BEIJING, Sept. 19 (Xinhua) -- China's meteorological authority raised the level of alert for Typhoon Fanapi to the second highest on Sunday as it nears the country's south coast.Fanapi, the 11th typhoon to hit China this year, will move westward at a speed of 20 kilometers per hour, and make landfall between Monday morning and noon at the coast between Guangdong and Fujian provinces, the China Meteorological Administration (CMA) said. The shipping route linking Xiamen in Fujian Province, and Jinmen, in Taiwan, was closed Sunday with Fanapi approaching, said local authorities.CMA urged local authorities to make full preparations to guard against the strongest typhoon this year.Zhu Xiaoxiang, an expert with CMA, expected Fanapi to subside somewhat shortly after making landfall, and heavy rains were unlikely during the upcoming Chinese traditional mid-autumn festival, which will fall on September 22 this year.

BEIJING, Nov. 3 (Xinhua) -- China has revised a regulation to protect patients suffering from work-related diseases by requiring employers to submit information needed for diagnosing workers. The Legislative Affairs Office of the State Council published the draft regulation on Wednesday concerning work-related disease patient diagnosis, which is a revised version of the current one, inviting public submission.According to a statement issued along with the regulation, in determining whether a patient suffers from a work-related disease, information about work-place hazards is needed. The revision has been made to ensure a diagnosis can be performed, even if employers do not provide information or provide falsified information.According to the draft, if employers do not provide information, or patients question the authenticity of such information, patients could apply for arbitration of labor disputes and arbitration authorities should handle the case within 30 days.Further, employers will be held liable if they fail to provide relevant information within the time period designated by the arbitration authority.Public submissions will be accepted until Nov. 19 on the website, www.chinalaw.gov.cn.

TAIYUAN, Sept. 16 (Xinhua) -- China will flex its muscles to boost the low-carbon economy and green industry, in a bid to help upgrade the development mode of exports, said a senior government official Thursday.Gao Hucheng, Vice Minister of Commerce, said at an energy forum in Taiyuan, capital of Shanxi Province, that China has risen to become one of the world's largest exporters, though it is not a strong exporter yet, remaining at the low end of the global value chain.China's exports leaped in recent decades, mainly dependent upon low labor costs and sales of energy and resources.Further, China needs to put more efforts into producing high-end products and improving their quality through low-carbon and green technologies to expand the share of green products in exports, he said. The global financial crisis hurt the world economy and promoted nations to look to green industry for new growth, he said, and adding strategic new industries could be "a new growth point" for China's foreign trade.China would encourage major products, technologies and services in new energy and energy-saving sectors to tap the global market and support enterprises to invest abroad, Gao said, without giving details.Further, he said there was "no land boundary" in terms of low-carbon and green technology and expected international cooperation in this field.China was opposed to protectionist measures in any form, he added.

KUNMING, Oct. 8 (Xinhua) -- The building of a railway between southwest China's Yunnan Province and Laos will kick off on Oct. 28, according to its Chinese contractor. The 530-km railway, expected to be completed in 2015, will link Mohan port in Dai Autonomous Prefecture of Xishuangbanna and Vientiane, the capital of Laos, said Li Zhanqun, board chairman of the Yunnan Xiaoxiang Pan-Asia Investment Co., Ltd."We would like to use more workers from Laos to help boost the employment market along the railway," Li said. The railway is part of the Trans-Asian railway network, which will cover 114,000 km and travel through 28 countries throughout the region. In 2009, China ratified an agreement on the Trans-Asian Railway Network, which was initiated by the UN Economic and Social Commission for Asia and the Pacific (ESCAP).The agreement came into effect in June 2009.

BEIJING, Oct. 15 (Xinhua) -- Foreign direct investment (FDI) in China in September rose 6.14 percent year on year to 8.384 billion U.S. dollars, bringing the country's FDI inflow for the first nine months back to pre-financial crisis level. The September figure brought the total amount for the first nine months of this year to 74.34 billion U.S. dollars, rising 16.6 percent year on year, spokesman with the Ministry of Commerce (MOC) Yao Jian said Friday at a press conference. The January-September FDI figure suggested China's FDI inflow had returned to pre-crisis level, Yao said.According to MOC statistics, China received 74.37 billion U.S. dollars of FDI in the first nine months of 2008.The September FDI increase quickened from the year-on-year growth of 1.38 percent in August. The stable increase in China's FDI inflow was mainly boosted by the country's strong economic momentum, said Lu Zhengwei, chief analyst at the Industrial Bank.Although China's economic growth had eased, it was still strong, Lu said.China's GDP increased 10.3 percent year on year in the second quarter of this year, decelerating from first quarter's 11.9 percent. The National Bureau of Statistics is scheduled to release economic data for the third quarter next week.China's manufacturing sector received 47.6 percent of FDI inflow in the first nine months, while services industry got 45 percent, Yao said.A total of 19,209 foreign-invested enterprises were approved for establishment during the period, up 17.5 percent from one year earlier.Yao expected China's FDI inflow to hit 420 billion U.S. dollars in the country's 11th Five-year Plan (2006-2010) period, which was 1.5 times as much as that in the 2001-2005 period. This would make China the world's second largest destination for FDI.During the first nine months, China's outbound investment, excluding the financial sector, totaled 36.27 billion U.S. dollars, up 10.4 percent, he said. Some 30.9 percent of the investment outflow was for acquisitions of companies.
