SAN DIEGO (KGTV) - It’s the most wonderful time of the year and volunteers are spreading a little holiday cheer for those who are less fortunate. Just Call Us Volunteers are preparing a special Christmas dinner for hundreds of homeless. 30 gallons of stock, 75 pounds of green beans and more than 270 pounds of turkey are just some of the items being served on the dinner menu. Just Call Us Volunteers is strictly made up of volunteers who want to give back. The group will serve at least three homeless shelters around the county on Christmas Day. They offer food to at least “350 at the tent downtown, the Alpha Project tent. We probably got 65 at Rachel’s Women's Shelter and 65 at the San Diego Center for Children,” says Julie Darling, organizer of Just Call Us Volunteers. The food is donated from Specialty Produce, Cupcakes Squared and Sprouts Farmers Markets. The organization says their volunteer list is full for Christmas Day but they give back all year long. SAN DIEGO (KGTV) - Law enforcement agencies across San Diego County must comply with a new law designed to increase transparency of police misconduct.Senate Bill 1421 requires departments to release records of officer-involved shootings and major uses of force, officer dishonesty and confirmed cases of sexual assault to the public.Earlier this year several police associations in San Diego County sued to block the release of records, arguing Senate Bill 1421 doesn’t contain any express provision or language requiring retro-activity or any clear indication that the legislature intended the statue to operate retroactively.They claimed the bill eliminates the longstanding statutory confidentiality of specified peace officer or custodial officer personnel records.In March a judge ruled the bill applies retroactively to all personnel records of peace officers not only now but before January 1, 2019.The Judge ruled no records could be released before March 29 giving the unions time to appeal if they want. It does not appear any have appealed.Some agencies tell 10News they plan to start releasing records this week.10News is still waiting to hear from other local agencies about when they are planning to release records. 1238

SAN DIEGO (KGTV) -- Inside Richard J. Donovan State Prison's 30-foot concrete walls, metal doors, and electrified fence is the Echo Yard. It's drawn attention as one of the state's most innovative programs for bringing together inmates of different security levels on the premise that they will coexist peacefully in exchange for some freedoms.The Echo Yard, the state's first non-designated yard, also aims to keep released inmates out of prison.Around 50 percent of people convicted of a crime in California are sent back to prison within three years, according to a 2019 state auditor report. Members of Echo Yard get greater access to self-help, educational, vocational, and rehabilitative programs through courses like anger management, victim awareness, job hunting, and money management. Early recruitment efforts were sluggish when the program was introduced a few years ago.While the prospect of better resources and a possible early release sounds promising, inmates had difficulty embracing the concept of sharing spaces with a potential rival."When we first interviewed maybe about 900 guys, we probably got about 30 of them that said, 'yeah, I'll give it a try' ... because they know prison politics are alive and well," said Daniel Paramo, a former warden at RJD.WATCH: Menendez brothers help paint massive mural as part of innovative prison programThe rules in the Echo Yard are far removed from the prison politics and policies made up by inmates designed to help keep the peace. SAN DIEGO (KGTV) — It’s something that has never happened before and could have long-lasting political impacts.Experts are projecting California will lose at least one congressional seat, and possibly two, once the 2020 Census numbers are finalized. The Census officially ended last week.If the outside projections are correct, it would be the first time ever that California’s political voice will shrink, and San Diego County is one of the most likely regions to have its representation diminish, according to Douglas Johnson, a researcher at the Rose Institute at Claremont McKenna College.Fewer House seats will affect all Californians, Johnson said, when big issues go before Congress.“That would mean we have two less votes in D.C. when there are votes on which state should get transportation dollars or what should be water policy or anything like that,” Johnson said.It also means California could drop from 55 votes to 53 in the Electoral College, giving the Golden State less influence in future presidential elections.When the squiggly congressional maps get redrawn, Johnson says it’s easy to predict which region will lose the first House seat: eastern Los Angeles County.“We can see that area is way short of the population for where it should be to justify the number of seats it has,” he said.Predicting the second seat on the hypothetical chopping block is trickier, he said.It could get carved out of the agriculture-rich Central Valley. But Johnson thinks the more likely scenario is that a seat in Northern San Diego County could be absorbed, in an area covering Solana Beach, Vista, Carlsbad, Oceanside and into southern Orange County.“The district in the middle is the 49th, and so it's the most likely to get squeezed,” he said.Ultimately, it will be up to the California Citizens Redistricting Commission to redraw the lines, a group created in 2010.They come up with crazy shapes because each district must have an equal population -- within one person -- based on interpretation from the Supreme Court. There are also federal requirements under the Voting Rights Act to group minorities together to ensure they have representation.Congressman Mike Levin (D-San Juan Capistrano) represents the 49th District.“It's far too early to discuss any changes to the District,” Levin said in a statement.There are still many unknowns. The latest data, from a company called ESRI, came from before the pandemic and showed California holding on to the second seat by a margin of less than 3,300 people.“Keep in mind, talking about 3,000 people in the context of a 40-million population estimate is a tiny, tiny fraction,” Johnson said. “The slightest undercount from the Census could trip us into losing that second seat.”The two states in line to take the seat are Arizona and Minnesota.Johnson said it’s hard to gauge how the pandemic could affect the count because the Census is a zero-sum game: it only matters if states are affected disproportionately.Both California and Arizona have similar “hard to reach” demographic groups, but Minnesota does not.“That's actually why I think Minnesota is a bigger threat to take our seat,” Johnson said.Minnesota had the highest self-response rate in the country, meaning Census workers had fewer people to find through follow-up efforts.California’s new Congressional districts will be in place for the elections in 2022. 3389
