SAN DIEGO (KGTV) -- San Diego County needs to stay off the state watch list for two weeks straight for most schools to reopen in-person. But, some schools won’t have to wait that long.As of Friday afternoon, 56 elementary schools applied for a waiver through the county health department. If approved, it would allow them to bring students back on campus regardless of our status on the state watch list.The waiver is only open to schools serving K-6 students. Once applications are reviewed by the county they’ll be sent to Sacramento.“The state can give input or guidance,” said Supervisor Nathan Fletcher. “If we don’t hear back in three days then those will be approved.”Mt. Helix Academy in La Mesa submitted their application this week.“I’m hoping to hear back from the state and the county by next week.” Said Director, Mike Collins. “Our plan is to welcome students back on campus on Monday August 31st when we’re ready for those kids.”The school has been open for summer programs where they implemented new safety measures like masks, frequent cleaning, and social distancing.“I saw all the students had their masks on and I made a big deal, ‘Everyone has their masks on! We’re so happy!’” said Collins. “We really try to encourage our students.”For the wavier to get approved the county reviews each applicant’s proposed safety plan. They’re looking for things like having adequate personal protective equipment and if students can be kept in small groups.County Montessori School in Poway has been fine-tuning their safety measures through their summer programs.They took advantage of the waiver process right away.“The application became available last Friday night and we applied Monday,” said Head of School, Adela Corrales. “If our waiver comes through next week we’re prepared to open on site on August 24th”The county told ABC 10News they were still reviewing applications late Friday afternoon and had not sent any to the state for approval yet. 1971

The company, led by Filipino-American friends Jelynn Malone, Beverly Magtanong, Sam Magtanong, and Mike Arquines, has operated in San Diego since 2013 and gained a reputation for their creative drinks."We dreamt up this company and wanted our Filipino culture to be a part of it, but we didn't know anything about coffee or where to begin to source Philippine coffee," said Malone. SAN DIEGO (KGTV) - San Diego businessman Doug Manchester has suggestions about how to help the people of the Bahamas recover from Hurricane Dorian. “It's devastation. It's beyond all anything that anybody can imagine. The aerial pictures don't do it justice on how much devastation there really is,” Manchester told 10News Thursday. Manchester loaded his plane with supplies and went to work on the island nation with relief organizers. “When this happened, I wanted to go down there as a private citizen to see all I could do to help,” Manchester said. Rebuilding is going to be a long and expensive process but Manchester believes it will happen. “It's going to cost billions, so every little bit helps,” said Manchester. Manchester, who has a long history in the Bahamas, was nominated to be the ambassador by President Trump. The nomination has been on hold for more than a year. “It's political, but hopefully that will see itself through in the next couple months because I can do a lot more as an ambassador than I can as a private citizen." Manchester hopes San Diegans will be generous in their donations to the Bahamas whether it’s through his charitable foundation or another aid group. 1205

SAN DIEGO (KGTV) -- San Diego Police are searching for an at-risk missing man who disappeared from downtown Saturday morning. According to police, 57-year-old William Groves was last seen at the corner of 7th Avenue and A street around 10:25 a.m. Saturday. Groves suffers from seizures and has short-term memory loss due to a traumatic brain injury. Police say Groves is also a dependent adult with no money or medication and is visiting San Diego from Hawaii with his mother. According to police, Groves is known to be friendly and talkative. He is described as five feet, five inches tall with brown eyes, gray and black hair and light skin. Groves was last seen wearing a yellow t-shirt with checkered shorts and a black eye patch. SAN DIEGO (KGTV) — San Diego County health officials say the county’s contact tracing program has not been hampered by the same issues plaguing efforts in other areas like New York City, but there may be blind spots in the county’s data.One of the keys to successful contact tracing is eliciting a full list of close contacts from an individual who tests positive. A “close contact” is defined as someone who was within 6 feet of an infected person for at least 15 minutes, beginning 48 hours before illness appeared and lasting until the patient was isolated.It’s sensitive work, but the breadth of that list is critical to suppression efforts. “By identifying or ‘tracing’ the contacts of people infected with COVID-19, we can identify other individuals who might be infected, test those individuals for infection, treat those who are also infected and trace their contacts as well,” the county says on its website.However, in New York City, only 35% of the residents who tested positive actually provided information about their close contacts to tracers during the first two weeks of June, the New York Times reported.That means that even if tracers were able to reach virtually all of the individuals on their list, they would still likely have a vastly incomplete picture of those who may be at risk.That’s where San Diego’s first potential blind spot comes in. Unlike New York City, San Diego County is not actively monitoring the percentage of individuals who provide information on close contacts to tracers, County Medical Director Dr. Eric McDonald said Monday.“We don’t specifically follow that metric,” he said. “We think we’re probably doing better than the numbers you hear from New York. It’s difficult though for us to drill down on that specifically.”Instead, the county bases one of its triggers on attempts to reach the close contacts it has on file, regardless of how complete or incomplete that list may be, and regardless of whether tracers actually got in touch with those individuals -- a second potential blind spot.McDonald acknowledged that tracers are often given out-of-date or inaccurate contact information, and must rely on public records and other sources to try to reach out to close contacts.As of Monday, the county had attempted to contact 87% of known close contacts within 24 hours, well above the county’s goal of 70%.“I think we’re doing pretty well from the contact tracing perspective,” McDonald said of that metric.“I would say the general gestalt from talking to our contact tracers is that most individuals are actually quite cooperative and do give as best information as they can about close contacts. And we really do appreciate that,” he added.McDonald said that staff would reexamine the county’s database in light of the inquiry by ABC 10News, and on Tuesday a spokeswoman provided an update. “Approximately 60 percent of our cases identify one or more close contacts,” said communications officer Sarah Sweeney.Assuming that every person who tests positive has at least one close contact, it means San Diego County disease detectives are placing calls to -- at most -- 52% of close contacts within the first 24 hours.McDonald said while that tracers do not get close contact information from everyone, there are circumstances when a close contact is simply a household member and has no other unique close contacts to follow up on.“Some close contacts don’t need to be identifying any other close contacts,” he said. “Overall, I would say that our cooperation is good to excellent.”From May 4 to May 28, people who tested positive in the county identified an average of 2.2 close contacts, County Public Health Officer Dr. Wilma Wooten said at a Board of Supervisors meeting earlier this month.Whether tracers actually reach those individuals is another story.“I’m a person who thinks it would be great to have perfection: every single person telling us every single thing that they know. But I think that we are doing very well from the information we are getting from our close contact investigations,” McDonald said Tuesday. 4089
