SAN DIEGO (CNS) - San Diego County public health officials have reported 408 new COVID-19 infections and one more death from the illness, raising the county's totals to 50,551 cases and 826 fatalities.The death of one man was noted Saturday. He was in his mid-40s and had an underlying medical condition.Of the 9,875 tests reported Saturday, 4% returned positive, bringing the 14-day rolling average percentage of positive cases to 2.9%. The seven-day daily average of tests was 10,281.Of the total number of cases in the county, 3,681 -- or 7.3% -- have required hospitalization and 851 -- or 1.7% of all cases -- had to be admitted to an intensive care unit.Seven new community outbreaks were reported Saturday, one in a faith- based agency, one in a restaurant, one in a grocery setting, two in businesses and two in restaurant/bar settings.In the past seven days, Oct. 4 through Oct. 10, 45 community outbreaks were confirmed, well above the trigger of seven or more in a week's time. A community setting outbreak is defined as three or more COVID-19 cases in a setting and in people of different households over the past 14 days.The county remains in the second -- or red -- tier of the state's four- tier COVID-19 reopening plan. San Diego's state-calculated, adjusted case rate is 6.5 per 100,000 residents, down from 6.7. The unadjusted case rate is 7.0, down from 7.2.The testing positivity percentage is 3.5%, the same as last week, and it is in the third -- or orange -- tier.On Saturday, the county allowed private gatherings of up to three households, based on the state's new guidance issued Friday.The gatherings must take place outdoors. If at someone's home, guests may go inside to use the bathroom.Participants in a gathering need to stay at least six feet apart from non-household members and wear face coverings. Gatherings should be kept to two hours or less, the new guidelines state.A health equity metric will now be used to determine how quickly a county may advance through the reopening plan, San Diego Public Health Officer Dr. Wilma Wooten said Wednesday.A community can only be as well as its unhealthiest quartile, she said, and while counties with a large disparity between the least and most sick members of a community will not be punished for the disparity by sliding back into more restrictive tiers, such a disparity will stop counties from advancing to less-restrictive tiers.According to the state guidelines, the health equity will measure socially determined health circumstances, such as a community's transportation, housing, access to health care and testing, access to healthy food and parks.Neighborhoods are grouped and scored by census tracts on the Healthy Places Index, https://healthyplacesindex.org/. Some of the unhealthiest neighborhoods include Logan Heights, Valencia Park, downtown El Cajon and National City. According to county data, the county's health equity testing positivity percentage is 6.2 and is in the red tier.Wooten said the complicated metric will be explained further on Monday, when the state releases an official "playbook" of how it is calculated and what it means to communities throughout the state as they attempt to reopen.On Tuesday, the California Department of Public Health will issue its next report on county case rates. 3315

Taylor J. Conrad of Baton Rouge, Louisiana; 1st Lt. Samuel D. Phillips of Pinehurst, North Carolina; and Capt. Samuel A. Schultz of Huntington Valley, Pennsylvania.The personnel, with Marine Heavy Helicopter Squadron 465, Marine Aircraft Group 16, 3rd Marine Aircraft Wing, had flown to the remote desert area from Strategic Expeditionary Landing Field at Marine Corps Air Ground Combat Center Twentynine Palms to practice making landings in unimproved terrain, according to USMC officials.Holley enlisted in the Marines in November 2003 and deployed to Iraq twice in support of Operation Iraqi Freedom, to Japan as part of the Unit Deployment Program and with the 15th Marine Expeditionary Unit.During his service, he received a Navy and Marine Corps Commendation Medal, Navy and Marine Corps Achievement Medal, Air Medal-Strike/Flight, and Navy and Marine Corps Good Conduct Medal.A ceremonial memorial service for Holley is scheduled for Tuesday at Marine Corps Air Station Miramar, Herzog said. 1842

  

SAN DIEGO (CNS) - San Diego City Councilman Chris Cate will unveil 190 new parking spaces in the congested Convoy District in Kearny Mesa Tuesday before the City Council reviews that neighborhood's community plan."If you've been to the Convoy District, you know that finding a parking space can be extremely challenging," Cate said."My office has unwaveringly supported the small businesses in this hub for Asian cuisine and culture. To ensure this community project came to fruition, we spent countless days working side-by-side with business owners to ensure they were included in this process. Angled parking is the tip of the iceberg for the entire Kearny Mesa Community Plan process."Kearny Mesa was founded in 1937. Over the past eight decades, the commercially and industrially dense neighborhood has transformed into an iconic San Diego community, featuring the Convoy District, which recently formed a "Pan Asian Cultural District."Cate, in June of 2016, began the process of implementing angled parking in the Convoy District at the community's request. Two years later during his State of the District address, he announced the installation of 200 angled parking spaces would immediately begin.A total of 190 angled parking spaces have been added in the neighborhood, including 45 on Dagget Street, 80 on Vickers Street and 65 on Opportunity Road.The existing community plan for Kearny Mesa has not been updated since 1992. For the past two years, the San Diego's Planning Department has led the Kearny Mesa Community Plan update to determine how Kearny Mesa will develop in the future. SAN DIEGO (CNS) - San Diego Gas & Electric warned its customers Tuesday that a new wave of scammers is targeting them and threatening to cut off their service unless they pay their utility bills immediately with prepaid cards.The most common tactic reported is scammers impersonating SDG&E's billing department and asking for payment via Green Dot MoneyPak, a way of sending cash via prepaid or bank debit cards.According to the utility, in these scams criminals typically threaten immediate power shutoffs to scare customers into making an immediate payment. Once customers purchase prepaid debit cards or make wire transfers based on the scammer's instructions, they are asked to call another phone number to provide the card information, which allows the thieves to steal the money.It can be especially confusing for victims, according to an SDG&E statement, as the phone number scammers use might play a recorded message and menu options that mimic SDG&E's official customer service line, which is 1-800- 411-7343. When victims call the number provided by scammers, they might hear a recorded message that tells them they are calling SDG&E's business line. They are given different menu options, including one to pay their bill or to report a gas leak or power outage.Utility officials say SDG&E will never:-- call a customer to proactively ask for payment information during the call. Customers may receive communications directing them to pay their bill via their MyAccount at sdge.com, use the Billmatrix system, or to call and use the automated pay-by-phone option at 1-800-411-7343-- request that a customer use pre-paid debit cards for payments or cryptocurrencies to pay their bill-- send emails with an online payment method with a QR codeIf a customer is asked for payment over the phone, it is a scam and they should hang up immediately.Utility officials say people should only provide financial information by telephone if the customer initiated the call. If asked to do so by a suspected scammer, they should hang up and call SDG&E directly to verify information about the account. Customers can also view their account status, including bills and payments, through SDG&E's mobile app or via sdge.com/myaccount."Criminals work year-round to come up with new ways to defraud people," according to a company statement. "SDG&E works hard to make sure customers know what to do if they are targeted. Unfortunately, scams are on the rise, especially during times of uncertainty and crises like with the pandemic."Victims of fraud are urged to call SDG&E immediately at 1-800-411-7343 to report it. 2656
