SAN DIEGO (KGTV) -- Surveillance video shows a couple at a Kearny Mesa home, targeting an American flag.John Dodds bought his flag two years ago and displayed it with a light outside his home on Atlas Street."My father was a Navy veteran, my brother was very patriotic and instilled it within me," Dodds said. "I want everyone to know how much I appreciate this country and what the veterans of this country do for us."A flag typically flies in front of Dodd's home 365 days a year. On Thursday morning, Dodds walked outside and saw the empty flag holder, before reviewing his surveillance video.Around 8:30 p.m. Wednesday night, two people with backpacks - bandanas on their faces -  walked by. One of them walked up to his porch and yanked out the flag before she took off. Dodds posted the video on the Nextdoor app in hopes of tracking down those thieves - and his flag.        "Maybe it was a big joke to them, but I don't think they know how seriously most of us take the flag of the United States of America," he said. Dodds plans on getting another flag but is still holding out hope for it to be returned. SAN DIEGO (KGTV) - The final touches are going into Petco Park before Thursday's highly-anticipated opening day. But just a few blocks away from the stadium are the many faces of San Diego’s homeless crisis, where several resources and services are located. Homeless advocate Michael McConnell spends many early mornings on the streets of downtown, documenting police interactions with the homeless population. Since the Hepatitis A outbreak he’s seen the number of encampments go down, but say he's frustrated over the city’s response to fixing the problem. “I’m most frustrated that there's not a strategy that's solutions-focused, long term thinking about actually reducing homelessness versus reducing the visibility of homelessness," said McConnell. On Wednesday morning, one day before Padres Opening Day, McConnell captured several interactions with police and the homeless around Petco Park and East Village. He believes the enforcement is the city trying to push homeless people away from the stadium before thousands of people descend on downtown. “When we have to send out massive amounts of law enforcement to clear an area, to make things appear better, versus them actually being better, we know we failed," said McConnell.10News also spoke with several security guards in the area who say they witnessed more enforcement than usual. However, San Diego Police says the enforcement around East Village is unrelated to Opening Day and that no additional officers were sent to the area Wednesday morning. They say officers are in this area every day as it's one of their busiest sectors in the city. A representative tells 10News they respond to daily complaints from business and residents to address ongoing problems, including encampments, drug use, and other criminal activity.Since last summer they've responded to 5,000 of these complaints through the Get It Done app alone.The department says during each contact they always offer help to individuals. If assistance is denied they have a progressive enforcement model which begins with warnings. But McConnell says based on what he's witnessed day in and day out, he's not satisfied with this answer.“What we’ve done is we’ve moved a lot of people around, we don’t let encampments build up again, but the folks are still there, they haven’t disappeared," said McConnell. 10News reached out to the Mayor's Office and received this response: 2415

SAN DIEGO (KGTV) - The family of a 14-year-old girl is shocked by her sudden death that could be flu-related.Julianna Campos died Feb. 12, after complaining of a headache and cold-like symptoms.Imelda Leyva, Julianna’s grandmother, said Julianna went to take a nap and never woke up. Julianna didn't have any health issues, according to the family.Doctors confirmed Julianna tested positive for the flu, according to her grandmother. However, they are still investigating whether the flu was the cause of death.Julianna’s family plans to hold her funeral on March 9. Family members also started a GoFundMe page to help pay for her services.As of 8:17 p.m. Wednesday night, the fund had raised more than ,200 of its ,000 goal. SAN DIEGO (KGTV) -- The City of San Diego is resuming its enforcement of all parking regulations next month.A two-week grace period begins Wednesday. July 1, with those who violate San Diego parking rules receiving written warnings. Starting Wednesday, July 15, citations with fines will be issued.City officials said resumption of parking enforcement is “identified as one small step toward restoring San Diego’s economy.”“We know many residents are looking forward to visiting their favorite restaurants, breweries, cafes, shops and stores, and restarting our local economy. As the City begins to take careful and measured steps to reopen, we need to make sure parking enforcement, especially in our business districts, allows for a healthy flow of customers, ensures accessibility and reinvests back into our communities,” said San Diego’s Deputy Chief Operating Officer Erik Caldwell.Chris Clark, with San Diego’s Small Business Alliance, added, "Like all San Diegans, local business owners have shouldered the burden of our unprecedented situation the past few months. Now, we are finally starting to sense a return to business and life as usual. While free parking is convenient, parking meters help incentivize turnover at prime parking spaces in business districts. SAN DIEGO (KGTV) - Students struggling silently with hunger and homelessness might be surprised to find out they're not alone.A CSU-wide study found that 40 percent of its students don't know where their next meal is coming from, and 10 percent don't have a stable place to sleep.It's an issue San Diego State University is working to tackle.This week they held the campuses first Hunger and Homelessness Awareness Week on campus. On Tuesday they held a resource fair and on Wednesday a mass-enrollment for CalFresh, the federal program which provides food benefits to low-income applicants.“It’s hard enough as it is being a student and to compound that with being hungry or dealing with housing and security, it really hits me," said Sarah Feteih, an SDSU student getting her masters in social work.Feteih is also an intern with the campus Economic Crisis Response Team (ECRT), which works to tackle these issues on campus every day.“We’re encountering students that are sleeping in their cars because they can’t afford to live anywhere else, or they don’t know where their next meal is going to come from because they’re choosing between paying for their textbooks or paying for their groceries that week," said Feteih.Over a dozen county workers were on campus helping students enroll in CalFresh. The process was streamlined, getting students in-and-out within a half-hour and allowing them to bypass the required phone interview.“I think the real stress comes from the fact that I can't eat right," said SDSU senior, Calvin Yeh-Tinetti. "I'm definitely buying a lot of food that are canned foods, which are probably not the healthiest but are really cheap.”Yeh-Tinetti was one of the dozens of students who applied for CalFresh on Wednesday.   1772
