The doctor started to approach Trump family guests and offered them one in case they didn't have one. Based on the TV pool notes from journalists inside the debate room, "the doctor never approached the family but as she got closer to them, someone shook their head and no one she reminded to put on a mask ended up putting one on."Dr. Jill Biden, Sen. DENVER, Colo. -- When a cop receives a call about a suspect with a gun from dispatch, their mind starts racing. “You start going over tactics in your mind. You start walking through the worst-case scenario, typically, of how you’re going to respond to and handle this incident,” said Don Mihalek, a former Secret Service agent. But what if that info wasn’t quite right? The person calling 911 made a mistake. That can end in tragedy. Paul Taylor is a former police officer and officer trainer. When running simulations with officers, he noticed something that caused some concern. “One of the things that I saw is that I could drastically change use of force decision making and outcomes with small pieces of information at the front end,” said Taylor. The use of force can mean a lot of things to police, but in this case, we’re talking about firing a gun. Taylor noticed if he changed some of the information officers received in the simulations, it could change the whole outcome. So, when he moved to academics with the University of Colorado Denver, he decided to test the theory. “A person appeared on the screen with their hands in their pockets, the person matched the description from the dispatch call. And after a little bit of time, a person rapidly produced a cell phone from their pocket,” said Taylor. He ran a simulation where officers responded to a trespassing call. Sometimes, they got an update saying the suspect was on a phone or they had a gun. “The group got the gun dispatch or gun update. They shot the person more than twice as often. So, when the person produced a cell phone, they shot them 62 percent of the time,” said Taylor. That’s more than twice as often as the group that got no update. Only six percent of the officers who were told the suspect had a cell phone fired a shot. “All studies have shown that eyewitnesses tends to be the most unreliable testimony, and also you need to take into adrenaline, fear, people are trying to process this dynamic situation that they’re not used to seeing,” said Mihalek. “Unfortunately, sometimes eyewitnesses may not get things 100 percent accurate,” said April Heinze with the National Emergency Number Association. Heinze works with an advocacy group for 911 dispatchers. “The intake that’s received by the callers that are in extreme circumstances is based on their emotions and perceptions. There’s a lot of adrenaline going through your system,” said Heinze. Heinze says the 911 system is 50 years old and isn’t taking advantage of new technology that could help get officers more accurate information. “You know we’re talking about texts, and pictures, and video, and two way video and things like that,” said Heinze. Taylor doesn’t disagree that witnesses give inaccurate information. “We know that, from the time we’ve been playing tin cans or telephone as a kid, that information changes as it passes between people,” said Taylor. But Taylor doesn’t want law enforcement to rely on the public getting better at reporting crimes. Instead, he wants authorities to develop policies and procedures around the human element. That means assuming that people calling 911 are going to make mistakes and learning from your mistakes. “Where we find human error, whether that’s in aviation, nuclear power plant operation, medicine, we find an opportunity to improve, but that doesn’t seem to be the case in policing,” said Taylor. 3436

As we get closer to the end of this election cycle, voters will find many different fliers and postcards in their mailboxes.All sorts of groups and campaigns are trying to reach voters before November 3, so the mailers are not unusual. However, one voter in Kentucky got a postcard that didn't sit well with him. The handwritten postcard started with a simple greeting: "Allan, thank you for being a previous voter!"But the next few lines left the recipient, Allan Carr, feeling intimidated."Who you vote is secret, but who you vote for is public information," said the postcard. "After the election on Tuesday, November 3, local organizations may follow up with you on your voting record.""It didn't scare me, but I saw it as threatening," explained Carr. "So, I can see somebody else being threatened by it."Carr said he received the postcard about two days after he voted early."I didn't understand it a bit," said Carr. "I don't even know what side - which campaign - it came from."The postcard didn't come from a political campaign. According to the fine print on the front of the card, it was paid for by Indivisible Chicago Alliance. According to the group's website, Indivisible Chicago Alliance describes itself as "a group of Chicago-area residents alarmed by the 2016 election and committed to resisting the Trump agenda." According to its mission statement, the group "engages with public servants to create a just society by promoting progressive values and grassroots engagement."One of the group's projects is "Postcards to Swing States." They're using volunteers to handwrite more than 15 million postcards to voters in 14 swing states. Kentucky is on their list, and the group confirms 865,000 postcards were sent out to Kentucky voters."The messaging on our postcards is designed to encourage people to vote and uses language that has been tested and proven to do so," said Marj Halperin with Indivisible Chicago Alliance. "This is a nonpartisan message that does not ask or encourage anyone to vote for specific candidates."According to the frequently asked questions section on the group's website, volunteers can choose between two approved messages."Message A" is listed as a "social pressure" message. It is written to say: "Thank you for being a [previous/first time] voter! Who you vote for is secret, but whether you vote is public information. After the election on Tuesday, November 3, local organizations may follow up with you on your voting record."The message is very similar to what Carr received. However, unlike the approved message that should say "whether you vote is public information," Carr's said, "who you vote for is public information."Halperin said the group did not authorize the message Carr received."Unfortunately, this volunteer did not write our approved message, which is solely designed to encourage people to vote," said Halperin. "With many volunteers writing multiple cards, this would seem to be an error, resulting in a message that not only is contrary to our approved language but also doesn't quite make sense."The message on Carr's postcard is also untrue. Kentucky has a secret ballot system, so the Secretary of State is certain no one will know who a voter votes for unless that voter tells someone."Whether you're voting in-person or voting absentee, there's no way anybody knows who you voted for," said Secretary of State Michael Adams. "I don't know. The poll workers don't know, and certainly, some shady out-of-state interest group doesn't know who you voted for."While Indivisible Chicago Alliance says their postcard to Carr was a mistake, there are confirmed situations in other states where voters have gotten intimidating messages by other groups. In Kentucky, intimidating voters is illegal."A person cannot intimidate, coerce, or attempt to interfere with someone's right to vote," said Assistant Attorney General Alex Garcia.Garcia says the Attorney General's Office has received a complaint involving an intimidating message, and they're looking into it currently."That complaint received - the language that was used was really vague. It was from an out-of-state organization," said Garcia. "We are looking into it."Garcia encourages anyone who witnesses election irregularities or election law violations to call the state's election law violations hotline. The owner of Nighttown in Cleveland shared the generous gift one customer left them Sunday, expressing gratitude for the random act of kindness.“We've actually had a really, really good summer. People have supported us unbelievably,” Nighttown owner Brendan Ring said. “That's what made it even more difficult for me to make the decision to hit the pause button here again until the complications are sort of under control.”Nighttown closed Sunday, voluntarily shutting down in response to the rising COVID-19 cases in the area and will remain closed until sometime in the spring, according to Ring.“It's going to be a hard winter in the restaurant business,” Ring said.Just before the restaurant closed Sunday, a customer dining with his family approached the bar and ordered a single beer.“He literally took two small sips out of it, signed his check and left,” bartender Heather Sandow said.After signing his check, the man handed his credit card receipt to Ring on his way out.“He put it down next to me and he wished me well and said, 'Share this with your staff,'” Ring said.Ring quickly noticed the tip amount.“I quickly glanced down and it looked like a 0 tip. And I go, ‘Wow, that's a nice tip for a guy that just had a beer,’” Ring said. “Then I put my reading glasses on. My eyes almost popped out of my head.”The generous customer left a ,000 tip on the single beer purchase. For those curious, that is a 42,735% tip.“One girl point blank didn't believe what she was staring at,” Ring said. “She said, ‘No, that's not real.’”Ring said he ran after the man, thinking there had been a mistake. The man confirmed the tip was intentional.“That gentleman that left a tip yesterday, he’d be indicative of the type of customer we have here in Cleveland Heights. Just true, loyal and giving,” Ring said.Sandow said the relationship between customers and staff for the last 25 years is what sets Nighttown apart.“It's not all about money. I think personally, it's more about the gesture that was made and the unselfishness that was demonstrated,” Sandow said. “The customers have been coming here over the years. They do care about us.”As Ring temporarily closed the doors to his business and is now planning for the future, he said he will reflect on the parting words of the kind customer.“We'll be back.
