SAN DIEGO (KGTV) -- San Diego County businesses have until Saturday morning to make sure they are up to par with the state’s COVID-19 purple tier guidelines, but El Cajon’s mayor said businesses in his city won’t be punished for not abiding by the rules.Mayor Bill Wells said he’s fielding a flood of phone calls and emails from El Cajon businesses since the county moved into the purple tier earlier this week.“People are coming up to me saying, ‘We’re not going to close, if we close, we’re never going to reopen.’ And, ‘We don’t want to have issues with the county or state, but we need to feed our family, pay our mortgages,’ and I understand,” Wells said.Since the pandemic began, the El Cajon City Police Department has already been told to categorize COVID-19 related enforcement calls as a low priority. Wells said that approach will not change this weekend.“If somebody called and said there was a nail salon or hair cutting place open, we’re not going to go shut them down. We reserve the right to do some enforcement,” said Wells. “If you don’t like the fact that there’s a business open, don’t go in there. That’s fine, you don’t have to go in there. Don’t give into the temptation to control someone’s behavior and if you do, do it in a civil nice way.”Though he said he understands the concern about the increase in COVID-19 cases, Wells said he believes the attempt to control the spread of the coronavirus shouldn’t be handled like this.He said, “We’ve had a disease as long as people have been alive, and disease runs its course. Everyone gets exposed, they develop antibodies and they move on; as far as I know we’ve never shut down an entire economy.”All of the restrictions will go into effect Saturday at midnight. 1743

SAN DIEGO (KGTV) – San Diego Gas and Electric has restored power to the 2,900 people affected by public safety power outages Monday. SDG&E shut off power to thousands of North County residents Monday amid Santa Ana winds. Just after 9:30 a.m., the utility said service was turned off for 2,743 customers “to maintain public safety." By noon, that number increased to 2,908."If the current weather forecast holds, SDG&E does not anticipate the need for further Public Safety Power Shutoffs on Tuesday," the company said.Over the weekend, 21,480 residents in San Diego’s North County were warned via phone, text message, and email that a power shutoff was possible on Monday and Tuesday. The shutoffs are approved by state regulators as a safety tool to mitigate fire risk during dangerous weather conditions, SDG&E said.Strong Santa Ana winds and weather conditions prompted the decision to inform customers of potential shutoffs.Updates on SDG&E’s power shutoffs can be found at https://www.sdge.com/power-safety-power-shutoff. 1050

SAN DIEGO (KGTV) -- San Diego home values continue to grow as the market shows signs of slowing, according to a report by Zillow. The company says the median home value in San Diego currently sits at 1,500, rising just over one percent year-over-year. According to Zillow, at this time last year, home values were growing by about 6.1 percent. San Diego’s housing inventory also increased over the last year, jumping six percent. According to the site, there are 531 more homes on the market than last July. In the rest of the U.S., the median home is worth 9,000, up 5.2 percent from a year ago. By this time last year, home values in the U.S. rose at 7.7 percent. Despite the slowing trend, Zillow says home values are still growing in 48 of the top 50 markets. Zillow says San Jose and San Francisco are the exceptions, indicating stabilizing values following a period of extreme growth. 906
