CHULA VISTA (KGTV) — Three children are recovering Sunday morning after they were struck by a car in the Otay Ranch neighborhood of Montecito Village. The crash happened Saturday just before 5 p.m. on Santa Victoria Avenue, about a block east of Muroaka Elementary School. According to Chula Vista Police, the pedestrians were crossing the street when they were struck by a silver 2018 Toyota Corolla. The children were not in a marked crosswalk.The two younger children were transported to a nearby hospital to be treated for their injuries, said CVPD officer Justin Zualet. Witnesses at the scene described them in good condition.The 15-year old female was transported in critical but stable condition with a head injury, lacerations, and abrasions.Zualet said all are expected to survive.The driver remained at the scene and is cooperating with the investigation. Police at the scene said the driver, a male in his 50s, told officers he was using his cell phone at the time of the crash. No further details were given at this time.Drugs and alcohol do not appear factors in the collision, Zualet said. The incident remains under investigation. 1154

(KGTV) - A report says Chula Vista faces an immediate need for more police staffing to keep up with rapid growth, and that traffic congestion will worsen in the coming years.At a Special Meeting called for Thursday evening, the city’s Growth Management Oversight Commission (GMOC) is expected to present to the city council its review for fiscal year 2018, which includes recommendations on how to properly address issues directly caused by the city's progression.Chula Vista’s exponential growth over the past five years has led to a big increase in homes being built across Chula Vista. The city says “the number of residential building permits issued in Chula Vista averaged 1,008 units per calendar year” between 2013-2018. "This rate of growth is projected to continue or increase over the next five years, according to Chula Vista’s 2018 Residential Growth Forecast, updated in April 2019," the GMOC says. "With growth comes the demand for additional services and facilities."The GMOC warns that the Chula Vista's police department is not prepared to accommodate anticipated growth in the next 12-18 months or five years. CHULA VISTA, Calif. (KGTV) -- A group of parents hosted a rally Monday evening calling on Chula Vista Elementary School District officials to reopen schools for in-person learning. Parents said they want the district to move forward with a phased reopening approach, a plan that was supposed to start on Oct. 26.However, the district halted the repoening plan at the beginning of October, citing concerns about rising COVID-19 cases in two specific ZIP codes -- 91911 and 92154.Parents argued that there is a safe way to go back to in-person learning, but they feel the district isn't ready. CVESD Superintendent Francisco Escobedo said he does want to get children back in the classroom and is hoping cases in those ZIP codes go down so they can reopen by the end of the year. He added that the district is still working with employee associations and labor groups in hopes of coming to an agreement so teachers can have everything they need to safely do their job. 976
