A pro-growth group's sweeping victory this week could smooth the road for more dense housing in San Diego's uptown neighborhoods.The group, Rise Up Town, won all seven open seats on the city's Uptown Planning Group. The all-volunteer board makes official recommendations to the City Council on proposals in Hillcrest, Bankers Hill, Mission Hills and parts of University Heights. Rise Up Town campaigned on "taller, well designed buildings," with support for affordable development, faster approval, and more walkable and bikeable neighborhoods, with lower speed traffic. It also said the current board members weren't doing enough to support growth in a time that San Diego needs it. "We thought that we could address the problems that we saw in terms of housing affordability, in terms of bike and pedestrian infrastructure within the community," said Clint Daniels, one of the newly elected members. "We got together, we were passionate about it, and we thought those passionate ideas that we could serve the community well."About 500 people voted in the election, held Tuesday before the Uptown Planning Group's meeting. A migrant rescue ship has docked in Malta after being stranded for days in the Mediterranean amid a diplomatic dispute over which country should accept the 141 migrants on board.The migrants, including two pregnant women and 67 unaccompanied minors, disembarked from the Aquarius Wednesday at Senglea, a port city in Malta. They will soon be sent to locations in France, Germany, Luxembourg, Spain and Portugal, which have agreed to take them.The mood on board was jubilant as the ship neared the port, according to video tweeted by charity Doctors without Borders (MSF). The images also showed a large sign suspended on an outside wall at the port that read, "Everyone has the right to life."In another video, upbeat music can be heard blaring as the ship docked. A study released earlier this year conducted by university researchers from both the UK and US indicated that climate change is causing more extreme rainfall events from hurricanes, specifically among Caribbean islands.The study was authored by researchers from Bristol University in the UK and MIT in the US.The researchers said that the focus on the study was on extreme rainfall from hurricanes, like Hurricane Dorian which, stalled over the Bahamas last year.“Overall, the results suggest that the Eastern Caribbean region in particular (Puerto Rico and the Dominican Republic) is likely to benefit from a reduction in extreme hurricane precipitation events resulting from increased efforts to stabilize global warming,” the study reads, pointing to the Paris Climate Accord as a benchmark for minimizing the impact of extreme rainfall events from hurricanes.The research found that events like Hurricane Maria, which struck Puerto Rico in 2017, would happen twice as frequently if sea surface temperatures increase by 2 Celsius instead of 1.5 Celsius, which is the goal of the Paris Climate Accord.In the case of Hurricane Dorian, an event like that could strike the Bahamas four to five times more frequently if sea surface temperatures increase by 2 Celsius instead of 1.5 degrees. A rare, deadly form of skin cancer is on the rise in the US, and dermatologists are warning people to take extra care of their skin as we head into the summer months.Merkel Cell Carcinoma is found mostly among older patients, but the American Cancer Society says that there are around 1500 cases reported each year."It's devastating because it's usually not picked up until later stages," says Dr. Melanie Palm. She works at Art of Skin in Solana Beach and has treated one case of MCC. "It's more lethal than melanoma. It often has lymph node involvement. It very quickly metastasizes."Research from the ACS says the disease is often associated with a virus. But it seems to affect older people because they have more, prolonged exposure to the sun.Doctors are calling attention to MCC and other forms of skin cancer all throughout May during Skin Cancer Awareness Month. They say it's much easier to prevent Merkel Cell and other cancers than it is to treat them."We live in San Diego. I don't want people to hide from the sun," says Dr. Palm. "But I think being responsible about it is reasonable."That includes wearing sunscreen, protective clothing and regular visits to a dermatologist."It's something I tell all my friends," says Jen Massara, a skin cancer survivor. "Best case scenario is you're fine, you check that box, you're good to go. Worst case scenario, they find something, and you get it taken care of."Self-inspections are also helpful. Dr. Palm tells her patients to keep the "ABCDE's" in mind when looking at moles."A is asymmetery, if it has an odd shape," she says. "B is Border, is the border irregular on the spot. C is color. Is it dark, pink or have several colors. D is diameter. We don't like anything bigger than a pencil head. And E is evolution, has it grown or changed over time."As for sunscreen, Dr. Palm says you want to make sure zinc oxide or titanium dioxide have the highest percentage of all the active ingredients.
