CINCINNATI (WCPO) -- Police officers who investigated an apartment building in Cincinnati, Ohio Sunday left "deeply disturbed" by what they saw there: Duct tape, shoelaces and socks that had been used to bind and gag a pair of 4-year-old twin boys in an abusive form of discipline, according to Det. Janette Vaughn."(The officers) just felt so emotionally disturbed by what they saw," Fraternal Order of Police president Sgt. Dan Hils said Monday. "It's so unique and remarkable that it took very veteran, very seasoned, inner-city police officers to say, 'Wow, this is unbelievable.'"The boys' father, 26-year-old James Howell and his 30-year-old girlfriend, Jamie Carver, both stand charged with multiple counts of child endangering and kidnapping. A third adult, 30-year-old Rowdy Warren, was charged with obstructing official business after police discovered he had also been present in the apartment where the abuse took place.The boys were moved to a foster family while their guardians stand trial, Vaughn said."It just makes you wonder what frame of mind they were in," Phil Harris, who works near the scene, said. "Are they on drugs? I just don't understand people that could harm children."According to Hils, officers began collecting donations within the department for the boys.Kidnapping and child endangering are both felony offenses. COVID-19 will continue to impact the housing market heading into 2021.If you're looking to buy, experts say the first few months of the year are the time to do it.A housing forecast out Wednesday from Realtor.com finds mortgage rates will stay low, but only for the first half of the year.“We expect mortgage rates to increase near 3.4% by the end of the year, which would in any other year be record lows, but following on the heels of 2020, 3.4% is up a bit, but still historically low broadly speaking,” said Danielle Hale, Chief Economist at Realtor.com.Home prices have gone up by double digit percentages over the last couple of months. Some of that is expected to slow down as mortgage rates go up.Realtor.com is forecasting just below a 6% increase in home prices for all of 2021, but affordability is going to be a growing concern.“The housing market has been historically challenging for first-time homebuyers, with prices rising as dramatically as they have in the second part of 2020, first-time homebuyers are seeing a bigger gap between what they need to bring to the market for a down payment and what existing homeowners have in the way of home equity to use to trade up,” said Hale.If you already own a home, you may be thinking about selling when you see what it's worth now.Sellers are expected to continue to have the upper hand throughout 2021, with more buyers than homes for sale.You may see more competition with home construction ramping up, leading to more options available.“For existing homeowners, in particular who want to stay up in their home, the fact that we have still low mortgage rates in 2021 creates opportunities for them to consider remodeling to make their home a more suitable place for them to age in place,” said Hale.Another trend that's expected to continue in 2021 is interest in the suburbs. Clean air can feel hard to find right now.The American Lung Association is working help though, by supporting the production of electric cars.The association wants every car to be electric by 2050 and says the move could save thousands of lives as well as billions of dollars.“We know that air pollution is still a significant health threat,” said Paul Billings, Senior VP of Advocacy at the American Lung Association. “We know that air pollution makes respiratory infections worse and we know that climate change is impacting everyone's health today.”The association’s new report also calls for less coal power and more wind and solar. To get to their goal, they want people to learn more about electric cars.“People have range anxiety. They are afraid they're not going to be able to get as far as they need to go, but today's electric cars can go 300 miles per charge. The average daily miles a consumer drives is around 40 or 50 miles, so you would only need to recharge maybe once, twice a week,” said Billings.The association says auto and policy makers need to do a better job of advertising and selling these vehicles. They want to see more incentives to buy, and more charging infrastructure.A review of more than 700 scientific studies found traffic pollution causes asthma attacks and impairs lung function. The America Lung Association says reducing emissions by 2050 could prevent 93,000 asthma attacks.They say it could create a fairer world when it comes to health, since communities of color are more likely to live closer to major pollution sources. 1574
Comedian Jimmy Fallon announced on Sunday that tapings for "The Tonight Show" for the coming week have been canceled due to his mother's death. Fallon had previously canceled Friday's taping at the last minute due to a family matter. On Saturday, Fallon's mother Gloria Fallon died at the age of 68. “Jimmy Fallon’s mother, Gloria, died peacefully on Saturday," a spokesperson for Fallon told NBC News in a statement. "Jimmy was at his mother’s bedside, along with her loved ones, when she passed away at NYU Langone Medical Center in NYC. Our prayers go out to Jimmy and his family as they go through this tough time.”Other comedians, including fellow late night competitor Stephen Colbert, offered condolences to Fallon.
