SAN YSIDRO, Calif. (KGTV) -- The new Mexican president is hoping a new deal with three Central American leaders will stop or slow the flow of migrants seeking asylum in the United States. Andres Manuel Lopez-Obrador signed the new deal within hours of taking office. The deal with Guatemala, El Salvador, and Honduras, promises to create a fund that would fight poverty, create jobs and make sure migrants feel safe in their home countries. It will also create a re-integration program for those traveling with the caravan who wish to go back.University of San Diego professor, Ev Meade, says this deal looks good on paper but no one will know for sure until more specifics are released. Professor Meade has been traveling to Tijuana to meet and speak with the migrants. He says most leave because of instability. "What I hear from a lot of people is indirect effects of violence, so it's someone that might say I can't afford to feed my family but when you start asking them questions about what they do, the business that they worked for, why they were laid off, the violence is always there. It might be one degree, two degrees, three degrees of separation but the violence is always there," says Meade. It is still unclear how much funding will go towards those Central American countries but Meade says it will be years before we see the effects of the deal. "This kind of progress, when you talk about big structural issues, doesn't happen in a month, or three months or a year, I mean, it takes time," says Meade. 1528

Sears has won some more time to save itself. But not a lot more time.At a bankruptcy court hearing Thursday, Judge Robert Drain approved Sears' plan to auction off about 500 stores. The auction is central to the company's mission to remain in business. Sears intends to use funds from the sale for its operations, and it will pay rent to the stores' buyers so they can stay open.A committee of Sears' creditors had objected to the plan and argued that the company should immediately start the process of going out of business to limit its ongoing losses.Judge Drain said he will hold another hearing a week before Christmas to consider whether to go ahead with Sears' effort to stay in business or start the process to close all its remaining stores. Drain said it wasn't realistic to start a liquidation process immediately."You can't do a GOB [going out of business] plan for a company this big by snapping your fingers," he said. SANTEE, Calif. (KGTV) - A heartbroken dog owner in Santee is hoping to warn others after coyotes attacked her dog while she was walking him on a leash.Presley, an eight-year-old Silky Terrier, was small with a big personality. "Just a loving dog and wild personality. He would always protect me," said Michelle Cimmarrusti.The instinct was on display around 5 a.m. Tuesday. On Palm Glen Drive, on the edge of her condo complex, Cimmarrusti was taking Presley out for a quick walk. Her retractable leash was stretched out about five feet. "On the sidewalk near a bush, I felt Presley tug. Thought he wanted to sniff a bush. That's when the two dogs came out," said Cimmarrusti.Cimmarrusti quickly realized they weren't dogs, but aggressive coyotes."Just horrifying. My brain just went numb at the time," said Cimmarrusti.The protective Presley barked and lunged. As she pulled frantically on Presley, the clasp on her collar broke, and Presley took off. Cimmarrusti says it was a blur, but Presley and the coyotes ended up in the street before disappearing into the complex."I kept screaming at the top of my lungs for his name," said Cimmarrusti.About ten minutes later, a neighbor found a bloodied Presley, who died in Cimmarrusti's arms on the way to the pet emergency clinic."I just couldn't get to him quick enough," she said, choking back tears.She has since learned another dog was killed by a coyote in the same area weeks ago. Experts say coyotes attacking a leashed dog is a sign they're getting more aggressive in an area and getting less afraid of humans, whether it's food scarcity or the unintentional feeding of coyotes."Please be cautious. If I can help one person and their dog, I'll be grateful. Keep them on a tighter leash. Don't let them far and keep aware of your surroundings," said Cimmarrusti. 1825
