SAN DIEGO (KGTV) - San Diego Sheriff's Deputy Richard Fischer was re-assigned to administrative duties after a woman's allegations of inappropriate behavior surfaced this week.Now, a San Marcos woman is alleging Fischer did the same thing to her last year.    The woman is accusing Fischer of inappropriate conduct and touching in August of 2016, according to her attorney, Dan Gilleon.RELATED: Woman claims she was groped by San Diego deputy, files claim against department"Her house was burglarized during in the day and Fischer was one of the deputies that arrived to investigate the burglaries. They all leave," Gilleon said of his client's claims.Later, Gilleon said she heard a knock at her door."It's Deputy Fischer again. She opens the door and he looks at her and says, 'It looks like you could use a hug,' and without her consent reaches in and hugs her," Gilleon said.Gilleon added Fischer knew no one else was home."It shocks her, she's startled. The hairs going up on the back of the next," Gilleon said, alleging Fischer then uses the same ruse as another woman claims - asking to use the bathroom."Now he's deeper into the house and hugs her again. Now she's resisting and walks him to the door and he says - don't worry. I'll be in the community and I'll be keeping an eye out for you," Gilleon said.The second woman saw a news story about the other woman's similar allegations and recognized Fischer, according to her attorney."When she saw the story she knew word needed to get out. She wanted the other woman to know the same thing happened to her and she wanted the community to know this is what he is out there doing," Gilleon said.   Gilleon is filing the second claim next week.An SDSO spokesman told 10News  he will look into this second allegation and issue a statement. 1894

SAN DIEGO (KGTV) — Scripps Health in San Diego is inundated with calls from people who are worried that they might have the coronavirus.“Understandably, people are now getting upper respiratory infections and right away they're thinking is this COVID-19 so they're calling the line and we're giving them the help that they need,” says Dr. David Wetherhold.The hospital network's dedicated COVID-19 nurse line is reportedly peaking at 60 calls every 15 minutes, connecting patients to nurses for screenings. If a nurse believes that a phone call warrants a video call and the video call warrants actual testing, the nurse will assign the patient a time to park outside one of the cabanas now staged outside three of the Scripps Health clinics. The patient will then call in. “A single licensed provider will come out to your car [and] do an evaluation. They'll check your blood pressure. They'll check your temperature. They'll check your pulse and your oxygenation level and then they will obtain the COVID-19 sample which is a swab into the nose,” adds Wetherhold.Wetherhold says COVID-19 test results come back in two to four days. Positive patients will only need to return for treatment if their symptoms are unmanageable. He's also working vigorously on Scripps Health’s larger telehealth program. It was supposed to roll out over the next 18 months, but with COVID-19, it's been compressed into a few weeks. Wetherhold tells 10News that patients who are considered "at risk" are in desperate need of virtual care so that they can avoid any potential exposure to COVID-19. “The immunocompromised, transplant patients, heart failure patients or cancer patients. SAN DIEGO (KGTV) -- San Diego State University Saturday ordered all on-campus residents to stay at home over Labor Day Weekend amid an increase of coronavirus cases tied to the university.The university sent an email to students who live on campus, advising them to stay “in their current residences except for essential needs.”The “Stay at Home” order is in effect from 10 p.m. Saturday, September 5, through Tuesday, September 8 at 6 a.m.RELATED: San Diego State University reports 120 more COVID-19 cases since fall start“At that time, this order will be revisited and updated as necessary,” the university said of the order’s expected expiration.“Violations of this order may result in disciplinary consequences,” the school continued, although no specificities were given as to the consequences for violating the order.The announcement comes as the university has, so far, experienced 184 confirmed and probable COVID-19 cases since the start of the fall semester. 978

SAN DIEGO (KGTV) — Small Business Administration Administrator Jovita Carranza visited San Diego to check on America's investment in small businesses."Being here in San Diego and very vibrant market and thousands and thousands of small businesses benefited from the Paycheck Protection Program," Carranza said.One of those businesses is VetPowered and their non-profit Workshops for Warriors, which trains veterans in manufacturing. The company launched in 2008.More than 750 veterans have graduated and 95% of them have been placed in permanent jobs. "The SBA funding we received was a lifeline had we not received that funding we would have had to shut down operations and all the students that were here most of them would become homeless so thanks to these loans not only were we able to continue operations we’ve had two COVID graduations we’ve been able to put almost 100 graduates that I’ve been trained and certified in advanced manufacturing skills into the workforce and I am so thankful for their support," Hernán Luis y Prado, Founder and CEO of VetPowered and Workshops for Warriors.Carranza said negotiations for another round of PPP has been in negotiations for more than two months.
