SAN YSIDRO (CNS) - A 61-year-old man who ran into a street in San Ysidro, tripped and fell, was run over by an SUV and killed, authorities said this morning.The man exited a business in the 500 block of E. San Ysidro Boulevard at 2:05 p.m. Friday and as he reached the asphalt of the street, tripped and fell face first and was run over by a Cadillac Escalade pulling out of an adjacent parking lot, Officer Robert Heims of the San Diego Police Department said.The pedestrian, who was not identified, sustained fatal injuries, Heims said. 546

(KGTV) -- Homeland Security Secretary Kirstjen Nielsen announced Thursday any caravan migrants who seek asylum in the United States must wait indefinitely in Mexico until their immigration proceedings at the U.S. Port of Entry are complete.In her speech, Nielsen announced the end of the American immigration policy nicknamed "Catch and Release." Catch is the migrants' initial meeting at the US Port of Entry. Release is the process in which asylum seekers are released into the U.S. with an ankle monitor until a later court hearing.The criticism has been that migrants ignore the court date and never finish their legal proceedings.Instead, in an emergency proclamation, Nielsen announced the start of what some are now calling the "Catch and Return" policy."Once implemented individuals arriving in or entering the United States from Mexico illegally or without proper documentation may be returned to Mexico for the duration of their immigration proceedings," Secretary Nielsen said. "They will not be able to disappear into the United States."While the Central American migrants wait indefinitely, Nielsen said that Mexico has agreed to provide humanitarian visas and work support.University of San Diego Immigration law professor Ev Meade said this new policy is not realistic. "Who's going to pay for the services that people need in Tijuana?" Meade said. "The US isn’t going to pay, Mexico just slashed its refugee budget for the upcoming year, and Tijuana really can’t afford to continue to pay for the services it's paying, and the state of Baja California is basically bankrupt." Meade said the Trump Administration's "out-of-sight, out-of-mind" mentality toward immigration, is irresponsible. "Just declaring as a blanket policy where Mexico is going to take responsibility for all of this, this seems like a colossal mistake," Meade said. He said many "Caravaners" do not want to stay in Tijuana, especially after a recent uptick in violence. Last weekend, two asylum-seeking Honduran teens were kidnapped, robbed and killed in Tijuana. Like many of the President’s other immigration policies, Meade believes this policy will most likely be shut down by a federal judge unless tweaks are made."If they make it more of a voluntary program where people can opt to do this, and it's incentivized and allows people to work in order to get themselves back together in Tijuana while they're waiting to get their case heard, and they've in fact decided to do that, then it could work for some members of the Caravan," Meade said. SCOTTSDALE, Arizona — It's not paper or plastic that's taking over a Scottsdale, Arizona recycling center — it's trash. Every day at Republic Services workers line a conveyer belt scouring for items that don't belong. But the belts are moving slower than they used to. That's because so much trash has been moving through, workers need more time to pick it out. "A cushion like this, not recyclable," Richard Coupland with Republic Services said. "Baby seats, not recyclable." But it's not just time-consuming. Coupland said when you put things that don't belong into a recycle bin, it can contaminate the other items that do belong. In return, that produces more trash. "Focus on your fundamental material, but most importantly that it's empty, clean and dry," he said. Fundamental material includes paper, plastic, aluminum and cardboard. However, if you're recycling a ketchup bottle, it must be completely empty and rinsed out. All the trash coming through the center is also costing more money. Coupland said China was at one time one of the largest buyers of recyclable material. However, the center has stopped shipping items there. "They've lowered their acceptable criteria from 3 percent to .5 percent," Coupland said. "That's a level that few folks are able to achieve right now without making significant changes to their operation." That's forcing the company to sell all it's paper, plastic, and aluminum to different markets, at a cost. "Those markets are not able to pay the same value for the material," Coupland said.In return, that can cost you more when it comes to pick up fees. However, you can help by being conscious about what you put in your bin. "Many don't realize that the bottom of a pizza box which is contaminated with grease of a pizza, that's trash," Coupland said. "No one is interested in buying that. So the proper thing to do is rip the box, give me the top and throw away the bottom."  2052
