CANCUN, Mexico, Dec. 4 (Xinhua) -- China will not compromise on issues of principle at the ongoing UN climate change conference in Cancun, Mexico, the country's chief negotiator said on Saturday.Su Wei, the chief Chinese negotiator and head of the climate change department of China's National Development and Reform Commission, made the remarks in response to some parties' call for "compromise to make achievements.""All the parties want to reach substantial achievements at the Cancun conference, which can lay a solid foundation for the completion of 'Bali Roadmap' negotiations," Su told Xinhua in an exclusive interview."I think we can cooperate with other parties and even make compromises on some non-principle issues, but we will not compromise on the issues of principle, such as the continuation of the Kyoto Protocol, which is the basis for a package of agreements to be made in Cancun," Su said.The negotiator stressed that the developing countries have reached consensus on the principle issues. "We are keeping solidarity and trying to play a constructive role," he added.Su said some country's opposition to the Kyoto Protocol is no good news to the developing countries, and has exerted negative influence on the conference.Negotiators at the Cancun conference are trying to establish a replacement for the Kyoto Protocol, which obliges rich nations except the United States to cut greenhouse gas emissions by an average of 5.2 percent below 1990 levels by 2008-2012."At the end of the first week of the Cancun conference, there are some progresses in adaptation, finance, technology and mitigation for the developing countries, but it is hard to say if the progresses are final ones," Su observed.As for the rumors about a secret Mexican text, Su said that the president of COP16 has told the delegations from every country including China that Mexico will not put forward a secret text."As I know, Mexico, the host country of COP16, is always pursuing the principles of 'open, transparent and widening participation' for the climate negotiations this year. I believe Mexico will continue to keep the principles to try to get the results of balance at the Cancun Conference," he said.Su noted that the ministers will arrive in Cancun in the second week of the conference. He hopes the ministers can play an active role in promoting the progress of the conference.A 70-strong-member delegation of the Chinese government, headed by Xie Zhenhua, deputy director of the National Development and Reform Commission, is cooperating with other parties to seek a solution to global warming in Cancun.The Cancun talks, from Nov. 29 to Dec. 10, are aimed at finding solutions to global climate change. BEIJING, Jan. 16 (Xinhua) -- Beijing should be tolerant and open-minded toward migrants as it tries to manage its fast-growing population in the next five years, said a Beijing political advisor responding to a government plan to limit the city's population.Excessive growth of Beijing's population, partly as a result of the influx of migrants, has brought tremendous pressure on the environment and resources, said Wu Yongping, a member of the Beijing Municipal Committee of the Chinese People's Political Consultative Conference (CPPCC) on Sunday.But migrant population also made great contributions to the capital city's development, said Wu, also deputy director with the School of Public Policy and Management, Tsinghua University,."Beijing, as a city belonging to the people of the whole country, should have the quality of openness," Wu told a press conference on the sidelines of the annual session of the Beijing Municipal Committee of the CPPCC.Also, Beijing should open to the entire world as only a tolerant and open-minded city could maintain its momentum of sustainable development, Wu said.Wu's remarks came in response to a draft development plan submitted Sunday to the annual session of the Beijing Municipal People's Congress, the local legislature.According to the draft plan, Beijing will rein in the "unordered and excessive" growth of its population during the next five years.By the end of 2009, Beijing's population had reached nearly 20 million, far exceeding the State Council-ratified target of controlling the population to within 18 million by the year 2020.

BEIJING, Dec. 3 (Xinhua) -- China's central government on Friday declared new policies to encourage private funds, including overseas capital, to be channeled to the medical sector to meet the country's increasingly diversified demands on health care.The new policies, dubbed "guideline to encourage and lead social capital to sponsor health-care institutions" were posted on the central government's official website www.gov.cn.It clearly stipulated that social capital should enjoy preferential treatment when China is adjusting or increasing medical resources and social funds will be encouraged to participate in governmental restructuring of hospitals.Overseas investments are now welcomed to sponsor hospitals, while the procedures will be further simplified, according to the guideline.The general office of the State Council, or cabinet, required local governments to amend their documents accordingly and get rid of any policies that impede the development of non-governmental medical institutions.Also, the new policies encourage social funds to take part in governmental hospital reforms and convert some government-backed hospitals into non-governmental institutions to reduce the ratio of public hospitals, said an official with the medical and health care system reform office under the State Council.China will deepen the opening-up of medical institutions and turn the overseas-invested medical sector from the "limited (towards foreign investment)" category into a category that allows foreign investment, the official said.

BEIJING, Dec. 29 (Xinhua) -- A senior official from China's Ministry of Commerce called for enhanced trade and economic cooperation between China and the European Union (EU), prior to Chinese Vice Premier Li Keqiang's upcoming visit to three EU nations.In a recent interview with the People's Daily, Ministry of Commerce International Trade Representative Gao Hucheng reviewed the current trade and economic relationship between China and the EU, pinpointing the areas where more efforts could be made on both sides to further cooperation.In an article published in Wednesday's People's Daily, Gao said that in the past 35 years since China and the EU forged diplomatic ties, the relations between the two sides went from "constructive partnership" to "comprehensive partnership" and the now "comprehensive strategic partnership."The article was published about a week before Vice Premier Li sets out to visit Spain, Germany and Britain on Jan. 4-12.Trade between China and the European Union has become one of the most active and influential bilateral relations in the world, said Gao.Leaders of China and the European Union have been exchanging official visits frequently, said he. This year alone, seven of top Chinese leaders, including President Hu Jintao and Premier Wen Jiabao, paid official visits to over a dozen EU countries.Meanwhile, some 65 high-level delegations from the EU and its member states visited China in 2010.Trade cooperation between China and the EU has been speeding up, Gao said. When China established diplomatic relations with the EU in 1975, annual trade was at 2.4 billion U.S. dollars, the volume of about two days between two sides this year. In the past 35 years, trade volume has grown over 150 times.According to China's statistics, China-EU trade amounted to 433.9 billion U.S. dollars in the first 11 months of this year, up 33.1 percent from last year, a growth rate higher than that of China-Japan and China-U.S. trade.According to statistics released by the EU, its exports to China rose 4 percent in 2009 despite the economic recession and decreased export to the rest of the world. EU's total investment in China has exceeded 70 billion U.S. dollars so far, making the EU China's third largest source of foreign investment.Communication between people on two sides has grown substantially over the years. Nowadays nearly 200,000 Chinese students are studying in the EU countries and some 150,000 EU nationals are working in China. Over a million Chinese tourists travel to the EU countries every year.Gao pointed out that as the largest developing country in the world with fast economic growth, China could forge complimentary economic ties with the EU, as they stand at different places in economic development.On future economic policies, Gao said China was commited to expanding its domestic demand, adjusting its economic structure, and continuing its open-door policy, which is indispensable to China's development. BEIJING, Dec. 22 (Xinhua) -- China unveiled a new asset-management company that aims to restructure and merge small, uncompetitive state-owned enterprises (SOEs) on Wednesday.The new firm, China Reform Holdings Corporation Ltd., will focus on "reorganizing small-sized SOEs which do not affect national security and are not crucial to the national economy," the State-owned Assets Supervision and Administration Commission (SASAC), the SOE watchdog, said in a statement.The first-phase registered capital of the new company, which is wholly owned by SASAC, is 4.5 billion yuan (681 million U.S. dollars). SASAC has not yet revealed which companies will be involved in the reshuffling.Xie Qihua, former chairman of the Baosteel Group Corporation, China's largest steel maker, has been appointed board chairman of the new company.Liu Dongsheng, an SASAC official, will act as general manager, it said."The launch of the new company marks an important move to optimize the relocation of state economic resources and to give state capital more vitality, control and impact on key sectors," Wang Yong, deputy director of SASAC, said at the launching ceremony.He noted because the assets of the reshuffled companies took up a considerable amount of the entire state assets, the restructuring plays an active role in improving asset quality.According to SASAC' s plan, the company will participate in the share-holding reform of the reshuffled enterprises, and will also invest in emerging industries with strategic importance.Also at the launching ceremony, Wang stressed that the company is an asset management company rather than an investment group, ending rumors that it will become China's second sovereign fund after the China Investment Corporation (CIC).He noted the new company's mission is explorative and challenging, which needs to deal with it in a proactive and cautious way.In order to enhance the state company's efficiency and competitiveness, SASAC cut the number of SOEs under its direct control from 196 to 122 over the last seven years. They are expected to be further consolidated into around 100 by the end of 2010, according to SASAC plans.However, SASAC officials said it remains difficult to meet the target in time."It takes time to meet the goal," said Shao Ning, deputy director of SASAC. He added that the restructuring should take place when the time is right, and should give priority to "quality" and "good results" to ensure stability of the enterprises.In order to help the uncompetitive companies withdraw from the market in a stable manner, SASAC promised to offer support for the employers in those companies.Zhou Fangsheng, an expert on SOE issues, said it is good news for the uncompetitive SOEs to be merged into the new company with their debt relieved.But it is still quite explorative, he added.The new company is the third oversight asset management company by SASAC, besides the China Chengtong Group and the State Development & Investment Corp.Shao Ning told Xinhua that the previous two companies have their own business scope, besides dealing with non-performing assets. But the new company will only focus on asset management.Profits of China' s SOEs rose by 43 percent year on year to hit 1.81 trillion yuan (271.92 billion U.S. dollars) in the first 11 months, according to the figures released by the Ministry of Finance on Dec. 17.However, profits were concentrated in a small number of companies, such as oil producers and refiners, telecom operators and power companies which enjoy monopolies and easy bank loans.Companies in the traditional sectors, such as textiles and light industries, reported meager profits.A stronger presence of the monopolistic SOEs aroused complaints by the nation's private businesses, which had no easy access to bank credit but provided more than 80 percent of the job opportunities in the nation.China's SOEs include SOEs directly controlled by the central government and SOEs supervised by local governments, but excludes state-owned financial enterprises.
