SAN DIEGO (KGTV) — A water culvert in Logan Heights overflowed Thursday night due to heavy rain, leaving neighbors with a mess Friday, many homes destroyed from all the water.Ruben Cortez’s home got filled with about a foot of water. Initially the water just piled up outside his sliding glass door, “the water was up to here so it looked like I was inside an aquarium”. After 20 minutes water came through the front and back doors, soon filling the entire house.Cortez and his wife are remodeling their home. One week ago they installed new flooring in their bedroom. After the flooding, the floor is completely ruined.The rest of the house has tile flooring and dirt and mud everywhere.His neighbors are also dealing with similar issues. Many parked their cars on the street and during the flooding the water filled up to the steering wheel.Most people in the neighborhood, along with Cortez himself, don’t have flooding insurance. He tells 10News, “its like getting snow insurance you don’t think anything like that is going to happen and this flood wasn’t really a typical flood, it was part of the drain that came out and flooded. You don’t think of those things”. Cortez wasn’t only worried about his own home, he’s also the pastor at the church next door. While the church was okay, the children’s classroom had water damage. The water also filled between a foot to two feet in the rooms.Left with a laundry list of things to fix, remodel and clean, Cortez tells 10News, “just count your blessings and the bad things as they come in, just face them one at a time." 1581

SAN DIEGO (KGTV) — A virtual job fair for Camp Pendleton Marines, their spouses, veterans, and members of the reserve and guard is set for Thursday.Organizer RecruitMilitary says more than 35 employers will attend, and more than 400 job seekers have already signed up. The jobs run the gamut from full to part-time, telecommuting, and include local and national employers. The City of Carlsbad and the San Diego County Sheriff's Department will be there recruiting. Other employers include Northrop Grumman, ADT, Spectrum and Eli Lilly. "We have employers that have made the transition themselves," said Jennifer Hadac, a Navy veteran organizing the fair for RecruitMilitary. "A lot of them are veterans themselves or military spouses or members of the military community, so they understand the challenges that they face, they speak the lingo, so it kind of bridges the gap for them."The nationwide Veteran unemployment rate is now at a seasonally adjusted 8 percent, the Bureau of Labor Statistics reports. It peaked at 11.8 percent in April. But in December 2019, it was as low as 2.8 percent. SAN DIEGO (KGTV) — An autopsy report for a San Diego State student who died after falling from his bed after a night of partying revealed elevated alcohol levels.The report from the county Medical Examiner found that Dylan Hernandez, 19, died of blunt force injuries of head and ruled his death an accident. At the time of the autopsy, a toxicology report said elevated alcohol levels of 0.06 percent and cannabinoids were found in his system. However, earlier reports from campus police said he had a 0.23 percent blood-alcohol level the morning he fell.Hernandez fell from his bunk bed in the early morning hours of Nov. 7, 2019, after a fraternity party that night. The family said they believed campus police were not pursuing certain angles, including a possible cover-up."The Hernandez family is concerned because witnesses they provided to SDSU and UPD still have not been questioned," George Kindley, the Hernandez family's lawyer, said.Hernandez's family claims SDSU Police never sought out warrants for Snapchat videos or phone records from members of Phi Gamma Delta fraternity, the fraternity Hernandez was pledging to join. They said police were aware that some fraternity brothers may have instructed others to delete videos and messages that were incriminating.University police said they are aware of the autopsy results released Thursday and "will be evaluating the findings as part of the ongoing investigation." 1916

  

SAN DIEGO (KGTV) — Ahead of the Halloween weekend, San Diego State University is issuing a stay-at-home advisory for all students.The college said following the CDC's discouragement from participating in Halloween or social events where physical distancing cannot be done, as well as San Diego County's recommendation to avoid similar gatherings, a temporary advisory for students will go into effect from Friday, Oct. 23, at 6 p.m. through Monday, Nov. 2, at 6 a.m.Under the advisory, students are encouraged to stay home unless for an essential need.The university says it will continue to enforce the campus' COVID-19 policies against large gatherings off-campus, including recent reports of social events in the College Area that have drawn dozens of students together without physical distancing or mask wearing. Since Aug. 24, nearly 900 notices of alleged violations of the campus' COVID-19 policy have been issued."It takes only one person, even one who is asymptomatic, to create a public health risk. As members of this community, and with the care of others in mind, we again ask you to avoid gatherings of any type that do not comply with public health guidelines," the school said in a release.Those who are found violating SDSU's COVID-19 policies could face sanctions, suspension, or expulsion.SDSU is encouraging students to take part in virtual Halloween events, including:Saturday, Oct. 24, Aztec Nights: Fall Festival virtual event will include games, trivia, and an interactive demonstration by pumpkin carver Tom Nardone from 10 p.m. to 1:30 a.m.Thursday, Oct. 29, through Saturday, Oct. 31, the SDSU Alcohol and Other Drugs Task Force will be facilitating “Zoom into Halloween.” Members of SDSU’s student clubs and organizations who commit to hosting an event on one of those days between the hours of 6 p.m. and midnight will receive four gift cards, which they can then use as a drawing during their hosted events. SAN DIEGO (KGTV) - A YouTube video of a community college police officer who drew his gun on a San Diego man carrying a camera Wednesday is going viral.The video shows the Mesa College police officer getting out of his car and asking Chris, the man with two cameras, what he was filming.Chris, who did not want to provide his last name, refused to put down the GoPro camera. Within seconds, the officer took his weapon out of the holster. The officer did not put his gun back in the holster until a second officer arrived.Chris is the founder of California Citizens Watch, a group that audits government entities. He told 10News reporter Allison Ash he was not trying to provoke the officer into pulling his gun.Watch the confrontation: 10News spoke with former El Cajon police officer Kevin LaChapelle who said he believes Chris was definitely out for a confrontation.
