TERRE HAUTE, Ind. — An upcoming rule change at the U.S. Department of Justice means federal inmate executions, which are currently carried out by lethal injection could happen by other means, such as a firing squad or electrocution.Currently, all federal executions are done via lethal injection unless a court specifically orders otherwise. The rule change gives the federal government greater flexibility to execute people by other means.The change states that federal executions are to be carried out by lethal injection “or by any other manner prescribed by the law of the State in which the sentence was imposed or which has been designated by a court.”According to the Death Penalty Information Center, all states that allow the death penalty authorize a lethal injection method. Nine states allow electrocution, seven allow lethal gas and three allow a firing squad. Most states that allow methods other than lethal injection do so only under the provision that the injection is found to be unconstitutional, unavailable or impractical.The DOJ rule change goes into effect on Dec. 24, before three more federal inmates are scheduled to be executed. Inmates are scheduled to be executed on Jan. 12, Jan. 14 and Jan. 15.If executions by other means will happen, it’s unlikely they will happen at the Federal Bureau of Prisons in Terre Haute, where federal executions typically take place. The DOJ notice states that the Terre Haute complex is equipped for carrying out executions only by lethal injection. The American Bald Eagle, a federally protected bird once considered endangered, is facing a new threat.Conservationists say the birds are being poisoned, and the number of cases are rising — and some worry the problem will not slow down.Last year, the U.S. Department of Interior lifted a ban on hunting with lead bullets on wildlife refuges. However, it's still illegal to use lead ammo to hunt waterfowl.Many hunters say they use lead ammunition because it is heavier than steel or copper, meaning the bullet reaches the target more accurately. Lead ammo is also cheaper than steel or copper.Betsy Finch is the manager of the Fontenelle Forest Raptor Recovery, which holds dozens of birds of all kinds that need help until they are well enough to be freed or put to rest. She can easily tell when an eagle has lead poisoning."Inability to stand, convulsions, head tremors, difficulty breathing, gastrointestinal distress — because lead paralyzes the gut, so they can't digest food, dehydration," Finch said.The start of 2018 has been hard for Finch, putting her time and energy into sometimes a losing effort."Because there are others that need our help," she said.While she hopes hunters will think twice before firing off their rifles with lead bullets, she doesn't blame all hunters for the rising amounts of lead poisoning. Finch says it's often the hunter who are are the ones who find the sick eagles and bring them to the recovery center. 1490

Surveillance video captured a woman red-handed, with her hand in a donation box at a 7 - Eleven in Melvindale, Michigan.However, she wasn’t putting in her two cents.  The images have some people outraged and giving the lady a piece of their minds. The video shows the woman standing at the counter. It appears when the coast was clear, she made her move.According to the video, she grabbed the donation box meant for the Dearborn Animal Shelter and people with Friends For Animals of Metro Detroit.The staff and volunteers help cats and dogs every step of the way. The donations are used for medical care, food, shelter and anything the animals need in order to help them get adopted.Now it’s gone. “There’s about 40 dollars in there coins and bills”, said 7-Eleven employee Michelle Roberson.“Robbing alone is disturbing, but from a charity that only helps people!,"  said David Wayman, who also works at the store. The shelter and the non-profit both need the support, said  Katie Johnson, Director of Operations with Friends of Animals of Metro Detroit.“We are a non-profit, we take in 2,500 animals a year and we rely on the generosity and support of wonderful donors," Johnson said. "We just put an appeal out there to say, whoever took it, please return it because it will really help us save a little furry life." If you would like to help them recoup some of the money that was lost when the donation box was stolen, you can make a donation at www.metrodetroitanimals.org. 1603

TEMPE, Ariz. — It's a huge breakthrough for the highly contagious and deadly norovirus as researchers at the Arizona State University’s Biodesign Institute have come up with a vaccine made from plants.The norovirus is known as the perfect human pathogen. It can have you feeling awful for days, but researchers at ASU say a form of the tobacco plant may be the key to a vaccine.Also known as the cruise ship illness, norovirus hits nearly 20 million Americans every year. According to Andy Diamos, a post-doctoral researcher at ASU, the average person has the stomach bug five times in their life.“Norovirus is a horrible bug to get,” said Diamos. “It causes vomiting, diarrhea, all sorts of nasty stuff.”There is no vaccine for the highly contagious bug because it's notoriously difficult to produce in a lab, until now, thanks to Diamos and Hugh Mason with the Biodesign Center.“Genetic engineering has allowed us to design systems like plants to produce useful things like vaccines,” said Diamos.By using a form of the tobacco plant, researchers discovered that a harmless bacteria would help grow a norovirus vaccine when the proper genes are transferred to the leaves.“You can basically put in whatever genes you want and transfer those to the plant, so that's how we get the plant to make the vaccine,” said Diamos.According to Diamos, real viruses are surrounded by a shell that protects its genes. The vaccine that grows inside the tobacco plant is essentially that shell without the harmful insides.“If you give that to someone as a vaccine, it looks just like the real virus, but there is nothing on the inside,” said Diamos. “It can't cause disease; it can't actually infect you.”That's what makes these plant-based vaccines safe and effective.“One of the main reasons why we're focusing on plants is because they're so cheap to work with. These vaccines will hopefully be much cheaper to produce than traditional methods,” said Diamos.Many discoveries from ASU researchers hit the market, this one could too, but it needs further study and would eventually need to be picked up by a pharmaceutical company which could take years. 2154

The Boston Athletic Association announced Wednesday that next year's Boston Marathon would be postponed "until at least the fall of 2021.”The race, which typically occurs on the third Monday in April, won’t happen because of the coronavirus pandemic.“With fewer than six months until Patriots’ Day and with road races prohibited until Phase 4 of the Massachusetts reopening plan, we are unable to host the Boston Marathon this coming April,” said Tom Grilk, C.E.O. of the B.A.A said in a press release. “By shifting our focus to a fall date, we can continue to work with stakeholders to adjust the in-person experience for runners and supporters alike. Prioritizing the safety of participants, volunteers, spectators, and community members, we continue to assess all elements of the race, including a potential reduced field size or a weekend date.”Organizers said they are working with government officials and COVID-19 Medical & Event Operations Advisory Group members to see when the 125th Boston Marathon can happen.The B.A.A. said they would announce a new date by the end of the year.This year’s marathon was held virtually back in September. 1160
