SAN DIEGO (KGTV) - Port of San Diego Commissioners saw the latest draft of the new Port Master Plan this week while allowing people who live in the area one more chance to weigh in on the region's future.The Port Master Plan is a 51-page document that will guide development along the San Diego Bay. This is the Plan's first update since it was created in 1981."For the first time, we include elements, or chapters of goals, objectives, and policies that will guide issues that apply Bay-wide, not just specific to individual locations," says Lesley Nishihira, the Port's Planning Director.The new Master Plan calls for more hotel development, with nearly 4500 new rooms on Harbor Island and the Embarcadero. But it prohibits new hotel rooms on Shelter Island, the Coronado Bayfront, and the Silver Strand.RELATED: Planned park could impact USS Midway MuseumIt also includes provisions for height restrictions on new buildings, a plan to turn the parking lot at Navy Pier into park space, and commercial industry use guidelines along the Bay.Port employees have been working on it for nearly eight years, with the Port Commissioners holding 40 meetings about the Plan, as well as dozens of public forums.But critics say it is too focused on tourism and industry and does not do enough to help out San Diego residents who live along the Bay, particularly in low-income areas south of the Convention Center."The status quo isn't good enough for the community," says former City Councilman David Alvarez, who has been vocal in his criticism of the new Plan. "We've seen the pollution. We've seen the impacts; the parking problems, the lack of access to the water (for low-income residents)."Alvarez brought these issues up at a public comment session on Monday. He says, to his surprise, the Commissioners voted unanimously to make sure more Social and Environmental Equity issues go into the Plan.Port employees say they will include specific policies in the final draft to ensure all San Diegans can benefit from the Bay."We'll take a closer look at those policies and see where we can include more information to make sure we're truly addressing the issues as needed," says Nishihira.Port employees are now finishing the Final Draft of the new Master Plan. It should be completed by the summer of 2021. SAN DIEGO (KGTV)- More than a thousand job seekers attended the annual Jobtoberfest at Pechanga Arena in San Diego Tuesday..One of those looking for a new position was Mirella Solis. She's living with cerebal palsy which has kept her in a wheelchair. But, it's not holding her back. "When people look at me. It's been really hard, but I overcome that. You can do anything, I tell people you can do anything in the world," said Solis.Solid has worked in the security field and wants to move onto bigger opportunities so she decided to attend this job fair.Charlene Autolino is the chair of San Diego Committee on Employment of People with Disabilities, which put the fair together. She said the event gives many more than just a job, but motivation to strive for more."Imagine being told for years that you can't do anything because of this disability, or you aren't capable of able which is not true," said Autolino.The organizer of this event will also be hosting a similar job fair specifically for veterans in November. 1031

SAN DIEGO (KGTV) — Police are looking for the thief who committed a brazen robbery at a South Park metaphysical shop, stealing a ,000 crystal ball in broad daylight in front of store staff and other customers.The theft occurred Monday afternoon around 12:30 p.m. at Crystal Blue Vibrations, San Diego Police said. "This was a lot worse than we thought," co-owner Andrew Lucas told 10News. "That's when we went to the video tape and it showed everything."The thief could be seen casually walking through the store, chatting with an employee behind the counter. He then walked over to the front display, which included several large crystal spheres. He reached in to grab an expensive one, but knocked over a shelf, leaving shattered glass all over and drawing the attention of the employee. However, it appears the employee did not realize the man was attempting to steal the item. While the employee was focused on cleaning up the mess, the the thief can be seen grabbing the crystal ball, placing it on the ground, dribbling it like a soccer ball to the front door, then bending over to pick it up and walk out. "I thought I'd seen it all," Lucas said. "Yeah, it's pretty brazen. It's heartbreaking."Lucas says he plans to limit how much access customers have to certain items in the future. "And more security, but I guess that's what the world is coming to."A police report has been filed. Lucas hopes someone may recognize the thief from the surveillance video and will come forward to identify him. 1513

SAN DIEGO (KGTV) - Police arrested two people following a pursuit through San Carlos Friday night.Officers say they responded to reports of gunshots near the San Carlos Recreation Center around 9:53 p.m. They said they tried to pull over a suspicious vehicle, but it took off. A five-minute pursuit took place before the suspect’s car crashed near the Jackson and Golfcrest Drives.The suspects rushed out of the vehicle, but one was caught after surrendering at a nearby taco shop.  The other one ran into a nearby housing complex. That suspect surrendered after about a three-minute standoff.Police say they found guns in the car. The suspect's names have not yet been released.  713

SAN DIEGO (KGTV) — Murder during rape is a special circumstance, meaning no bail for the man accused of killing an elderly woman in her Normal Heights home in 1987.Kevin Ford, 62, didn’t have much to say in court Tuesday, charged with the murder and rape of 79-year-old Grace Hayden. Some advances in technology and persistent police work helping make today happen after three decades.The video remains just as chilling today as it was 31 years ago. Hayden's body was wheeled out of her home. Her neighbor told 10News reporter Steve Fiorina back then, that she was a friendly neighbor."She was loveable, friendly, never bothered, as far as I know, anyone," the neighbor said."Never went out because she was something like handicapped. She was a nice lady," another neighbor said.The case went cold until a single fingerprint found on Hayden’s stove. And some hard work led investigators to an arrest in North Carolina.San Diego DA investigator Tony Johnson was reviewing the unsolved case when he found that fingerprint. He submitted it to a national database and got a hit from a 20-15 warrant out of North Carolina.Three years ago he talked with KPBS saying, “a case goes cold primarily when the initial team that’s investigating the case has run out of leads.”Ford was extradited to San Diego. Tuesday, he was arraigned before a judge. A public defender said ford denies all charges.Ford is due back in court on Aug. 7. 1460
