fix deficit spending. What’s more, the report found that the county doesn’t have access to the district’s financial system, blocking access to oversight.The report also found that the district doesn't have controls in place that limit access to its financial system. In fact, Fine found that a single employee has "complete access to cash between funds and is given complete access to the county treasury district accounts." It's unclear whether or not that employee has the ability to move money outside the treasury accounts. After action is taken against the employee, such as the employee being terminated, the district doesn't verify that that employee's access to financial systems is suspended. TIMELINE: Sweetwater Union High School District's budget woesFinally, the report found that the district doesn't account for all positions and costs. Fine suggested the Sweetwater District can do the following to begin the process of climbing out of debt:1. Cooperate with the County Office of Education: Fine said the county office are “partners” and recommended the district work closely -- and be transparent -- with the assigned fiscal advisor.2. Invest in business office staff: Fine believes the district’s new chief financial officer, Dr. Jenny Salkeld, can be the best resource as they work through the problems.3. Develop and implement a recovery plan: Fine said, “You cannot kick this can down the road,” when it comes to putting together an adequate plan.4. Audit cash borrowing and cash position: Fine suggested Sweetwater thoroughly evaluate its cash management, including the sources from which money is borrowed. 2758
