SAN DIEGO (KGTV) - San Diego Gas & Electric customers across San Diego County are on standby Thursday for possible power outages due to an increased risk of fire. About 34,000 homes and businesses received 48 hours' notice of the possible shut-off to lower the hazard posed by power lines, according to SDG&E. The utility company issued two additional notices Thursday and downgraded the number of affected customers to about 18,000 at 4:45 p.m."Notifications are made via multiple channels: outbound dialer calls, text messages, and emails. Varner said she and her kitchen staff have to be smart about perishables in case the power goes out. “We actually don’t have a generator, so we have been kind of trying to prepare just by not overstocking any of our food or slicing perishables that will go bad,” Varner said. Like many others, he was at the pump filling up his gas can for his backup generator at home. Despite the per gallon cost, Desena gladly filled up, saying it's better to have it and not need it, than need it and not have it. "Gotta have it. What’s another few cents? You know?" Desena said. "You have to make sure that it [the generator] is working so that we have some power. Get us through this little event. Hopefully it doesn’t turn into a big event!"CSU San Marcos prepares for possible power outagesDesena said the last time he used his backup generator was during the Red Flag Warning last November. SAN DIEGO (KGTV) - San Diego is an expensive place to live. Many residents are struggling on the edge of homelessness, and others have already slipped over the edge to become part of the population referred to as "unsheltered."' Here at 10News, we're committed to Facing It Together. We're talking about the struggles that are all too real for many people living here. As part of our initiative to face these issues together, 10News anchor Kimberly Hunt spent the entire day with a single mom striving to keep her family together, despite currently being without housing. The day began at 5:30am. Kimberly met the 24-year-old mother who only wanted to be identified as Celina and one of her two children at their SUV parked in a Safe Parking Lot belonging to Jewish Family Service. On this particular morning, it was just Celina and her two-year-old son Jerry. Her daughter Aliyana, 6, is spending her fall break from school with her grandmother and step-grandfather in Tijuana. Celina's mother lives in Tijuana and gives her financial help. " I was living in Mexico and I wanted my daughter to go to school here,” Celina said. Not wanting to cross the border every day and not being able to find affordable housing in San Diego means Celina will start the daily cycle that begins with waking up a sleeping baby. " My kids keep me motivated, keep me going, trying to do what I can for them.” Celina carries Jerry to the porta-potty and back to the vehicle to begin the lengthy process of folding up the blankets and mats and putting a half dozen bins, filled with their belongings, back into the SUV. Complete Coverage: Facing It Together“Roll this up, put the seat up, put car seat in. Have them jump over the seats and get into the car seats. I put these three bins in, put this basket in, then these come on the other side. There's another basket, his stroller goes in this corner. The other corner has the laundry basket. And I put the stroller standing up to fit it in. That's how I fix the car." With the car packed, the family heads to daycare about 30 to 40 minutes away. The kids are fed before the daycare provider walks Aliyana to school around the corner. Celina will head to her job at the ARC of San Diego. She just began working full-time two weeks ago. Now she has a steady paycheck and benefits. That will help because Celina is five months pregnant. As Celina and Kimberly arrive at ARC, a LEAD supervisor greets them in the parking lot. Angie Aquilar is aware that Celina comes to this job already in a challenging position. "I'm not sure where she's staying…I always try to keep her spirits up and brighten her day. I know she's here to brighten other folks’ days…and I just wish the best for her,” Aquilar said. Hunt goes with Celina through her work day in the yoga class with clients, as well as the art, games, and activity center. Celina says everyone here is nice and it makes her feel good to help the disabled clients they serve live a more independent life. "No matter what...they see you for who you are." At the end of her workday, Celina heads back to daycare to pick up her children. She usually stops for food. Aliyana gets to pick. "Sometimes we'll go to Walmart. I have them eat. She'll pick out what she wants. We're kinda just killing time…because we can't get here (JFS Safe Parking Lot) until 6 p.m.” After dinner, they make the drive back to the Safe Parking Lot. Showers are available once a week here, but Celina has other options for that as well. Then they head into the common area where boxed meals are provided through an agreement with Starbucks. Volunteers will play with Jerry and Aliyana while Celina enjoys the conversation of other guests here. The Director of Strategic Partnerships, Carole Yellen, says normalizing the environment for children and adults is very important. " When they come here, they connect with people in similar circumstances and they connect not only with resources, but with each other. The emotional support of the neighborhood community here is what keeps many people motivated on a really hard journey back to permanent housing." After Jerry and Aliyana play, it's time to unload the car of its bins, baskets and strollers and put down the seats so the family can go to bed. Celina knows this can't continue much longer. She receives government aid and that comes with welfare checks on the children. She was notified she has three months. Celina will give birth in four months. "I don't want my kids to be away from me. They're kinda the reason I stay up, I keep moving forward. They're my motivation basically. They're not being abused; they're being well taken care of. I know this situation is kinda hard, but my daughter goes to school every day. She doesn't miss,” Celina said. “I wouldn't want to separate them or have them live with anyone else other than, right now, with me." Celina is busy looking for an apartment or a room that can accommodate the whole family. If she can't find it soon, she understands she needs to make another choice. "Mexico is not expensive, so I would most likely just cross every day." For now, she’s accessing the resources provided by Jewish Family Service. Every guest is required to work with a case worker and a housing specialist. The goal is getting help to get on her feet. "I'm looking, I have faith, I have hope that things will change." 5375

SAN DIEGO (KGTV) — San Diego Police have released officer bodycam footage of a fatal shooting involving a man in Mountain View earlier this month.San Diego Police say 39-year-old Jose Alfredo Castro-Gutierrez was shot and killed after officers responded to the 300 block of South Pardee Street just before 5 a.m. on Oct. 19 over reports of a violent disturbance involving a weapon.According to police, Castro-Gutierrez was staying at a home as a guest when the residents were woken up by him. He had reportedly been acting paranoid and ripped a metal curtain rod from a window and began breaking windows and other objects in the home.Video shows Castro-Gutierrez crawl through a window in the front of the home and run toward police, before officers fired their weapons and fatally struck him. A metal pole was found near him.Three officers fired at Castro-Gutierrez: One officer fired a bean bag round, another officer fired a Taser, and a third officer fired several rounds from his service pistol, SDPD says.Officers started first aid at the scene, but Castro-Gutierrez was pronounced dead at the hospital. The officer who fired his service pistol was identified as Isai Castillo, a two-year veteran of SDPD assigned to Southeastern Division.Gene Iredale, the attorney who represents Castro’s family, says they are planning to file a wrongful death action. He says the lethal force was not warranted.“This was a tragic combination of negligence and callousness that led to a needless death,” Iredale said.Iredale says his client leaves behind a wife and a one-year-old child. He says Castro is a Mexican citizen and a legal resident of the U.S. His wife lives in Mexicali, but Castro has been working and renting locally.He says Castro also has a history of mental illness.“This was a person in a mental health crisis and was paranoid,” Iredale said. “His last word as he rushed towards the officers was ‘ayuda,’ ‘help me’”In a recorded video statement provided to ABC 10News by Iredale, Castro’s wife was emotional, saying the family is shocked at what happened, calling her husband’s death an injustice. SAN DIEGO (KGTV) — San Diego Lifeguards say beach attendance was much larger compared to a typical weekend, but drastically smaller than the usual Independence Day crowds. Still, lifeguards conducted hundreds of rescues along San Diego's coastline.America's big beach birthday bash was not as jam-packed this year."We didn't know what to expect," San Diego Fire-Rescue Lifeguard Lt. Andy Lerum said. "We thought maybe with LA beaches and Orange county beaches closed, we'd see an influx, but we didn't really."Lt. Lerum says only about 200,000 to 300,000 people came to San Diego beaches this July 4th weekend, compared to over 1,000,000 visitors in years past."Obviously, with the fireworks being canceled, people didn't camp out all day waiting for them," Lt. Lerum said. "So parking lots were full; however, the beaches and parks were not at full capacity."This meant leftover trash was not nearly as bad either. Volunteers of the local Surfrider Foundation spent a fraction of their usual time picking up Sunday morning.Those who did come to the beaches could not wait to dip their feet in the sand."For three months, we are in quarantine, and so it was so hard for me!" Fay Beygi said.Only a few people were seen wearing masks, as many visitors stuck together with their families, or were in the water.While some were hoping for more enforcement, lifeguards shifted their focus on the dangerous high surf. On July 4, 2020, they conducted about 300 rescues — 197 of them were at the La Jolla Windandsea. That number includes responding to swimmers in distress, stingray patients, and boating emergencies.While that is a lot for a typical day, lifeguards say that it is less than half of the usual July 4 numbers. Still, they say Windandsea is a popular place where even experienced surfers and swimmers can get washed away."Avoid rip currents when you can," Lt. Lerum said. "If you get stuck in a rip current, try not to panic. Swim parallel to the shore and go back to shore. And please, supervise your young children. Watch them very carefully."A high surf advisory is in effect this weekend until 12 p.m. on Monday, bringing rip currents and generally hazardous conditions for swimmers. The high surf also could bring some minor flooding to low-lying areas during high tide, including in La Jolla, Del Mar, and Cardiff, according to the National Weather Service. 2377
