(KGTV) - A South Bay city is the latest the approve the sale of legal marijuana in San Diego County.An ordinance that will allow the sale of legal weed in Chula Vista was approved by city leaders Tuesday, after City Council twice delayed a vote on the issue.The ordinance allows for 12 commercial licenses (three in each of the city's four districts) and eight total storefronts (two per district). RELATED: Parents raise concerns over marijuana shop operating near children in Chula VistaPot shops will be required to be at least 150 feet from residential zones, 600 feet from youth centers or parks, and 1000 feet from churches, schools, or daycare centers. Business applicants must have a year of experience operating a legal marijuana business.The ordinance will also allow legal delivery services to operate in the city and for businesses that grow cannabis, though only in industrial areas of the city. Now, Chula Vista resident will be tasked with voting on a local cannabis tax. Tax dollars would pay for new changes, processes, and enforcement of marijuana in the city.If everything is approved, the measure would go into effect Jan. 1, 2019, a year after a voter-approved proposition legalized weed across California.Chula Vista leaders hope the new ordinance will help crack down on illegal pot shops operating within the city. 1421

(AP) — The potential magnitude of the wildfire disaster in Northern California escalated as officials raised the death toll to 71 and released a missing-persons list with 1,011 names on it more than a week after the flames swept through.The fast-growing roster of people unaccounted for probably includes some who fled the blaze and do not realize they have been reported missing, Butte County Sheriff Kory Honea said late Thursday.He said he made the list public in the hope that people will see they are on it and let authorities know they are OK."The chaos that we were dealing with was extraordinary," Honea said of the crisis last week, when the flames razed the town of Paradise and outlying areas in what has proved to be the nation's deadliest wildfire in a century. "Now we're trying to go back out and make sure that we're accounting for everyone."Firefighters continued gaining ground against the 222-square mile (575-square-kilometer) blaze, which was reported 50 percent contained Friday night. It destroyed 9,700 houses and 144 apartment buildings, the state fire agency said.Rain in the forecast Tuesday night could help knock down the flames but also complicate efforts by more 450 searchers to find human remains in the ashes. In some cases, search crews are finding little more than bones and bone fragments.Some 52,000 people have been displaced to shelters, the motels, the homes of friends and relatives, and a Walmart parking lot and an adjacent field in Chico, a dozen miles away from the ashes.At the vast parking lot, evacuees wondered if they still have homes, if their neighbors are still alive, and where they will go from here."It's cold and scary," said Lilly Batres, 13, one of the few children there, who fled with her family from the forested town of Magalia and didn't know whether her home was still standing. "I feel like people are going to come into our tent."At the other end of the state, more residents were being allowed back in their homes near Los Angeles after a wildfire torched an area the size of Denver. The 153-square-mile blaze was 69 percent contained after destroying more than 600 homes and other structures, authorities said. At least three deaths were reported.Schools across a large swath of the state were closed because of smoke, and San Francisco's world-famous open-air cable cars were pulled off the streets.Anna Goodnight of Paradise tried to make the best of it, sitting on an overturned shopping cart in the Walmart parking lot and eating scrambled eggs and hash browns while her husband drank a Budweiser.But then William Goodnight began to cry."We're grateful. We're better off than some. I've been holding it together for her," he said, gesturing toward his wife. "I'm just breaking down, finally."More than 75 tents had popped up in the space since Matthew Flanagan arrived last Friday."We call it Wally World," Flanagan said, a riff on the store name. "When I first got here, there was nobody here. And now it's just getting worse and worse and worse. There are more evacuees, more people running out of money for hotels."Some arrived after running out of money for a hotel. Others couldn't find a room or weren't allowed to stay at shelters with their dogs or, in the case of Suzanne Kaksonen, two cockatoos."I just want to go home," Kaksonen said. "I don't even care if there's no home. I just want to go back to my dirt, you know, and put a trailer up and clean it up and get going. Sooner the better. I don't want to wait six months. That petrifies me."Some evacuees helped sort the donations that have poured in, including sweaters, flannel shirts, boots and stuffed animals. Food trucks offered free meals, and a cook flipped burgers on a grill. There were portable toilets, and some people used the Walmart restrooms.Information for contacting the Federal Emergency Management Agency for assistance was posted on a board that allowed people to write the names of those they believed were missing. Thomas Seiver said.The man, whose age and name were not immediately available, was taken to a hospital for treatment of life-threatening injuries, Seiver said, adding that the victim was not expected to survive.The Sheriff's homicide unit responded and were investigating the circumstances leading up to the man's injuries. 716

  

CINCINNATI — Four Cincinnati Reds players knelt during the national anthem before an exhibition game against the Detroit Tigers at Great American Ball Park Tuesday night.Among the players kneeling in solidarity with the Black Lives Matter movement were Joey Votto, the Reds' star first baseman, pitcher Amir Garrett and left fielder Phillip Ervin.Garrett recently said he was reluctant at first to speak out in support of the Black Lives Matter movement, but he now says he's found his voice and calls for an end to racial injustice."I was scared to talk about these injustice issues we were having because in baseball, there's not a lot of African Americans that play the game, and I was nowhere near Kaepernick (in prominence)," Garrett said. "I felt I could be pushed out of the game. That was really scary for me."Since the death of George Floyd at the hands of police in Minneapolis earlier this year, Votto has been an outspoken supporter of the Black Lives Matter movement. Earlier this month, he was seen wearing a Black Lives Matter shirt during a workout."I think I've changed as a man. I feel my perspective has changed," Votto told the Associated Press earlier this month. "I didn't want to (speak up), but I couldn't sleep. There was a long stretch where I couldn't sleep. When it affects me that deeply, I felt strongly about saying something and learning. Every day I'm trying to learn."The demonstration by Reds players came a day after several members of the San Francisco Giants knelt for the national anthem prior to an exhibition on Tuesday. CHULA VISTA, Calif. (KGTV) - Chula Vista Police officers and San Diego County Sheriff's deputies surrounded a South Bay home Friday in a SWAT standoff.San Diego Sheriff's deputies stopped a vehicle near Orange Avenue and Interstate 805 in Chula Vista for a vehicle violation at about 12 p.m., according to SDSO. Deputies were working a multi-agency narcotics operation when the stop occurred.A passenger, identified as Fernando Salas, fled the vehicle shortly after the stop was initiated. Salas resisted deputies' attempted to detain him, SDSO said, resulting in minor injuries to one deputy.Salas fled into a home in the 1400 block of Camellia Court, prompting a standoff.The occupants of the home forced Salas to surrender and he was taken into custody by deputies on charges of resisting a deputy, according to SDSO. The driver of the stopped vehicle, identified as Daniel Garcia, was arrested on charges of possession of a controlled substance and possession of metal knuckles.A person inside the home, identified as Angel Garcia, was also arrested for felony child endangerment for "his actions during the incident," according to SDSO.Several individuals ran from the home. Officers and deputies handcuffed as many as 12 people and placed them in U.S. Border Patrol or Sheriff's department vehicles. A child and dog were also removed from the home.Only Salas, Daniel Garcia, and Angel Garcia were arrested though, SDSO said.Sheriff's deputies and Chula Vista Police officers cleared the scene around 3 p.m. but didn't brief media on the situation before leaving. 1621
