SAN DIEGO (KGTV) -- A gunman is on the loose after a Thursday morning shooting at Barrio Logan’s Chicano Park left a 19-year-old injured.San Diego police were called to the 2000 block of National Avenue, off Interstate 5, at around 1 a.m. in response to reports of dozens of shots fired.Details on what prompted the gunfire were unclear, but police confirmed a 19-year-old person was struck. The victim was taken to UC San Diego Medical Center for treatment.The victim’s condition is unknown.Police are searching for a Hispanic man in his 20s in connection with the shooting. They believe the gunman fled in a dark gray or silver car.About an hour later, as police were investigating the shooting, someone in the car matching a description of the getaway vehicle fired shots while on southbound I-5 towards officers at the shooting scene.No one was hurt in that gunfire. 878

SAN DIEGO (KGTV) — A San Diego family just got bigger thanks to results from a recently taken DNA test.Sita Brooke and her brother, Odie, met their sister Eva Knight for the first time Friday. Brooke's father, Jim, was also on hand to meet his daughter.Brooke told 10News she purchased a DNA kit from Ancestry.com for her parents last Christmas to learn more about her family's origins. Knight, from Arizona, had also taken a DNA test recently.A parental match popped up for both of them.Brooke's dad served for 33 years in the U.S. Navy and was stationed in Trinidad at one point, where he met Knight's mother. And the sister's have even more in common. Knight is also originally from San Diego before moving to Arizona.The family members are now enjoying their newly discovered connections. 800

SAN DIEGO (KGTV) - A new report released by the California Department of Forestry and Fire Protection states wildfire acreage burned in 2019 is down 96% compared to 2018.Stating from January to August in 2018, 621,784 acres burned. In 2019, only 24,579 acres scorched during the same time period.On top of this, the U.S. Drought Monitor released a report Thursday showing most of California is out of the drought. San Diego is the only county fully highlighted in yellow, indicating it is 'Abnormally Dry'.A very stark contrast to 2018, where most of the map is covered in dark shades of drought. In August of 2018 San Diego was labeled in 'Severe Drought'.While the winter rain cured California's drought, it brought a new problem to firefighters. Tall weeds, and new growth act as kindling, launching fires, according to Cal Fire Captain Thomas Shoots.So we're not out of the woods.Historically San Diego has had some of it's biggest fires in the Fall and Winter, whipped up by Santa Ana winds. "Our fuels are going to continue to dry out an we're not going to be getting rain for quite a while longer so even though we've had the marine layer sticking in and that's really helped us, in the long run those heavy rains that we need, we're probably not going to see for several months," he said. "Late October is usually when we see the Santa Ana winds. We are expecting our normal winds this year. SAN DIEGO (KGTV) — A measure that would increase property tax bills to pay for thousands of affordable housing units has moved closer to the November ballot.On Tuesday, the San Diego City Council voted 6-3 to support what's called a resolution of necessity about the measure. It directed city staff to prepare language for the council to approve for the November ballot.The San Diego Housing Federation, which brought the measure forward, says it would pave the way for an estimated 7,500 affordable housing units. Of those, 5,000 would be for the homeless and those at risk of becoming homeless, while another 2,500 would be for low-wage working families. SAN DIEGO (KGTV) - A local businessman is now accused in a child porn case, several years after he managed to get off the sex offender registry.Along Tokalon Street in Bay Park, there is a sense of disbelief. A neighbor of some 7 years - Joseph Welsh - arrested in Fontana over the weekend.Police say parents confronted him and took his phone after he took photos of girls in bathing suits at a birthday party.Search warrants executed at his home and his business - a Segway rental outlet on Mission Boulevard - netted several electronic devices containing child porn, according to investigators.The neighbors' sense of shock was magnified because of what they didn't know about his past: a conviction in the 1990s in San Bernardino county for possessing child porn, and annoyance of a child.Police say in 2014, the courts deemed him not a danger to the public and removed him from the registry.It's a maneuver many can't understand.An acquaintance of Welsh, 47, told 10News those who worked near him became "creeped out" because he was always photographing surf schools and flying drones on the beach.In one instance, concerns led to an acquaintance to warn a teenager who knew Welsh to stay away from him.To search the California Megan's Law website for registry results, click here. 1308
