BEIJING - Floods and landslides have killed at least 360 people across China this summer and destroyed more than 4 million hectares (15.4 million sq miles) of crops, Xinhua news agency said on Wednesday. Direct economic losses were 24.3 billion yuan (.21 billion), according to latest figures from the State Flood Control and Drought Relief Headquarters. "Apart from 217,000 houses wholly or partially destroyed, more than 4.28 million hectares of grain crops have been hit, with 2.03 million hectares totally destroyed," headquarters deputy director Cheng Dianlong was quoted as saying. Most of the deaths occurred after downpours across the Jialing River Valley in the southwest province of Sichuan which have resulted in floods in almost all the tributaries of Jujiang River, a branch of the Jialing, and triggered severe mountain torrents, mud-rock flows and landslides. "Ferocious floods battered 40 counties along their route, submerging the downtown areas of four counties and shattering two small dams," Xinhua said. Cheng warned the situation across the Huai River Valley was at flashpoint with all trunk rivers there reporting dangerously high water levels. China flooded dozens of evacuated villages to ease pressure from the swollen Huai in the eastern province of Anhui. More rain was forecast for the next two days along the Huai, flowing through the central province of Henan and the eastern provinces of Anhui and Jiangsu. A total of 545 people were killed by natural disasters in China in the first half of the year, according to a report released by the Ministry of Civil Affairs. Another 78 people went missing as a result of natural disasters, including floods, landslides, mudflows, gales, snowstorms and earthquakes.

People in the southern city of Guangzhou appear to be suffering mental problems at ever younger ages as they struggle to adapt to life outside the home and school, a source with the local health authority said.There are currently 43,803 registered cases of mental illness in the city. Up to 40 percent of them are between 16 and 25 years old, according to the Guangzhou health bureau."A decade ago, most people with mental illnesses were between 18 and 30 years old. But now they are five years younger," Zhao Zhenghuan, director of the Guangzhou Brain Hospital, said.Zhao attributed the situation to young people's "relatively poor social adaptability.""Children from single-child families receive a lot of care at home and school, but when they leave home and school, they find it hard to adapt to life. Yichang - Construction of a tunnel under the Yangtze River that will form part of a gas pipeline project running from Sichuan Province to Shanghai was completed Monday.The 1.4-km, 3.08-m diameter tunnel sits 20 m beneath the riverbed and connects two wells on either side of the river in Yichang city, Hubei Province, Liu Juzheng, head of the Hubei section of the pipeline, said.With a total length of 2,203 km, the pipeline will serve as an "energy artery" as part of the West-East gas project, Liu said.The pipeline is expected to channel 12.1 billion cu m of natural gas a year from the Puguang field in Sichuan to central and eastern regions of the country, including Chongqing Municipality, the provinces of Hubei, Anhui, Jiangxi, Jiangsu and Zhejiang, and Shanghai Municipality.The tunnel, which took 325 days to complete, is the first of five to be built under the Yangtze.Industry experts say the new pipeline, which will cost 62.7 billion yuan (.4 billion) to build, will provide an opportunity to develop western regions based on their rich natural resources.Chen Deming, vice-minister of the National Development and Reform Commission (NDRC), said the pipeline will be completed in late 2010 and the gas it transports will help reduce carbon dioxide emissions by tens of millions of tons a year.Figures from the China Petrochemical Corporation (Sinopec) put Puguang's proven reserves at 356.1 billion cu m. The country has total proven natural gas reserves of about 2.66 trillion cu m.The government has been promoting the use of natural gas to improve energy efficiency and reduce air pollution.Under an NDRC proposal on natural gas development, the government plans to increase the natural gas pipeline network to 44,000 km by 2010 to meet demand.Although China's natural gas output will reach 94 billion cu m in 2010, up from 58.6 billion in 2006, an additional 16 billion cu m a year will still have to be imported to meet demand, Sinopec said.In Shanghai, demand for natural gas soared from 4 million cu m in 2003 to 1.9 billion in 2005.In 2004, China National Petroleum Corp (CNPC) opened its West-East gas pipeline, which runs more than 4,000 km and channels 1.2 billion cu m of gas a year to Shanghai from the Tarim Basin in the country's westernmost region of Xinjiang.CNPC is to build a second West-East pipeline to carry gas imported from central Asia to the Pearl and Yangtze river deltas. Construction will begin next year with the line, which is designed to carry 30 billion cu m a year, becoming operational in 2010.

China's consumer price index is expected to rise about 3.3 percent in 2007, moving above the government target of three percent, the State Information Centre said on Wednesday. The forecast came after China's consumer price index (CPI) hit a 27-month-high of 3.4 percent in May, driven by an 8.3 percent rise in food prices, from 3.0 percent in April and 3.3 percent in March. "Consumer inflation in 2007 is to be pushed up by food price increases, and food price increases are the result of a surge in meat, poultry and egg prices," the think-tank said in a report published on the China Securities Journal. The centre is a research body under the China National Development and Reform Commission, China's top planning agency. The report said the rise in meat and other foods would not slow considerably until the last quarter of this year because of high grain and cereal prices. But it did not provide any forecast on policy moves. A surge last month in the price of pork, a staple meat on Chinese dinner tables, raised concerns about inflation. After the May inflation data was released last week, Premier Wen Jiabao said the government was prepared to tighten policy further to restrain the economy and inflation. Various ministries also scrambled to respond in an effort to ease public worries about inflation. The Ministry of Commerce said pork prices in major Chinese cities had dropped slightly in the first 10 days of June. But according to the report, meat and egg prices could rise even further in coming weeks, following a 26.5 percent surge in meat prices in May. Besides food, inflation pressures are under control, the report said. Prices of industrial products are unlikely to rise significantly, and labour cost increases in China have yet to be reflected in consumer inflation. It said the pace of inflation in 2007, although it is exceeding Beijing's target, is still within a range the government can control. Monetary tightening and yuan appreciation in China are expected to have some cooling effects on inflation.
