SAN DIEGO (KGTV) - San Diego County Crime Stoppers released photos of a suspect and offered a reward Thursday for tips about an assault in the Midway area. A man parked his vehicle along the side of the Arby’s at 3777 Midway Drive April 6 about 7 p.m., inadvertently cutting off another driver. The man went inside the restaurant and got into an argument with the driver. During the fight, the driver punched the victim in the head eight times, police said. The victim fell to the ground and the driver stomped on his head with his feet, according to investigators. The victim was taken to the hospital and treated for an orbital fracture. The suspect drove away from the area, police said. He is described as white, about 30 years old, with a muscular build. The sides and back of his head are shaved, according to officers. The man was wearing a long-sleeved black Nike shirt, black shorts, and black tennis shoes with white soles. Anyone with information is asked to call Crime Stoppers at 888-580-8477. 1014

SAN DIEGO (KGTV) - San Diego firefighters found themselves in an unusual position Thursday, battling flames inside a city water tower. The fire broke out as crews were demolishing the tower on federal property in Point Loma. Officials said some of the materials the demolition team was using to cut the tank apart caught the scaffolding on fire. “The wind today drove that fire and blew it very quickly,” a firefighter told 10News. With much of the tower covered in plastic, firefighters had to go inside, climbing through scaffolding with their hoses. “The potential for three rescues and the hook and ladder trucks out here, I thought maybe this is a serious event but they seem to have it completely under control,” said neighbor Casey Schnoor. Firefighters spent the afternoon hosing down the rest of the tower as a precaution. 839

SAN DIEGO (KGTV) — San Diego Mayor Kevin Faulconer has identified a park-and-ride lot in Scripps Ranch as a perfect place for new affordable housing, but neighboring businesses worry the plan will drive away their customers."You solve one problem and create ten new ones. There’s seven businesses that are going to suffer," said Yannis Pihas, owner of Yanni's Bar & Grill.Pihas says his customers, as well as visitors to the two hotels in the center, frequently use the park-and-ride because there is limited parking otherwise. While he's attempted to speak with city leaders about his concerns, so far he says he has not been given any indication that the housing project will include parking that the businesses can use.ABC 10News reached out to the city. A spokesperson says the project is still in the early process of planning and that details on potential parking have yet to be worked out. The spokesperson also said the public can always bring concerns to the area's planning board and that there will be more opportunities for public input once the plan is prepared. In a statement, Mayor Faulconer said, "There is a great need in our community for housing that gives folks a real chance to have a place of their own, but also the support system they need to stay housed. This public-private partnership will help transform these vacant City-owned properties into opportunities that will change the lives of so many of our fellow San Diegans for the better."The plan is expected to be finalized and brought to the City Council for a vote in 2021. 1566

SAN DIEGO (KGTV) — San Diego officials are offering a new location to help temporarily shelter migrants seeking asylum. The city says it has identified a new property to use as a shelter since its current temporary shelter doesn't have the occupancy for long-term sheltering, in a letter to California's Office of Emergency Services."The county recently vacated the Camp Barrett youth correctional facility in Alpine. The facility is already classified for residential occupancy and therefore does not require significant alteration to be used as a shelter," Robert Vacchi, deputy chief operating officer of San Diego's Neighborhood Services, wrote.RELATED: Exclusive look inside San Diego shelter for migrant asylum seekersCamp Barrett was closed in October following years of steadily decreasing populations at the county's in-custody facilities, according to the county. The remaining population was relocated to a Urban Camp facility in Kearny Mesa. The facility was capable of housing 125 boys.Camp Barrett and surrounding property is owned by the city's Public Utilities Department, but slated for sale. Vacchi writes the property could be leased to the state or third-party on a temporary basis to use as a shelter for asylum-seeking migrants. The Alliance Healthcare Foundation has agreed to fund the operation of a facility, according to Vacchi, and the city has been in talks with the agency to secure shelter operations. The city is facing a Feb. 4 deadline to vacate the current shelter being used for migrant asylum seekers. The location of that shelter is being kept private to protect the migrants. 1618

SAN DIEGO (KGTV) - San Diego County will expand enforcement efforts to track down businesses knowingly operating in violation of the current public health order. After a bit of a lengthy back and forth, the board of supervisors voted unanimously to expand the current enforcement team.Currently, the county’s newly developed Safe Reopening Compliance Team focuses on egregious cases, outbreaks, and complaints. There are only ten staff members presently on the team, 13 more will be added on during phase one to continue looking into egregious cases and outbreak investigations.A Healthy Compliance Call Center also went live, where members of the public can report violations of the public health order by calling (858) 694- 2900.Tuesday’s vote to include a phase two will add 22 staff members at .8 million to follow up with businesses or entities that are still operating in violation of the public health order. The funding will come from the CARES Act.Two other enforcement options were on the table for supervisors consider, but they were voted down by the majority.Dr. Wilma Wooten, the county’s public health officer, has already sent several letters ordering businesses to close down until they comply with the order.A handful of gyms and churches in the county have stayed open inside despite being ordered to close or move their operations outdoors. This week the San Diego County District Attorney’s Office filed five misdemeanor charges against a Ramona gym owner for failing to comply. 1505
