ROCHESTER, N.Y. – New York Attorney General Letitia James announced Saturday that she will empanel a grand jury as part of her investigation into the death of Daniel Prude in Rochester.Activists have marched nightly in Rochester since police body camera videos of the encounter with the Black man visiting from Chicago were released this week by his family.“The Prude family and the Rochester community have been through great pain and anguish," James said in a statement. "My office will immediately move to empanel a grand jury as part of our exhaustive investigation into this matter.”Prude died of the effects suffocation after he was held by the police last spring.Seven police officers involved in the suffocation death of Prude have been suspended by the city’s mayor, who said she was misled for months about the circumstances of the fatal encounter.A union leader defended the officers Friday, saying they followed their training “step by step.”Prude died when he was taken off life support on March 30. That was seven days after officers who encountered him running naked through the street put a hood over his head to stop him from spitting, then held him down for about two minutes until he stopped breathing.In the hours before his encounter with police, Prude appeared to be spiraling into crisis. RIDGECREST, Calif. (KGTV) — A 4.7-magnitude earthquake hit just outside the town Southern California town of Ridgecrest late Thursday.The quake struck near area of Little Lake, Calif., about 20 miles away from Ridgecrest just after 5:40 p.m., according to the U.S. Geological Survey. USGS estimated the earthquake's depth at about 1.2 miles.The earthquake could be felt from as far away as Spring Valley, according to the USGS' "Did You Feel It?" map.Several aftershocks were recorded around the area following the 4.7 shake up. No injuries were immediately reported. On July 5, magnitude 5.4 and 7.1 quakes hit the Ridgecrest area, causing millions in damage locally. Those quakes could be felt as far away as Las Vegas. 729

SACRAMENTO, Calif. (AP) — California has recorded a half-million coronavirus cases in the last two weeks, overwhelming hospitals in urban centers and rural areas. Gov. Gavin Newsom says a projection model shows California could have 100,000 hospitalizations in the next month. Mobile field hospitals are being set up outside facilities to supplement available bed space. At least three are being set up in the Los Angeles and Orange County area, which hit 0% ICU bed availability last week. Other "alternative care" facilities, as the governor refers to them, have been set up near Sacramento and along the Mexican border about 50 miles east of San Diego.“The ICU is at 105% capacity,” Orange County Supervisor Doug Chaffee said of St. Jude. “They’re using every available bed. The emergency department has an overflow ... All the Orange County hospitals are in the same situation. It is dire, so they’ll soon be erecting a tent in the parking lot, probably for triage. I think what we’re seeing is not a surge, but a tsunami.”The governor says he’s likely to extend his stay-at-home order for much of the state. He acknowledged the orders for the Southern California and San Joaquin Valley regions will probably be extended. SACRAMENTO, Calif. (AP) — A new report says California, which has a declining prison population, could save more than billion by closing eight lockups. The Legislative Analyst’s Office released a report Thursday saying the state has seen a reduction in its inmate population because of early releases and other actions linked to the COVID-19 pandemic. The report also says parole and sentencing law changes may flatten the prison population in the next few years. The report says the population changes, coupled with closing five adult prisons and three juvenile facilities, could save the corrections system .5 billion a year by 2025."The administration has indicated it plans to close one prison in 2021?22 and another in 2022?23 in order to accommodate the ongoing decline in the inmate population, primarily resulting from Proposition 57 (2016)" the analysis reads. "The budget package includes legislation requiring CDCR to inform the Legislature of the specific prisons to be closed by January 10, 2021 and January 10, 2022. RICHMOND, Va. – A military veteran who died of a heart attack while onboard a Richmond city bus was robbed while unconscious. Several burobbed while unconsciouss riders jumped in to help the man while he went into cardiac arrest, but they ultimately got off the bus, with the exception of one.Police say 20-year-old Demontea Chappell stayed behind under the guise of giving aid but was seen on camera taking the man's wallet.A video reveals the heartbreaking details."Pop? What you name is Pop?" said a young man, as the older bus passenger struggled unconsciously and not breathing."Trying to find his wallet. Where the wallet at?" that young man continues.Chappell, according to police, was acting as if he was giving aid to the Air Force veteran, but the bus video showed he went inside the man’s wallet and then slid the cash into his own pocket.Sources told WTVR's Jon Burkett that the veteran always carried cash, but how much money he had that day was unknown.Police now have a warrant for Chappell's arrest.The veteran died on the bus near the corner of First and Federal last Thursday morning.Sources tell WTVR that after family members questioned why their loved one’s wallet was empty, officials with the Greater Richmond Transit Company (GRTC) went to the recordings and alerted police. The investigation led police to Chappell, who is still on the run.GRTC is helping police in this investigation.
