(KGTV) -- Certain businesses in Vista will be allowed to take their operations outdoors in light of the state’s COVID-19 pandemic-related restrictions.Vista officials said a Temporary Emergency Order was issued Wednesday “to relax outdoor use for personal care services, salon and barber shop services, and gym and fitness services to temporarily relocate their existing business operations to an adjacent outdoor area during the COVID-19 pandemic.”The city’s order comes as indoor operations across the state shut down -- effective July 15 -- for gyms, houses of worship, non-critical office businesses, hair salons and barber shops, indoor malls and personal care services.Vista businesses that would like to move services outdoors are asked to contact the city’s Economic Development Department at 760-639-6165 or via email at EconDev@CityofVista.com.In a statement, Vista Mayor Judy Ritter said, “It’s a top priority for the City of Vista to do everything we can to support our local businesses during this pandemic and still protect the health and safety of the community. Most drones will need to be equipped with remote identification that can be tracked by law enforcement officials. The final rules announced Monday by the Federal Aviation Administration could boost the commercial use of drones, which has been slowed by regulatory hurdles. UPS, Amazon.com, and Google parent Alphabet are among many companies exploring the potential for making deliveries to consumers with drones.“These final rules carefully address safety, security and privacy concerns while advancing opportunities for innovation and utilization of drone technology,” said U.S. Secretary of Transportation Elaine L. Chao.The FAA issued the following three operational requirements:1. Operate a standard Remote ID drone that broadcasts identification and location information of the drone and control station;2. Operate a drone with a Remote ID broadcast module (may be a separate device attached to the drone), which broadcasts identification, location, and take-off information; or3. (KGTV) - The driver responsible for a hit-and-run crash in Encinitas that left a mother with severe injuries was sentenced Monday to one year in jail.Justin Parker hit Ashley Lane on Encinitas Blvd. in September 2017. She suffered multiple broken bones, strokes, and partial paralysis.Parker turned himself in two weeks after the hit and run, as investigators were closing in on tips from the community. Investigators say Parker had been drinking prior to the incident.Investigators said Parker drove his truck to a repair shop in Riverside county to repair the damage. Lane made a victim impact statement in Vista court Monday, calling Parker 'selfish' and 'cowardly'."The only reason you turned yourself in was because of the tips from the community of Encinitas and the hard work from my father. (KGTV) — A Fallbrook woman was convicted of negligence for killing a father of four off of Highway 395 near the Pala Mesa Resort in 2017.Sulem Garcia was on prescription medications when she veered off the road crashing into Paul Burke who was on his bicycle, blocks from his home on May 23, 2017. Garcia's lawyer argued she was exhausted from finishing her finals at Palomar College that day and had been on the prescription medications to treat depression for three years. Garcia received the maximum sentence which was one year behind bars.RELATED: Bicyclist killed, 19-year-old driver arrested in North CountyMore than 60 of Burke's family members and friends were in the courtroom. Burke's wife Laura gave a victim impact statement saying she does not believe that Garcia is remorseful and that the sentencing was a slap on the wrist.
