BEIJING, Feb. 23 (Xinhua) -- China's central bank on Monday warned of deflation in the near term caused by continuing downward pressure on prices.     Commodities prices were low and weak external demand could exacerbate domestic over-capacity, the People's Bank of China (PBOC) said in an assessment of fourth-quarter monetary policy.     "Against the backdrop of shrinking general demand, the power to push up prices is weak and that to drive down prices is strong," the PBOC said. "There exists a big risk of deflation."     China's consumer price index (CPI), a major gauge of inflation, rose 1 percent in January from a year earlier. In that period, the producer price index (PPI), a measure of inflation at the wholesale level, dropped 3.3 percent.     But the PBOC also warned of medium and long-term inflation risks.     As the central banks worldwide injected a huge amount of liquidity into the financial system, commodities prices could repeat earlier rallies if market confidence recovered, it said.     The PBOC stated that China's economy faced further downside risks because of slackening external demand, over-capacity in some sectors and increases in urban job losses.     The gross domestic product expanded at a slower rate of 6.8 percent in the fourth quarter of 2008, as exports slumped and the property sector sagged, dragging down growth for the whole of 2008to a seven-year low of 9 percent     But China had huge market potential and as the macro controls started to take effect, its economy was likely to maintain stable and relatively fast growth, it said.     To spur growth, the PBOC said it would ensure ample liquidity in the banking system and promote the reasonable and stable growth of credit.     It also reaffirmed that China would keep the Renminbi (RMB) exchange rate basically stable, while making it more flexible in a self-initiated, gradual and controllable manner.

RIYADH, Feb. 11 (Xinhua) -- Visiting Chinese President Hu Jintao said Wednesday that China will seek an early free trade agreement (FTA) with the Gulf Cooperation Council (GCC).     "The FTA is in the fundamental and long-term interests of both sides and will help deepen their mutually beneficial cooperation and achieve common development," Hu said during a meeting with GCC Secretary General Abdul Rahman Al-Attiya in Riyadh, where the council is headquartered.     "China will work actively toward signing the agreement at an early date," Hu said. TAIPEI, April 20 (Xinhua) -- Taiwan authorities has temporarily raised the daily quota of mainland tourists from 3,000 to 7,200, to cope with the increasing number of travelers.     Tse Lap-kong, a Taiwanese official, said the temporary adjustment was meant to cope with the surge of tourist numbers in the coming two weeks, a travel peak season for mainlanders.     It is estimated that more than 30,000 mainland tourists could arrive in Taiwan in the coming week, with a daily average of 4,100.     Daily mainland tourist arrivals were less than 3,000 in the first few months since Taiwan was opened to them as a destination last July, and the temporary change would use the unfulfilled quota from that period, Tse said.     The daily quota would remain at 3,000 on a yearly average, he said.     Taiwan authorities might also extend the allowed period for visiting mainland businessmen and professionals, with a final decision in late April, local media reported.     Business trips would be extended from a maximum of two weeks to one month, and visiting businessmen and experts would be allowed an additional five days based on their travel schedule, according to the reports.     Industrial and commercial organizations with an annual turnover of more than 30 million New Taiwan dollars (883,260 U.S. dollars) would have the number of invited mainlanders increased from 50 to 200, while the number for those below 30 million New Taiwan dollars would rise to 45 from 15, said the reports.     Local authorities were also planning to shorten the approval time for applications of mainland businessmen from one month to two weeks.     More than 174,000 Chinese mainland tourists visited Taiwan from July last year till early April, according to mainland statistics.     The daily number of mainland visitors to the island on organized trips reached about 3,000 at the end of March, he said, adding that the number soared to more than 4,000 on April 7.     The Chinese mainland and Taiwan agreed to allow mainland touri

BEIJING, Feb. 11 (Xinhua) -- The Communist Party chief of China's Health Ministry has been replaced, the ministry's official website said Wednesday.     The post of secretary of the ministry's leading Party members' group, formerly held by Gao Qiang, 65, was taken over by Zhang Mao,55.     The website didn't give a reason for the change, only saying that the central government made the decision out of "work necessity and prudent study."     Zhang, from east China's Shandong Province, had been vice mayor of Beijing and vice minister of the National Development and Reform Commission previously, during which time he was in charge of health system reform work, the website said.     Gao had been vice finance minister and deputy secretary-general of the State Council (Cabinet). He was appointed Party chief and vice minister of the Health Ministry during the SARS (Severe Acute Respiratory Syndrome) outbreak in 2003 after former health minister Zhang Wenkang was sacked over the crisis. Gao became minister in April 2005.     In June 2007, Gao's post of health minister was taken by Chen Zhu, who is not a member of the Communist Party of China. GENEVA, April 14 (Xinhua) -- Switzerland and China will soon sign a formal agreement on enhancing their cooperation in the field of sustainable water management and hazard prevention, the Swiss government said on Tuesday.     Federal Councilor and Environment Minister Moritz Leuenberger will make his first official visit to China on April 16 to sign this agreement, according to a government statement.     During his five-day visit, Leuenberger will also hold official discussions with Chinese Minister of Water Resources Chen Lei, attend the third Yangtze Forum and visit the Three Gorges Dam, the statement said.     Due to their mountainous regions, Switzerland and China face similar natural hazards, according to the statement.     At the same time, both countries harness their hydropower and are faced with the question of river basin management, which is likely to become more pressing due to climate change, it added.
