SAN DIEGO (KGTV) - A man was arrested after the mother of a three-year-old girl called the San Diego Police and said her daughter was kidnapped and inappropriately touched by her neighbor.Police say the ordeal happened just before 10 a.m. Saturday, on Maple Street near Oak Park Elementary School.Two uncles spoke with 10News off camera, saying they heard their cousin "making a fuss" about her window being broken into, the same bedroom where their niece was taking a nap."He snatched her from the window... Three minutes to ten minutes that she was in there," one uncle said.When the girl was back home, the uncles said she seemed upset and reserved. Once she started talking, and the family had an idea of what may have happened, emotions boiled over."My cousin just went in for the shine like the first shot he made him bleed like I think he cracked his nose," he said his sister pulled them apart, and the man ran off.Blood stains were visible on the concrete outside. "Something had to be wrong with him, for him to balls up and come through a window with like ten people in the house," he said. The family knew the neighbor was mentally ill but did not think to this extent.The toddler and her parents then went to the hospital to get "a rape kit, just make sure everything’s fine, and we don’t exactly know what happened to her she saying that she was touched."The incident happened right across the street from Oak Park Elementary School, where students will come back to class August 28th. The San Diego Police Sex Crimes Unit is investigating the incident. 1635

SAN DIEGO (KGTV) - A new report is calling for San Diego County jail reforms to address mental health issues and inmate suicides.From 2014-2016, 17 people have died by suicide while being held in a San Diego County jail facility, according to an investigation?by Disability Rights California (DRC).By this rate, the group says San Diego County's rate of inmate suicide is "staggeringly" high compared to national, statewide, and local data. During this three-year period, the county's rate of 107 deaths per 100,000 was double the national rate of 50 per 100,000, the group says.More: TEAM 10 INVESTIGATIONS"People with mental health needs and their families deserve better," DRC Attorney Rebecca Cervenak said. "Without appropriate community services and improved conditions, people will continue to suffer."The report says four aspects contribute to the high suicide rate: over-incarceration of people with mental health needs, lack of jail oversight, failure to provide mental health treatment and harmful solitary confinement, and a lack of efficient suicide prevention.DRC spoke with jail staff, inmates, and San Diego Sheriff's Department (SDSO) leadership as part of their investigation.The SDSO said they welcome feedback regarding the jail system and will work to improve procedures, but had a number of concerns with how data was gathered and recommendations were formed: 1409

SAN DIEGO (KGTV) -- A group of activists are upset after the San Diego Police Department rescheduled a Black History Month celebration for the department's current and former black police officers.The department's celebration was scheduled to take place Saturday, February 24th, but was canceled just days before. The group says a committee of officers was appointed to plan the event in January. They think the cancellation was politically motivated. Monica Montgomery spoke during a brief press conference on Monday at the Civic Center Plaza. She thinks the decision to reschedule the event was made after the keynote speaker was announced. The speaker was supposed to be Geneviéve Jones-Wright, the candidate for San Diego district attorney. She's running against interim D.A., Summer Stephan. The police department told 10News the event was rescheduled due to planning conflicts. Lt. Scott Wahl said they plan on notifying officers when a new date is set. The D.A. sent 10News the following statement: "District Attorney Summer was not involved in the planning or the rescheduling of this event." 1143

SAN DIEGO (KGTV) - A Red Flag warning has been issued for parts of San Diego County ahead of a Santa Ana wind event expected to move in Thursday. The red flag warning goes into effect from 5 a.m. Thursday to 5 p.m. Friday for San Diego County’s inland valleys and mountains, the National Weather Service said. East to northeast winds 25 to 35 miles per hour with gusts up to 50 miles per hour are forecast. Winds will be the strongest below the Cajon Pass and in the Santa Ana Mountains, according to the agency. Lowest daytime humidity will reach 5 to 10 percent with poor overnight recovery. Greater humidity recovery will move in Sunday as onshore flow strengthens. SAN DIEGO (KGTV) -- A Navy sailor appeared in court Tuesday after authorities say he stole 20 hand grenades from a San Diego-based guided missile destroyer.Authorities say Gunner’s Mate Second Class Aaron Booker was taken into custody in Illinois.According to court documents, personnel assigned to the USS Pinckney discovered that 20 grenades disappeared from their storage crates in 2017.In April of 2017, an off-duty law enforcement officer noticed a black backpack leaning against a guardrail on the side of the road along Interstate 15 in northwest Arizona.The bag was standard military issue with “GM2 BOOKER” handwritten on a tag inside the bag. The bag contained 18 of the grenades that were missing from the USS Pinckney.According to authorities, law enforcement is still searching for the two missing grenades.The complaint states that Booker acknowledged to investigators that he drove the same route before reporting to his duty station in March.“A backpack full of grenades on the side of the road is obviously extremely dangerous and could have had resulted in injuries or death,” said U.S. Attorney Adam L. Braverman said. “The theft of explosives is a very serious offense, particularly if it is carried out by an insider with access to military weapons and secrets.”Booker will appear for a detention hearing before being transferred to San Diego.
