FUZHOU, Nov. 6 (Xinhua) -- China is considering to set up a special fund to finance arts creation and cultural performances in the latest move to buoy the development of the country's "soft power," a cultural official said Sunday.The fund, which is likely to be set up in 2012, will pool an initial capital of 200 million yuan (31.54 million U.S. dollars) from the government and private investors to support various forms of arts ranging from opera, philharmonic, ballet, to Chinese folk opera, said Tao Cheng, vice head of the arts department under the Ministry of Culture.Tao told Xinhua on the sidelines of an opera festival held in eastern city of Fuzhou that the fund will gradually expand to 800 million yuan in size over the years. He said the ministry has drawn up the draft and it will be deliberated and finalized.China's top leadership has recently attached greater importance to improving the country's cultural soft power after decades of economic growth. In the sixth plenary session of the 17th Central Committee of the Communist Party of China last month, the nation's decision-makers focused on cultural issues. It was the first time in 15 years that the plenary sessions have put the spotlight on culture.The Ministry of Finance had said it would increase fiscal expenditure on museums, cinemas, music companies, publishing houses and other cultural institutions, and ensure that public spending on the sector grows faster than fiscal income growth. Support policies will be targeted, with a focus on improving the cultural institutions' market competitiveness, it said.

BEIJING, Oct. 29 (Xinhua) -- Chinese Premier Wen Jiabao and Chairman of the Central Military Commission Hu Jintao Saturday issued an order to publicize the Regulations on Resettlement of Ex-Servicemen, which will take effect from Nov. 1.Formulated with an aim to protect the legitimate rights and interests of ex-servicemen, the 53-article document highlights a series of initiatives designed for the appropriate placement of veterans.State organs, social groups, enterprises and public institutions should give preferential treatment to ex-servicemen while recruiting staff members or contract workers, according to the regulations.The regulations provide that demobilized soldiers who register for a civil servant examination or apply for a position in government institutions will be given preference.Those companies or organizations which recruit retired soldiers will enjoy favorable policies prescribed by current laws and regulations.

BEIJING, Dec. 27 (Xinhua) -- The People's Bank of China (PBOC), China's central bank, announced Tuesday that it is banning local regions, institutions or individuals from setting up gold exchanges apart from the existing Shanghai Gold Exchange and Shanghai Futures Exchange.The country also bans the establishment of any gold trading platforms in other exchanges, a statement on the PBOC website said.The statement said the country has ordered a cease to the building of any new gold exchanges or trading platforms. Those which have opened for business must cease operations.The ban came amid bigger risks in gold trading after some local regions, institutions and individuals grew enthusiastic in setting up gold exchanges and trading platforms in recent years as gold prices soared, which led to a surge of illegal practices due to inadequate management, the statement said.It added the central bank will work with the Shanghai Gold Exchange and Shanghai Futures Exchange to boost the healthy development of the country's gold trading market.

BEIJING, Nov. 7 (Xinhua) -- Chinese President Hu Jintao will meet with his U.S. counterpart, Barack Obama, at the 19th Asia-Pacific Economic Cooperation (APEC) Informal Leadership Meeting, said China's Assistant Foreign Minister, Wu Hailong, on Monday.He said the APEC summit will be held from Nov. 12 to 13 in Hawaii, with the theme of "seamless regional economy."According to Wu, speaking at a Foreign Ministry media briefing, Hu will attend the "APEC Leaders' Informal Meeting, Leaders' Dialogue with Representatives from APEC Business Advisory Council, and APEC CEO Summit."China hopes the APEC members will implement the economic growth strategy agreed last year, striving to achieve a balanced, inclusive, sustainable, innovative and safe economic growth, said Wu.China expects the APEC members to comprehensively promote regional trade and investment liberalization, he said, adding that all member states should fulfill their commitments and oppose all forms of trade protectionism.Wu said APEC should strengthen economic and technical cooperation to enhance the development ability of the developing members, and therefore to achieve common prosperity."APEC members generally hold positive attitudes toward U.S. proposals in various fields such as green growth, innovation policy. BEIJING, Oct. 24 (Xinhuanet) -- The average global land temperature has increased by around one degree Cetigrade since the mid-1950s, American scientists announced last week after reviewing historical temperature records to date.According to media reports, the scientists of the Berkeley Earth project have studied more than a billion temperature records dating back to the 1800s from 15 sources around the world.And the result is in line with the estimate made by major institutions which keep official records on the global climate, including the Nasa's Goddard Institute for Space Studies in the US and the Met Office's Hadley Centre in Britain.Meanwhile, the scientists established an open database for the climate records so that skeptics on climate change can assess climage change on their own.Nevertheless, the finding of the scientists at the University of California, Berkeley did not convince climate change skeptics, according to a New York Times report.Anthony Watts, one prominent US skeptics, claimed the study's "methodology was flawed". He also noted that the finding was submitted to journal Geophysical Research Letters before being peer-reviewed.Richard Muller, a physicist and head of the project, argued that the decision to circulate the papers before publication was part a long-standing academic tradition of sanity-checking results with colleagues.He added, cited by the Guardian, "We will get much more feedback from making these papers public before publication."
