BEIJING, June 9 (Xinhua) -- Chinese police will begin a special four-month campaign to crack down on the production and use of counterfeit automobile license plates on Thursday.Police around the country will target trade in fake license plates, registration papers and other license plate-related crime, the Ministry of Public Security said Wednesday in a statement on its website.Violators sometimes forge license plates for military and government vehicles to enjoy privileges like free expressway charges.Some drivers use stickers to cover their license plates to cheat police.The campaign will begin June 10 and finish Oct. 10.Police carried out similar campaigns during the 2008 Beijing Olympic Games and the National Day holidays in 2009 to create better traffic conditions.Statistics with the ministry show police nationwide seized about 267,000 counterfeit license plates in the 2008 campaign and 183,000 fake plates in the 2009 campaign.

HANOI, July 23 (Xinhua) -- Chinese Foreign Minister Yang Jiechi made five proposals to the 17th ASEAN Regional Forum (ARF) here on Friday to enhance regional security.Firstly, Yang said countries should bear in mind the overall situation and interests when dealing with sensitive regional issues, and always safeguard the regional peace and stability.Secondly, Yang said countries should adopt a new security concept by seeking cooperation instead confrontation, and respecting and taking care of each other's core interest and security.Thirdly, countries should respect each other, strengthen political mutual trust, improve and develop long-term, healthy and stable relations.Fourthly, countries should exercise restraint when disputes arise and settle disputes through peaceful means.Fifthly, countries should make use of multilateral mechanism like Shanghai Cooperation Organization, ASEAN Regional Forum and Six-Party Talks to promote common interest and common security.Yang said on one hand, the situation in Asia-Pacific region is generally stable. On the other hand, the unstable and uncertain factors are increasing.Yang said ARF could serve as a security dialogue platform to push for mutual trust among members. Yang also urged ARF members to strengthen cooperation on non-traditional security issues including anti-terrorism, disaster relief, non-proliferation and maritime security.ARF comprises 27 members including the ten ASEAN member states namely Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, the Philippines, Singapore, Thailand and Vietnam, the 10 ASEAN dialogue partners namely Australia, Canada, China, the European Union, India, Japan, New Zealand, the Republic of Korea, Russia and the United States, and seven other countries in the Asia and Pacific region namely Bangladesh, the Democratic People's Republic of Korea, Pakistan, Mongolia, Sri Lanka, Timor-Leste, and Papua New Guinea.

BEIJING, Aug. 22 (Xinhua) -- Some 87 percent of Chinese who studied abroad in 2009 received financial support from their parents, China.com.cn, a government-run website, reported Sunday quoting a survey by education research company MyCOS.The survey divided its interviewees into two categories: undergraduate students who graduated from China's top 211 universities in 2009 and those who did not.According to the survey, 1.64 percent of undergraduate students graduating from China's top 211 universities in 2009 went abroad for study, 0.61 percentage points higher year on year.Some 0.69 percent of undergraduate students from the other category also pursued overseas studies.According to the survey, the majority of the students who studied abroad took economics and business management as their major.The survey also showed 9 percent of those studying abroad received scholarships from the foreign institutions while 3 percent supported themselves through part-time jobs. One percent were funded by the Chinese government.Chinese universities and colleges graduated 6.1 million students in 2009, according to statistics from the Ministry of Education.

BEIJING, Aug. 11 (Xinhua) -- There have been no reports of an epidemic outbreak or public health incident in the northwestern Zhouqu County that was hit by a massive mudslide Sunday, a health official said Wednesday.Zhang Guoxin, vice director of the emergency office of the Health Ministry, made the remarks at a press conference in Beijing.Emergency medical rescue work was coming to an end and now epidemic prevention was the priority for health authorities, Zhang said.At least 702 people were killed and 1,042 others are missing after Sunday's mudslide.A total of 422 injured have been treated as of 10 a.m. Wednesday. All those who were seriously hurt have been sent to hospitals in the cities of Lanzhou and Tianshui, Zhang said.A survivor who was rescued 60 hours after the mudslide has been transferred to the Gansu Provincial People's Hospital and was currently in stable condition."All the injured have been properly treated," Zhang said.Forty-seven civilian and military medical teams with 779 members are working in Zhouqu, nine of whom are extremely well qualified and rank among the best in the country.A total area of 310,000 square meters has been sterilized by the teams.Health authorities have prepared 50,000 pamphlets on health risks for local residents.Zhang said health authorities were attempting to rebuild hospitals and clinics in Zhouqu as quickly as possible.

And now, the loss of another loved one in a family of four is too much for the introverted 16-year-old to deal with.Yang Zhenmei, a volunteer psychology counselor from the provincial capital Kunming, traveled 930 km to the disaster area to offer help for young people like Yu.She held a brief psychological intervention session with the boy, had patient conservations with him and told him to refrain from aggressive behavior. She also told him to call her if he feels overwhelmed by difficulties.But not many people are as lucky as Yu, who receives the kind of psychological services rarely seen in Litoudi Village, a remote mountainous village in China's southwest Yunnan Province, which borders Myanmar. In a village with a population of a little more than 150, medical resources are scarce.Litoudi Village has only one doctor. Usually, local residents have to travel seven km to be treated in a hospital at the township seat of Puladi.Soon after the mudslides, about 130 doctors and nurses from Gongshan and Fugong Counties rushed to the scene, though none of them had previously received psychological training, except for a handful of doctors who had taken psychology courses back in college.Moreover, the focus of the medical services in the immediate aftermath was on treating the injured, helping rescuers with minor injuries and preventing outbreaks of diseases.Authorities have said 92 people were killed or remain missing following the massive mudslides that swept the village.Torrents of mud and gigantic stones smashed and buried the Yujin Iron Mine and about 10 civilian residences at 1:30 a.m. Wednesday. Most of the victims were local residents and migrant workers at the Yujin Iron Mine.The government has not released the number of people needing psychological assistance in the village. The village population is about l50, though some 380 relatives of the victim have temporarily settled into 20 tents or villagers' homes. "The number of people suffering psychological wounds and prone to having extreme actions is small. It's a mudslide and the chances of survival are slim. If people did not have extreme reactions in the first two days, they will somehow accept reality." volunteer counselor Yang said.However, she still suggests creating a mid- and-long term plan to help local residents, by which she meant to train some villagers or young people as volunteers and help local residents suffering from stress brought on by the loss of loved ones.Unlike the situation following the magnitude-8.0 Sichuan earthquake in 2008, when thousands of volunteer counselors and psychological experts went to the quake-devastated zone to offer help, only about 300 volunteers came to Litoudi Village.
