SAN DIEGO (KGTV) -- San Diego is one of the least affordable cities for renters, according to a new report by WalletHub. The new report looked at 182 cities around the United States and ranked them based on rental affordability and quality of life. According to the report, San Diego is the 177th least affordable place to rent out of the 182 cities. Only five cities in the U.S., most of them in California, are less affordable than San Diego. Those cities are Santa Ana, Santa Rosa, Bridgeport, Connecticut, Oceanside, California and Hialeah, Florida. However, when it comes to quality of life, San Diego placed 2nd, only topped by Scottsdale, Arizona. Overall, America’s Finest City placed 44th on the list. Although San Diego is expensive, it may be more affordable to buy a home than rent is some areas. A new report found that it is actually more affordable to buy than it is to rent in Chula Vista. A new program also vows to help teachers buy homes. 967

SAN DIEGO (KGTV) - San Diego County Crime Stoppers and police investigators announced Tuesday a reward to find a woman suspected of identity theft and using fraudulent credit cards at Walmart. The woman opened two separate credit card accounts at the Murphy Canyon and Grossmont Center stores Dec. 18, according to the San Diego Police Department’s Economic Crimes Unit. The woman bought ,500 worth of items at each store. Police said the woman also tried to open fraudulent credit accounts at a Marshalls and Target store in Kearny Mesa, but was unsuccessful. The woman later went to a Chase Bank and took nearly ,000 in cash from the bank account of a victim whose identity she stole, police said. The victim’s credit monitoring service notified her of the fraudulent activity. Investigators believe the suspect is using a fake identification card using the victim’s basic information. The victim doesn’t know how the woman obtained her personal data, police said. The suspect, who is white and in her mid 20s to late 30s, was wearing a dark-colored wig while at the bank. She also wore glasses with dark-colored frames. Anyone with information about the woman is asked to call Crime Stoppers at 888-580-8477. 1223

SAN DIEGO (KGTV) — San Diego Mayor Kevin Faulconer, Police Chief David Nisleit, and city councilmembers announced Monday that police would stop the use of a hotly criticized use-of-force technique.Nisleit says he will direct officers in a memo Tuesday to end the use of the carotid restraint procedure, following a weekend of nationwide protests against police violence.“It’s the right thing to do for the community and it’s the right thing to do for our officers," Chief Nisleit said. “Some will say it’s taking away a tool, I say it’s adding a layer of protection."According to the City of San Diego, the department joins a growing number of agencies throughout the nation that have halted the use and training of the carotid restraint. I have heard from the community and the department wants to work toward strengthening our community partnerships to keep all San Diegans safe," Chief David Nisleit added.When asked if the San Diego Sheriff's Department would follow the same move, Sheriff Bill Gore told 10News that the department would continue to allow the restraint method."I want to give me deputies as many less lethal options as I possibly can. And I'm reluctant to take an option like that away because when it's applied properly, it's probably one of the most effective tools we can use out there," Sheriff Gore said. "The alternative would be a use of force impact weapon, like a club, Tazers — which carry with their own danger with them ... I think it's frequently confused when you see incidents like in Minneapolis."Councilmember Monica Montgomery applauded the move as a much-needed first step in action to provide police reforms.“I am thrilled with this tangible action taken by Mayor Faulconer and Chief Nisleit to ban the use of the carotid restraint. The in-custody death of George Floyd, that sparked nationwide outrage and protest, has further underscored the need for accountability and transparency measures," Montgomery said. "Community organizations, such as the Racial Justice Coalition, the NAACP and the Coalition for Police Accountability and Transparency have long advocated for the ban on this — sometimes deadly — use of force."Mayor Kevin Faulconer has also directed three city advisory bodies to hold emergency meetings to discuss the strengthening of community and police relations. The bodies will also discuss de-escalation policies, according to the city. “We are watching the hurt and pain so many people are expressing after the tragic death of George Floyd, and are committed to taking new actions to make sure something like this doesn’t happen in San Diego,” Mayor Faulconer said.“That starts today with the police chief’s decision to immediately stop this particular restraint that has led to so much concern and frustration by many in our minority communities. I want to thank Chief Nisleit for listening to those demanding justice and doing the right thing," he added. The news comes after protests turned to riots in both San Diego and La Mesa over the weekend. Of the 97 people arrested at San Diego protests Sunday, Nisleit said about a quarter of the individuals were from out of town. SAN DIEGO (KGTV) — San Diego Metropolitan Transit System (MTS) has updated its use of force policy to include a ban on the carotid restraint technique among other new policies.MTS said the agency is training officers and has started testing the policies, which include:Banning carotid restraints and choke holds, prohibiting the use of knee pressure on the neck, throat or headA requirement that the use of force to be proportional to the seriousness of the offenseRequiring officers to intervene if witnessing excessive force by another employeeA requirement to use de-escalation tactics when feasible (de-escalation training was previously provided, but now written into policy)Requiring a warning prior to the use of forceMTS will also begin its fare diversion pilot program on Sept. 1 to help riders caught without fare avoid court fees or a citation.RELATED: San Diego MTS steps up efforts to keep riders, workers safeThe new policies come after several local agencies moved to end the use of the carotid restraint technique and reform their own use of force policies."These reforms to the use of force policy are another step in our effort to comprehensively restructure our approach to transit safety.
