SAN DIEGO (KGTV) - The owner of Waypoint Public in North Park has found a way to help his business rebound from the Coronavirus Pandemic, while also assisting other businesses to do the same.John Pani invited Dang Brothers Pizza to set up a shop inside his restaurant."I've got a 5,000 square foot restaurant," says Pani. "Doing what we were doing at Waypoint, we could have done that in a 500 square foot restaurant."Pani closed Waypoint in mid-March before County Health Officials imposed a stay at home order. During the closure, he worried about his 130 employees and wanted to find a way to put them back to work.Pani decided to reopen with a limited menu of take-out items that his chefs could prepare.Then in June, he asked a friend who runs Dang Brothers to join him."They're mostly catering and special events. They don't have a brick and mortar shop," Pani says. "I told him, 'Hey man, come set your tent up.' So we craned in a little pizza oven onto our patio and got going."Pani says the response has been fantastic. Now he wants to invite other vendors to set up in his restaurant. He thinks it could create a street-market style environment that will give people a reason to come back to North Park."We have to find a new normal," Pani says. "I don't think we're going to be packing in restaurants any time soon. At least, I personally hope we aren't..."So we have to find a way to hopefully keep businesses alive and still provide the interaction and the hospitality and the food and beverage that people want and need. SAN DIEGO (KGTV) - The U.S. Attorney's Office of Southern California announced charges Friday against a man in the death of a Camp Pendleton Marine who had an overdose in his barracks.The unidentified Corporal was found unresponsive on the floor near his computer chair on January 29, 2017. He was wearing headphones and appeared to have been playing video games, investigators said.An autopsy determined the Marine died of fentanyl toxicity. A pill found on the headboard near a powdery substance and a rolled-up dollar bill tested positive for fentanyl.A complaint unsealed Friday detailed drug charges against 25-year-old Kyle Shephard of San Marcos.Investigators said Shephard met the victim in November 2016 and sold him fentanyl and other drugs multiple times over three months.Shepard acknowledged the pills could lead to an overdose, according to the complaint.In December, Shephard was arrested and charged with possessing for distribution roughly 2,000 fentanyl pills.“What a senseless tragedy that another young life has been lost because of fentanyl,” said U.S. Attorney Adam Braverman. “This Marine was serving his country and had his whole life ahead of him. We are going to hold dealers accountable for the deaths that result from their reckless disregard for human life.”Shephard will be in court March 6 for a detention hearing.  1369

SAN DIEGO (KGTV) -- Three of the four American tourists killed in a helicopter crash in Kenya on Sunday night were from San Diego.Coronado Mayor Richard Bailey told 10News David Baker, a Coronado resident, was killed in the crash. The US Embassy identified Brandon Stapper and Asher Burke, who also lived in San Diego, as victims earlier in the day Monday. They were riding in a helicopter that crashed in the Central Island National Park in Lake Turkana on country's northern border at 8:35 p.m. Sunday (2:35 a.m. ET), Kenya's Civil Aviation Authority said in a statement posted on its website."A rescue team was dispatched immediately and they arrived at the Central Island at around 11:20 p.m. and located the wreckage at 3:20 a.m. with no survivors," Kenya's aviation chief Gilbert Kibe said.READ: Pilot, 4 Americans killed in helicopter crash in KenyaStaff at Stapper's graphics company near Mission Hills told 10News that they learned Sunday evening the self-made entrepreneur was killed in the accident. SAN DIEGO (KGTV) - The San Diego City Council approved dozens of regulation changes Tuesday that Mayor Kevin Faulconer says will increase the supply of housing while lowering development cost.The plan aims to create more homes, lower development costs and promote smart growth.The approval includes changes to the Affordable Housing Density Bonus program, which means developers will be able to build more units in the allotted space.The council also approved Faulconer’s 46 recommended updates to the land development code including easing zoning regulations to create more live/work developments, implementing parking exemptions for designated historic structures and changing ground floor height limits to allow for three-story buildings in 30-feet high limits.Some proposed changes to the Density Bonus Program include: 841

SAN DIEGO (KGTV) - The San Diego Fire Marshall explained to 10News in an exclusive interview Wednesday why dozens of residents in a Little Italy apartment complex were trapped when a vandal flooded their stairwell.February 25th, around midnight residents heard the alarm go off, their only route of escape was to head to the stairs, but once they reached the bottom, they realized there was too much water to get out. When they climbed back up the stairs, they realized, they were locked in."It felt like a waterfall coming down on you," Resident Ryan Lange said."It was a freak accident," Fire Marshall Chief Doug Perry said the issue is the doors were supposed to unlock whenever an emergency alarm goes off. "When you're in an interior stair it's supposed to be openable from the egress side and ingress side without any special knowledge," Chief Perry said.Normally the locked hallway doors act as a way to protect residents from intruders. Chief Perry said the building management is being notified of the problem and given three options to fix it.Those are:-Install hardware on the doors so they unlock automatically when an alarm is triggered.-Install a button in the lobby so firefighters may unlock the doors during an emergency.-Install a phone on the 5th floor so anyone in the hallway can call a 24/7 service to unlock the doors remotely during an emergency.Chief Perry said the issue would've become apparent during their annual inspection, "we were right about the time frame where in the next two or three months we would've been in that building, we walk the whole building, check all the life safety stuff."So how did this fall through the cracks in the first place? The building's approved plans on file show the fire code was missed in the developing stages. "The onus is truly on the architect, because the arcitect is the design professional who knows these codes inside and out," Chief Perry said human error is always a concern.Thanks to Chief Perry, a fix is on the way or 1810 State Street. "Channel 10 should take credit for it because of the phone call that you made to me and got me involved with it," he said.If the building was one story taller it would have fallen under more strict codes and this would not have happened.
