SAN DIEGO (KGTV) -- A passenger has tested positive for coronavirus on one of the first Caribbean cruises since the pandemic started. The case may push the start of cruising out of San Diego even further.On its maiden voyage since the pandemic, the SeaDream Cruiseliner has its first case of COVID-19. Travel writer Gene Sloan for “The Points Guy” is on that ship and now stuck in quarantine.“They’re going right now cabin to cabin and testing everyone on board,” said Sloan.The ship with 53 passengers and 66 crew set sail from Barbados on Saturday. Sloan says everyone got tested before getting on board and the trip was going well until the captain made an announcement Wednesday that someone had tested positive.All passengers were instructed to self-isolate in their staterooms.The CDC’s “No Sail Order” for ships in the United States expired Oct. 30. SAN DIEGO (KGTV) - A Linda Vista grandfather is missing a pricey, sentimental piece of jewelry after trying to help out some strangers.Steve Phakdy says his 71-year-old father was attending an event at a Buddhist temple in Chollas View more than a week ago, when a white Chevy Tahoe pulled up. "Flagging him down, saying, 'Hello mister.' The husband says, 'It's my wife's birthday. Can you give her a blessing?'" said Phakdy.Phakdy says his father did something to acknowledge the birthday. A woman in her 30s then got out of the SUV."She hugs my dad," said Phakdy. In the backseat was a baby in a car seat."The husband gets out and says, 'We have some jewelry to give you or show you,'" said Phakdy.Together, the two placed rings on his hands, wrapping necklaces around his neck and arms."The husband was grabbing his wrist. Turning it around doing this and doing that," said Phakdy.His father offered to pay for the jewelry, but the couple quickly drove off. "Was looking at the bracelet they gave him and hey, wait, where's my bracelet?" said Phakdy.Gone was a 24-karat-gold-and-diamond bracelet, an anniversary gift from his wife. SAN DIEGO (KGTV) – A new interactive map produced by San Diego County officials shows the cities and communities hardest hit by the coronavirus.The county launched its COVID-19 case rate map on Thursday, and it uses a color tier system similar to the state’s “Blueprint for a Safer Economy” reopening plan.Users can look at case rates per 100,000 residents in specific areas or search by ZIP code.County Public Health Officer Dr. Wilma Wooten said, “Cities had previously requested the map to determine how they are faring during the pandemic. The map gives cities a clearer picture of how COVID-19 is impacting their residents and will help them determine whether to take more aggressive actions to enforce the public health guidance to slow the spread of the virus.”San Diego County tallied a record 661 coronavirus cases on Nov. 10. Purple tier-related restrictions take effect midnight on Saturday, Nov. 14.Many nonessential businesses will be required to move to outdoor-only operations. These include restaurants, family entertainment centers, wineries, places of worship, movie theaters, museums, gyms, zoos, aquariums and cardrooms.The restrictions include closing amusement parks. Bars, breweries and distilleries will be able to remain open as long as they are able to operate outside and with food on the same ticket as alcohol.Retail businesses and shopping centers will be able to remain open with 25% of the building's capacity. No food courts will be permitted.Schools will be able to remain open for in-person learning if they are already in session. If a district has not reopened for in-person learning, it must remain remote only. SAN DIEGO (KGTV) - A local woman says a recent shopping trip turned into a nightmare, in the form of a sexual assault inside a 99 cent store in Clairemont.Around 7 p.m. on Thursday, inside a nearly empty 99 Cents Only store at Clairemont Town Square, Sarah was 30 minutes into a shopping trip. She recalls seeing the same man, as she walked through three different aisles."I didn't think anything of it. Just thought he was shopping for the same items," said Sarah.When Sarah bent down to get some poster board from a shelf, he attacked."He came from behind and forcefully shoved my shoulders into a seated position into his lap, and he had an erect groin," said Sarah.Sarah says she quickly got away from the man, who was fully clothed."I was shocked and gasped. Stood up and turned around, and he backed up. He said, 'Oh, sorry, I thought you were somebody I knew,'" said Sarah.Sarah describes the man as a thin, dark-haired man in his 20s, wearing a black mask and blue-and-white, checkered cap. She raced to find a store employee."I could see he was still stalking me. He was still peeking his head around the corner. When he saw me talking to an employee, he took off," said Sarah.She called the police and waited outside the front door to get a photo of him, but he never appeared. He likely got out a side door."I feel very violated. Just very violating," said Sarah.A day later, there is a growing fear and anxiety. After she posted details on the Nextdoor site, neighbors reported four recent and similar incidents at grocery and drug stores, all involving a man with a similar suspect description. Police tell us they're looking into a possible link to other cases."It's very scary he could potentially be doing this to women while they're shopping," said Sarah.Sarah is worried about what the man may do next."He's very brazen. SAN DIEGO (KGTV) - A hot air balloon with 14 passengers and a pilot on board made an unplanned landing in Rancho Pe?asquitos Sunday night.The balloon set down on a hillside at Pe?asquitos Drive and Del Diablo Way west of Interstate 15 about 7:15 p.m.The community jumped in to help, keeping the basket stable and helping the passengers exit safely, according to the San Diego Police Department.RELATED: Hot air balloon pilot talks to 10News about landing in Sabre Springs parkWitnesses helped the pilot bring the basket down to the street where it could be picked up by the owner, police said. The owner's name was not released.No one was injured.The NTSB said they are not investigating the incident.
