HANGZHOU, Nov. 19 (Xinhua) -- Rescue efforts are continuing to save a worker trapped 18 meters under sea surface for almost 18 hours in Jiaxing Harbor, east China's Zhejiang Province, local authorities said.The worker, 43, surnamed Fan from central China's Hubei Province, was stuck at the bottom of a steel shielding canister in which he was working at 9 a.m. Thursday. The shielding canister deformed under sudden increase of hydraulic pressure from flood tide, according to local media report.The shielding canister, a part of an offshore platform, is one meter in diameter. Fan was working at the bottom of the canister that joins a cement column when the incident happened.Rescue staff said, "We are making slow progress because of complex geological conditions. The deformed section, about two to four meters under the sea surface, has been squeezed to only 3cm wide at the narrowest part."Thankfully, the shielding canister has not fractured, though seriously deformed.Rescue workers have decided to cut the cement column off the seabed to lift the shielding canister.Rescue efforts started at 10 a.m. Thursday. Food, including ham sausages and drinking water were supplied to the worker, through a flexible pipe. Fan asked for some cigarettes.Fan's family members have arrived at the site, praying for him at the bank.

KUNMING, Nov. 21 (Xinhua) -- Ten people were detained following a dispute between coal mine contractors which led to a deliberate explosion, killing nine people and injuring 48 others in southwestern Yunnan Province, local police said Sunday.The explosion occurred at around 9 a.m. Thursday at a temporary shed built by the Xiaosongdi coal mine in Luxi county of Honghe Hani and Yi Autonomous Prefecture, according to local officials.Most of the casualties, however, were said to be with Yuejin coal mine, which is at dispute with Xiaosongdi coal mine.Local police concluded based on preliminary investigations the explosion was created by people.According to local authorities, the contractors for Xiaosongdi mine and Yuejin coal mine, which are close to each other, reportedly had a dispute after the underground shaft of one mine broke through into the other.Further, a spokesman with the provincial land and resources bureau said Sunday that the bureau had been investigating the dispute between the two mines and had been helping with the negotiations prior to the explosion.Pan Mingzhou, manager of the Yuejin coal mine, said, "the two mines had no dispute at all before October, and the negotiations were going well under the supervision of the provincial land and resources bureau.""I have no idea of why the explosion happened," Pan noted.The detainees included Wang Jianfu, contractor of the Xiaosongdi coal mine, and Zheng Chunyun, owner of the Yuejin coal mine, said the local police.Both of the mines have an annual production capacity of 90,000 tonnes.

BEIJING, Dec. 4 (Xinhua) - The Municipal Party School in Suzhou City, south China's Jiangsu Province, received a special group of "students" Friday morning for a class on current economic development and future trend.The 46 "students," all freshly-appointed officials of deputy departmental level or departmental level from northeast China's Jilin Province, would soon return home to take office after a two-day visit to local renowned enterprises.They were survivors of one of the nation's public selection campaigns for leading officials this year.In China's northwestern Xinjiang Uygur Autonomous Region, meanwhile, the fiercest-ever competition just entered its final phase. Out of 1134 candidates, only 103 contenders were left after the primary selection - using written exams and interviews, to head for the final 34 departmental level posts.The selection campaigns starting throughout the nation this year were unprecedented in scale and in the number of posts offered, with nearly 400 above deputy departmental level positions open to the public in provinces of Beijing, Zhejiang, Shaanxi, Hunan, Jiangsu, Sichuan, Jiangxi, Shenzhen, Tianjin, Hainan, Guizhou, Jilin, Shandong and Xinjiang.The move displayed the advantage of the public selection system for leading cadres (PSSLC), said Zhuang Yan, deputy head of the provincial Organization Department in Jilin.He said the open selection created a stage for those competent persons, compared with the traditional way to appoint mid-to-top officials only by orders.The province had broken down the identity restrictions by holding out an olive branch to managers from large enterprises, listed companies and financial institutes, as well as so-called "sea turtles," Chinese returnees from overseas.This sent 1,889 candidates from all parts of China, except Hong Kong, Macao and Tibetan Autonomous Region, to the province's written tests."It is unimaginable in the past. Anyone eligible for the registration requirements can attend the departmental level selection exams," said 40-year-old Shen Desheng, a former municipal taxation bureau head and now the newly-appointed deputy head of the provincial taxation bureau in Jilin.
