BEIJING, Nov. 1 (Xinhua) -- China launched an association on Monday to evaluate the quality of the nation's higher education."The association, as a non-government organization, is designed to evaluate and supervise the quality of higher education," said Lin Huiqing, an official with the Ministry of Education, at the launching ceremony held in Beijing.The association is composed of over 200 educational institutions as members, including the Higher Education Evaluation Center of the Ministry of Education, Shanghai Educational Evaluation Institute, Peking University, Beijing Normal University, and others.China's higher education has been blamed for a decline in quality since 1999 when the government started to expand college enrollment."Therefore, we should establish a nation-wide network to evaluate the teaching methods, development of each discipline and curriculum designs of each school," Lin said.According to Ji Ping, a senior official in charge of the evaluation of educational quality with the Ministry of Education, China started to implement higher education quality evaluations in the 1980s, and decided to carry out evaluation once every five years since 2003."It is time for us to start a new round of higher education evaluations," Ji said, noting that the priority of China's higher education is to improve its quality."We have required the local schools to make regular evaluations themselves, and invite experts to carry out independent assessments," Ji said.

ATHENS, Oct. 2 (Xinhua) -- Chinese Premier Wen Jiabao on Saturday made a five-point proposal on boosting ties with Greece during talks with his Greek counterpart George Papandreou, stressing that China is willing to work with the European country to combat the lingering financial crisis.Wen arrived in Athens earlier in the day, starting a three-day official visit to the country, the first by a Chinese premier in 24 years.Papandreou held a grand welcoming ceremony for Wen after the Chinese premier's arrival.Wen said both countries were great civilizations in the history and the people of the two countries have always been amicable to each other. GUANGZHOU, Sept. 21 (Xinhua) - Flooding has killed at least 13 people and left 34 missing in south China's Guangdong Province on Tuesday, local authorities said.Heavy rains caused by typhoon Fanabi battered many parts of Guangdong Tuesday.Further, a dam at the Xinyi Yinyan Tin Mine, owned by Zijin Mining Group Co. in Qianbai Township of Xinyi City, collapsed after being hit by a landslide, leaving five dead, six missing and seven injured, Xinxi city government officials said.Landslides and floods also killed three, buried 12 and left three others missing in Rupingtang Township, it said.The disasters toppled 346 houses and also has caused economic losses of 460 million yuan (68.5 million U.S. dollars) in Xinyi.In Yangchun City, flooding is reported to have killed three, left eight missing and forced the evacuation of 18,930 villagers. .Shuangjiao Township in Yangchun received 548.5 mm of rainfall in seven hours through 8 a.m. Tuesday, the largest rainfall in 58 years, according to authorities.Flood also killed two people and left five missing in Gaozhou City.
