SAN DIEGO (KGTV) — San Diego Police have released a sketch of an attempted homicide suspect they say tried to rob a man at Emerald Hills Park last month.On July 11 at about 2 p.m., a 23-year-old man was at Emerald Hills Park when an unknown suspect tried to grab his cell phone from a park table. A fight started between the man and suspect before the suspect displayed a box cutter and told the man, "I am going to kill you," police said.The suspect stabbed the man in the left arm with the box cutter and strangled the man, before fleeing the scene. The suspect was last seen walking into a canyon near KeltonRoad and State Route 94.The victim was taken to a nearby hospital and was treated for the cut to his left arm requiring 18 staples.The suspect was described as a Black male, about 40 years old, standing about 6-feet tall, and weighing 170 pounds. He has a thin mustache and goatee, and had "Jaundice" or yellowing to the white portion of his eyes, police said. SAN DIEGO (KGTV) — San Diego District Attorney Summer Stephan announced Monday a motion to reduce thousands of marijuana convictions.The motion asks the San Diego Superior Court to reduce 25,000 marijuana convictions, ranging from felonies to misdemeanors, and dismiss another 1,000 misdemeanor convictions completely.“We’ve been a leader in the state and pro-active on giving individuals with marijuana convictions the opportunity to move forward with their lives without a conviction that may have been negatively impacting their lives by restricting their employment or housing,” said Stephan. “This latest motion is the continuation of work that began more than two years ago. It’s clear that the law was written to allow this relief, and it’s important that we give full effect to the will of the people.”RELATED: Los Angeles uses tech to wipe out 66,000 old pot convictionsUnder AB 1793, passed in 2018, the DA's office must notify the court of eligible cases by July 1, 2020. But according to the DA's office, officials have actively been reducing or dismissing eligible marijuana cases under 2016's Proposition 64, which legalized recreational cannabis. Since 2016, the DA's office says it has reduced or dismissed more than 1,600 marijuana-related convictions.Under Prop 64, sections regarding cultivation of marijuana, possession for sale of marijuana, and sales and/or transporting marijuana — all felonies — qualify for resentencing. SAN DIEGO (KGTV) — San Diego County public health officials said Friday that the region is dangerously close to being placed in the state's most restrictive reopening tier.The county's coronavirus case rate over the last 48 hours was alarming, according to Supervisor Nathan Fletcher."We've been living for most of the last month on the precipice of tiers," Fletcher said. "We now are concerned about the trends and we're concerned about the likelihood that we can tip back into purple."Fletcher says over the last six days, San Diego County's daily unadjusted case rates continue to increase.County Public Health Officer Dr. Wilma Wooten said since the start of this week, the county has seen its unadjusted case rate increase from 7.2 cases per 100,000 residents (7-day daily average from the previous week) on Sunday to 7.8 on Friday. The county's adjusted case rate has increased from 6.8 to 7.0 during the same time span.The last week reported for the county, San Diego reported an unadjusted case rate of 7.2 and an adjusted case rate of 6.8.Fletcher says the unadjusted case rate more closely represents the actual public spread of the coronavirus."The overwhelming majority of San Diegans are doing everything right. But we just have to go that extra mile in order to protect our status in our tier," Fletcher said.According to the state's reopening tier system, counties with a case rate of more than 7.0 and/or testing positivity percentage of 8% or greater for two consecutive weeks are placed in the purple tier, the state's most restrictive.Next Tuesday, Oct. 20, the state will report metrics for Oct. 4-10. SAN DIEGO (KGTV) — Researchers at UC San Diego Health are now looking for volunteers to participate in a COVID-19 clinical trial, starting locally next week.Oxford-AstraZeneca’s vaccine clinical trials will take place in 36 states across the country.“This is the second vaccine trial for the prevention of COVID-19, and like the first, it is a trial of 30,000 individuals nationally,” said Dr. Susan Little, a professor of Medicine and UCSD and the lead on this trial.Little said UCSD researchers hope to enroll about 1,600 people in eight weeks to participate in the trial.“Eighteen or older, in generally good health, but with underlying conditions that put them at greater risk for COVID-19,” she said. “Or people with increased risk of acquiring COVID-19 because of their professions or where they live.”Little said a bus would act as a mobile vaccine clinic. The bus will stop in parking lots in communities that have been historically underrepresented in medical research or disproportionately affected by COVID-19.“We’re going to focus on communities most impacted, the South Bay, East County, underserved communities and communities that have been hardest hit by COVID-19 those with the highest rate of infection in the community,” she said. “It’s a series of two vaccines, a month apart, people will be prescreened over the phone, and then they’ll be vaccinated on day one and day 29. Then they’ll be followed for two years thereafter.”In Phase 1 and Phase 2 clinical trials, Little said the vaccine proved to be safe.“We know that it’s safe in the sense that it causes local tenderness, some mild fatigue headache. Side effects went away in about one week,” she said. “This will be placebo-controlled, so I won’t know, and the participants won’t know whether they got a vaccine or placebo.”She said for every one person who gets the placebo, two people will get the vaccine.If people develop COVID-19 symptoms during the trial, two other mobile wellness clinics will be available for treatment.“Anybody who develops symptoms that are worrisome to COVID, we will come see them in our wellness vehicles and test them for COVID.
